Town Board
Town is accepting applications for Planning Board and Zoning Board of Appeals -- deadline December 29!

Planning Board:  The Hillsdale Town Board is accepting applications through 12/29/2009 for appointment to the Hillsdale Planning Board.  The Planning Board meets on the second Monday of every month at 7:30 pm in the Hillsdale Town Hall.  This position has a six year term which will expire on December 31, 2015.  There is no compensation for this position.

Zoning Board of Appeals:  The Hillsdale Town Board is accepting applications through 12/29/2009 for appointment to the Hillsdale Zoning Board of Appeals.  The ZBA meets monthly on the first Tuesday at 7:30 pm in the Hillsdale Town Hall.  This position has a five year term which will expire on December 31, 2014.  There is no compensation for this position.

Philmont Fire Protection District fee increase is finalized

The Town Board has finalized its negotiations with the Village of Philmont on fire protection for the northwest section of Hillsdale by the Philmont Fire Department.  The new rate, to be paid by the affected residents, will be $.6367 per $1,000 of assessed value.  The long-standing rate has been $.28 per $1,000.  The new fee will bring the rate in line with what is being paid by other towns to the Philmont Fire Department, and by other Hillsdale residents to the Hillsdale Fire Department.

The Town Board sought alternatives without success.  The Board feels this is the best alternative to assure the safety of residents of the northwest section of Hillsdale, shown on the top left portion of the map below, the section numbered "47."

Hamlet Committee:
Hamlet improvement suggestions

The Hillsdale Hamlet Committee, established by the Town Board to improve Hillsdale's downtown, is making great strides. In October of this year, it hired a professional planning firm, Project for Public Spaces (PPS), to come up with a design to upgrade the look and function of the hamlet. The goal is to make our town center more attractive for residents and visitors alike to shop, stroll and dine.

PPS so far has been is in the information-gathering phase of its work. This fall, members of the New York City-based nonprofit organization toured the hamlet, then interviewed 28 key merchants, hamlet residents, town residents and government officials over two days.

Among the suggestions that surfaced in these interviews:
  • Make the hamlet more pedestrian-friendly by slowing down traffic and rebuilding the sidewalks.
  • Add parking areas and better directional signs.
  • Create gathering spots with benches and landscaping.
  • Attract a variety of new businesses that would serve both residents and tourists.

On Nov. 9, PPS led a community workshop at the Mount Washington House. More than 75 residents gathered to generate more ideas about improving the hamlet. The residents broke into five groups, each of which toured key areas of the village to come up with suggestions.

Among the ideas discussed at the workshop:

  • Encourage the Harlem Valley Rail Trail to connect Hillsdale to the already-built trail to the south. 
  • Organize more community events in the hamlet park such as concerts and movies, augmenting the successful farmers market and flea market.
  • Consider reconfiguring the intersection of Maple Street with Routes 22 and 23 so that it causes less congestion and to provide a better defined entrance to the hamlet park.

PPS and the Hamlet Committee are now in the process of distributing questionnaires for merchants, residents and visitors in the town to further guide the planning process.  The survey is available at B & G Wine and Gourmet and at the Town Hall.  Completed surveys can be dropped off at Town Hall or they can be mailed to Hamlet Planner, P.O. Box 305, Hillsdale, N.Y.  12529.  The most convenient way to complete the survey is to fill out the online version at http://tinyurl.com/yjbu6yg.

PPS's next phase involves synthesizing all this information to come up with a detailed plan for improving the hamlet's streets, sidewalks and other infrastructure, along with suggestions for attracting new merchants. The majority of the cost of the $65,000 PPS contract has been raised by the committee with fund drives and other events, including last May's flea market; a grant from Hudson Valley Greenway; and support from the town in its 2009 and 2010 budget. Donations are appreciated to help defray the remaining cost of the planning process. The funds needed total $9,000 and the Hamlet Committee is planning future events and other fundraising efforts to raise this money.

Housing Committtee:
Planning a housing needs study

The Hillsdale Housing Committee continues its work to assess the housing needs not currently being met for the residents of Hillsdale. The committee met in November with Rose Noonan, the Executive Director of the Housing Action Council (HAC), and another HAC staff person, who presented for discussion a draft Housing Needs Study.  As mentioned in the September newsletter, HAC is the non-profit organization hired by the town for this effort, paid for by the Dyson Foundation in Millbrook, NY and by funds raised by the Housing Committee.

The purpose of the Housing Needs Study is to formally assess the below-market-rate housing needs within the town through a "review of U.S. Census data, population trends, discussions with public and private agencies, houses of worship, civic associations and real estate data on property tax exemptions, etc."  The committee commented on the report and will meet again with the consultant early in the year to discuss additional data and to assess the results.

The consultant recommended that we devise a short survey in order to determine interest by the community in any below-market-cost housing. We hope to circulate the survey to local businesses, school district employees, senior citizens, houses of worship, volunteer rescue and fire department members and others. The survey will be distributed around town and will hopefully be available on line on the Town's website.  Results will supplement the statistical findings obtained to date.

Green Solutions Group:
Energy conservation workshop yielded money-saving tips

Hillsdale's Green Solutions Group held the first in a series of programs relating to the environment and energy conservation on November 21 at the Hillsdale Methodist Church.  Ned Depew, popular radio personality, gave a talk on "retrofitting your home to make it more "green" while saving "your green" in the process.  After his talk, Ned answered questions about common concerns in older houses particularly and recommended some relatively inexpensive remedies.  Here are some of Ned's tips:

  • Doors let the most cold air in, so try to have an outside door or mud room to break the airflow. 
  • Use mortite (a type of putty) to seal windows. 
  • Caulk the sill along the top of your basement.  
  • Use window blankets (a form of window shade)
  • Use foam covers for outlets.  They come in 10-packs.
  • Improve insulation.  Blown-in cellulose is good for older homes. Expanding spray foam insulation, available in soy or polycarbonate, should be used in ceilings (R40).
  • Weather stripping called Super P is compressible and good around windows.
Everyone enjoyed Ned's program very much.  He has consented to return at a later date and address several different but relevant topics.

Preservation Committee:
Hamlet officially a national historic district; Methodist church carillon repaired

In January 2010 the Hillsdale Historic Hamlet District will be added to the National Register of Historic Places, the National Park Service's official list of districts, sites, buildings, structures, and objects deemed worthy of preservation. Having a property on the National Register makes some owners eligible for tax incentives. We are planning a celebration in February to mark the occasion. Time place and date will be announced, watch for the flyers and invitations.  For more information on the National Register of Historic Places, click here.

As a result of the August hamlet house tour, the committee was able to make a donation to the Hillsdale Methodist Church for the renovation of the carillon, which was fully operational for the Christmas Eve service and Christmas Day.

Based on the success of the first historic house tour last summer, we are planning more historic tours next year as well as workshops to show residents how to research the history of their houses. Banjo band donates $500 to food pantry

The Riverbank Banjo Band, based in Poughkeepsie, donated $500 to the Roe Jan Food Pantry at  Christmastime. Fred Laing from Hillsdale plays in the band, and is also Music Director. Fred is at bottom right of the photo.
