 "Summer Sale!" USPS Offers Special Summer Pricing
 
 
The USPS is offering a "Summer Sale" for high volume Standard Mail customers. The sale is designed to offer a rebate for mailers who exceed their previous mailing volume history for the sale period as determined by 2007 and 2008 volumes. The following is a brief overview of the details:
  • The sale will run from July 1, 2009 through September 30, 2009.
  • Mailers who mailed over one million Standard letters and/or flats from October 1, 2007 through March 31, 2008 are eligible to participate in the sale.  (about 3,250 mailers accounting for 75 percent of Standard Mail volume)
  • Mailers will receive a rebate of 30 percent on any mail volume in that period which is over the past threshold.
  • Mailers' rebate will be adjusted if their October, 2009 volume is less than their October, 2008 mail volume adjusted their mailing trend. (Designed to discourage mailers from 'front loading' mailings in the sale period items that would otherwise be mailed after the sale)

Update to the USPS 5-Day Delivery Proposal
 
Support for, or more accurately, a realization of the necessity for a 5 day delivery by the USPS is gaining ground in Washington.  Despite the initial and quick denouncement of the proposed reduction in delivery, some legislators have expressed the need to revisit the proposal. The difference between March and now is the devastating and escalating decline in Postal Service finances.
 
Compared with the same period last year, total mail volume fell almost 15 percent. Revenue is down 10.5 percent. Almost $2 billion was lost in the second quarter.   The USPS is projecting a loss of more than $6 billion for this fiscal year.
 
Postal officials have implemented several cost-cutting measures, including a hiring freeze, closing a few district administrative offices and reducing work hours. Unfortunately, that's not enough to keep the agency from going broke. But just how much reducing delivery will save is the big question, and an important factor in determining congressional support.
 
Last year, the Postal Service projected $3.5 billion in savings annually, if the cutback did not lead to a reduction in volume. The Postal Regulatory Commission assumed mail volume would decline with a cut in delivery days and projected a savings of $1.9 billion.
 
William P. Galligan, a USPS Senior Vice President, recently told the House Oversight and Government Reform subcommittee on federal workforce, Postal Service and the District of Columbia: "In the simplest words I can find, we can no longer afford the costs of six-day mail delivery," he said. "In my mind, it is no longer a question of if, but rather when, will economics require this change," he said.  "The time, I believe, is now."

We are all trying to find ways to cut dollars from our budget. You may be aware that special nonprofit rates are available for some Periodicals and Standard Mail mailers, but you may not know who is eligible for those rates.
 
Organizations wishing to mail at nonprofit Standard Mail rates first must be authorized by the Postal Service as eligible. Secondly, they must make sure that the material being mailed complies with strict requirements for nonprofit rates.
