CONTACT BUDGET CONFEREES TO PRESERVE PREVENTION PROGRAMS AND INITIATIVES INCLUDED IN THE SENATE'S VERSION OF THE BUDGET!  CONTACT INFORMATION IS RECORDED AT THE BOTTOM OF THIS MESSAGE.
 
The Senate gave final approval to its version of the budget on Thursday, June 19.  Conferees were appointed and have started working to resolve the differences between the Senate and House's versions of the budget bills -- HB 2436 (4th Edition) and Senate Committee Substitute for HB 2436 (7th Edition).  The Senate's budget is very positive for prevention programs and initiatives.  NOTE CHART RECORDED BELOW.   This chart does not contain prevention items that are "in agreement" in both budgets (Senate & House).

 Item #48 Teen Pregnancy Prevention Initiatives -- $400,000 recurring funds.  This money, if approved, will save prevention programs in New Hanover, Anson, and Person Counties -- programs that are up for renewal of grant funds.  In addition, other programs that have been approved for funding will be funded, and the overall program will be made whole.       

 

DOUBLE PLUS

House's budget does not contain this funding, which means prevention programs in New Hanover, Anson, and Person Counties -- programs that are up for renewal of grant funds -- will be cut.  In addition, other programs that have been approved for funding will not be funded.   

MINUS

Senate's Budget does not contain this item.

 

 

DOUBLE PLUS

Current base state funding ($1.79 million) for all pregnancy prevention programs has been made non-recurring meaning that the base recurring funding has been made one-time money. (Item #49 in Money report)

Item #13 Expand Adolescent School Health Centers  --- $250,000 Non-recurring  --

This money, if approved, could be used for existing and new school-based/school-linked health centers.  

 

FAVORABLE

Item #12 Expand Adolescent School Health Centers  --- $250,000 Non-recurring  --

This money, if approved, would be used for start-up grants for new school-based/school-linked health centers.   Unfortunately, once the new centers are developed, this item could become a negative for existing centers.  If the base funding for the centers is not expanded, the $250,000 to start new centers could reduce the funding for existing centers, once the new centers are on-line and operating.  Funding for successful existing centers could be cut in order to accommodate the new centers.
