SkillWorks Announces $10 million Goal for Phase II
 
On Tuesday, June 3rd, U.S. Representative John Tierney, Boston Mayor Thomas Menino, The Boston Foundation President and CEO Paul Grogan, Secretary of Labor Suzanne Bump, and Dr. Gary Gottlieb of Brigham and Women's Hospital were on hand at the Sheraton Boston to announce Phase II of the SkillWorks initiative.
 
To date, more than $4.5 million of the $10 million Phase II goal has been raised to support workforce development in the Commonwealth of Massachusetts.  Phase II funders include the City of Boston's Neighborhood Jobs Trust, The Boston Foundation, The Clowes Fund, Inc., The Commonwealth of Massachusetts, Microsoft Corporation, The National Fund for Workforce Solutions, The State Street Foundation, and The United Way of Massachusetts Bay & Merrimack Valley.  As with Phase I, the initiative is committed to providing five year grants to workforce partners.
 
The June 3rd event also featured a roundtable of employers including the Microsoft Corporation, Brigham and Women's Hospital and UGL-UNICCO discussing the importance and benefits of workforce development and career advancement programs like those that SkillWorks has promoted.

The Request for Proposals for Phase II Workforce Partnerships, along with the RFP's forms and attachments, are available at our Web site, www.skill-works.org, or they can be downloaded from this e-mail.  Pre-applications are due electronically to Loh-Sze Leung, SkillWorks Director, by 3 p.m. on Thursday, July 3rd. Pre-applications should be sent to skillworks@tbf.orgQuestions and Answers and the PowerPoint presentation from the bidders' conference are also available for download.
 
Please feel free to forward this information to any individual or organization you think might be interested in applying for a workforce partnership grant. 
 
SkillWorks Employer Participant Profile: Tami Middleton, Doubletree Guest Suites  

 

Tami Middleton, director of Human Resources at the Doubletree Guest Suites in Boston, has worked with the Hotel Career Center participants for over four years. Since 2004, over fifty individuals at Middleton's hotel have gone through the training program that will help them further advance in the hospitality industry.
 
The Hotel Career Center offers pre-employment services for job seekers and training and career development services for employees already in the hospitality industry. Services for hotels' existing employees include English language classes, computer skills, and career coaching.
 
Tami Middleton is drawn to the mission of the Hotel Career Center-acclimating newcomers to living and working in Massachusetts. She is attracted to its ability to assist newcomers in making a fresh start. Middleton sees the on-site incumbent worker classes offered by the Hotel Career Center as an important part of achieving this mission-and helping her own business at the same time.
  
"Hospitality offers a great introduction to the culture of the United States, and [immigrants and refugees] can take the skills that they learn in the Hospitality Program anywhere-they can earn a promotion here or at a larger hotel or even start their own business. Hospitality provides a good stepping stone for newcomers."

Legislative and Policy Update 
 

Workforce Competitiveness Trust Fund

As a result of the efforts led by Senate Chairman Tom McGee and cosponsors Senators Montigny, Wilkerson, Hart, Petrucelli, Galluccio and Tucker, the Senate budget was successfully amended to include $5 million for the Workforce Competitiveness Trust Fund (WCTF) to be funded from the Consolidated Budget Surplus Distribution.  We thank the Senate for their leadership on this important workforce initiative.

Please contact your State Representative and ask him or her to let Conferees know that they support funding for the Workforce Competitiveness Trust Fund in Section 7 of the Senate budget. The House Conferees are Chairman Robert DeLeo, Representatives Marie St. Fleur and Vinny deMacedo.  Please ask your State Senator to contact Chairman Steven Panagiotakos and Senators Steven Tolman and Michael Knapik to hold the WCTF in the final Conference budget.
 

Life Sciences Bill 

On Monday, June 16th, Governor Patrick signed the Life Sciences Bill.  Massachusetts Secretary of Labor and Workforce Development Suzanne Bump reports that life sciences workforce training grants will be made through the Workforce Competitiveness Trust Fund in partnership with the Life Sciences Center. 
 
Federal Alert:  2008 Workforce Investment Act
 

The U.S. House Appropriations Committee's Labor-HHS-Education Subcommittee will markup the 2008 Workforce Investment Act (WIA) legislation on June 19th and the full committee will hold its markup on June 25th.  Last year, the House rescinded $250 million of WIA funds.  To prevent a rescission this year, we need you to speak up to your legislators on behalf of workforce development.  You can find more information on the Workforce Investment Act, and ways to act in support of it, at The Workforce Alliance Web site.

Director's Remarks 
 

It was wonderful to see many of you at the June 3 launch of SkillWorks Phase II.  I'd like to extend a special thanks to all of our speakers and to the entire SkillWorks Funders Group, which worked so hard over the past year to plan for this next phase of investment and work.
 
As we move ahead with our ambitious plans, I look forward to working with you on creating and expanding opportunities for low-wage workers to advance toward family self-sufficiency.
