Reminder! - Letter-size Booklets & Folded Self-mailers

New requirements for letter-size booklets mailed at automation and machinable letter prices to be implemented September 8. The purpose of the new requirements is to reduce damage to mail and eliminate the use of alternative processing methods for these pieces. The issues are the tabs, their placement and size. 
 
Booklets are defined as mail pieces that have a bound edge. This includes sheets that are fastened with at least two staples in the manufacturing fold (saddle stitched), perfect bound, pressed-glued or joined together by another binding method that is automation compatible and produces an end where pages are attached together. Booklets are generally open on three sides before sealing, similar in design to a book.
 
In general, booklets must be uniformly thick. Large bound booklets that are folded for mailing, also defined as a quarter-fold booklet, qualify for automation and machinable prices if the final mailpiece remains nearly uniform in thickness.
 
Mailers are encouraged to become familiar with these new requirements, which include required methods for securing open edges, to prepare for the Sept. 8, 2009 implementation date. Fall Event - First Class Mail Incentive
 
The USPS First-Class Mail Incentive will give eligible companies a 20 percent postage rebate on presorted letter, flat and card volumes that exceed a predetermined threshold. The incentive runs Oct. 1 through Dec. 31, 2009. This is how the program works:
 
To be eligible for the incentive, a company must have mailed 500,000 or more non-parcel First-Class Mail presort pieces between Oct. 1 and Dec. 31 in both 2007 and 2008.
 
Companies interested in taking advantage of the incentive can register online at: 
http://usps.com/firstclassmailincentive. The deadline for registration is Nov. 1, 2009.
  • Participants will be asked to provide documentation to verify their 2007 and 2008 monthly volumes for the period of Sept. 1 through Dec. 31, and January 2009. The percentage increase or decrease calculated between 2007 and 2008 volumes will be applied to the company's 2008 volume to establish the incentive threshold.
  • First-Class Mail presort volume above the threshold will qualify for a 20 percent postage rebate, which will be credited to the company's trust account after the incentive ends and all qualifying volumes are reconciled.
  • A volume threshold also will be established for September 2009 and January 2010 using the same calculation as the incentive threshold. If a participating company's First-Class Mail presort volume does not meet these thresholds, the difference will be deducted from the incentive rebate volume.
In accordance with the Postal Accountability and Enhancement Act, the First-Class Mail Incentive will undergo a 45-day review prior to implementation. For more information you can send an e-mail to firstclassmailincentive@usps.gov.

Undeliverable-as-addressed mail costs the US Postal Service over $1.6 Billion a year, and mailers who contribute to this problem will soon be expected to pick up more of the tab.

In recent months, postal officials have implemented a new Performance Based Verification system to monitor compliance with the Move Update standards that took effect back in November 2008. The verification processes utilizes the PostalOne! and MERLIN systems to evaluate whether mailers have updated and changed addresses according to postal rules.

Effective January 4, 2010, this approach will be used at the point of mail acceptance to determine whether additional postage is required.
