Evaluating the Costs and Benefits of Business Reply Mail

 

 

Business Reply Mail (BRM) can be an effective method to increase the response to a mailing for any business. However, it may not always be the right choice and may be costing more than it should.

 

The fact that you are not only responsible for the postage but processing costs and annual fees must be fully understood to evaluate the use or benefits of Business Reply Mail. For example, if a mailer has a 900 piece mailing and their anticipated return rate is greater than 37% they would actually save money affixing postage to each pre-addressed envelope included in the mailing opposed to using a Business Reply envelope.

 

There are two levels for utilizing Business Reply Mail: 'BASIC' and 'HIGH VOLUME'.  Basic level requires an annual permit fee of $185.  The High Volume level requires the annual fee and an annual Account Maintenance Fee of $585.  The difference to the mailer between the two levels is the per piece processing fee.  Basic level per piece processing is $.74 and the processing fee for High Volume level is $.083.  Using the High Volume level will cost $.657 less per piece!  A mailer would only need to receive 890 pieces back within a year to break even and each piece received back after that would be a savings of $.657.  Both levels are charged the regular First Class postage for each piece as well.

 

There is another level of pricing for Business Reply Mail that can be designed and approved for processing through automation.  This is called Qualified Business Reply Mail (QBRM).  These pieces must be submitted to the post office with the proper forms to be approved for the reduced automated pricing.  The High Volume level for QBRM is $.052 for processing and the 1 oz postage is $.417.  This is a 10% savings over the non-automated High Volume rates for Business Reply Mail.

 

Lastly, if your anticipated return is a large percentage of the total pieces it may be more cost effective to apply postage to all mail pieces.  For example, if you anticipate a 50% return for 500 pieces mailed at the Basic BRM level you would pay $295 in postage and fees for the returned pieces.  If you had metered each piece that was mailed to the customer the postage would be $220, a savings of $75 or 25% over the Business Reply method!

Choosing an Envelope Vendor

 

They are all created equally, right?  When it comes to envelopes that is just not true.  There are many types of envelopes and the right envelope depends upon many different factors.

 

The first thing to consider is whether the envelope will be used for automated processes.  Each manfacturer usually has recommended specifications for the envelopes used on their equipment.  Failure to meet those expectations could result in less than optimal performance and potentially forfeiture of service from your maintenance contract.  Consult your vendor before purchasing a piece of equipment if you are using existing stock to validate its compatibility, and consider the cost of the specified envelope required if new envelopes will be used.

 

Secondly, always make sure to price research any new envelope purchases.  Most vendors have their specialty and are most competitive in pricing that type of envelope while envelopes outside their specialty that may not be as competitively priced.  For example, a vendor's production equipment may be most competitive in large volume orders based upon the high capacity print process utilized.  Their low volume pricing (let's say less than 5,000) may not be as competitive as they would spend more time setting up the project than actually running the project!

 

Finally, maybe the most important thing to remember is that the sale does not end at the delivery point.  Hold the vendor accountable for quality and performance for all envelopes received.  If a box is received with warped or not properly constructed envelopes, demand credit from the vendor for those pieces.

 

Envelopes are a necessary cost of business that can be controlled and reduced with the proper research and knowledge.
