LEGISLATIVE ACTION ALERT ADOLESCENT PREGNANCY PREVENTION CAMPAIGN OF NORTH CAROLINA

The House Appropriations Committee approved its budget bill on Tuesday, June 3, and unfortunately for prevention programs, the news is not good! The important prevention items were not included in the House's budget bill (HB 2436). Please contact individual members and the Speaker of the House of Representatives and ask them to reverse their decisions and fund prevention programs. Contact information for Speaker Hackney, the chairpersons of the overall House Appropriations Committee and the members of the Appropriations Subcommittee on Health and Human Services is listed at the bottom of this message. The House's budget does not include the $250,000 requested for pregnancy prevention programs. It does not include the $375,000 for school-based/school-linked health centers. But to add to these disappointments, the House's budget makes all the current state funding for adolescent pregnancy prevention non-recurring or one-time money. At a time when the programs are struggling to stay alive financially, such action may mean the demise of many programs as staff may leave because of the uncertainly of the funding! IMPACT OF HOUSE'S BUDGET
- Prevention programs in NEW HANOVER, ANSON, and PERSON -- programs that are up for renewal of grant funds -- will be cut. In addition, other programs that have been approved for funding will not be funded.
- School-based/school-linked health centers will not receive a cost of operations increase in order to sustain the centers.
YOUR MESSAGE -- REQUEST FUNDING FOR THE FOLLOWING:
- Ask legislators for at least $250,000 to save the Adolescent Parenting Programs. Yes, more money was requested and more money is needed, but for now, the goal is to save existing programs.
- Ask legislators for $375,000 in recurring funds to support the "bottom line" of existing school-based and school-linked centers.
- Ask legislators to reconsider their decision to make the base state funding for pregnancy prevention programs non-recurring or one-time funding.
Contact the members of the House of Representatives and especially members who represent you. Your contacts are urgently needed. Start contacting members now and continue your contacts throughout the week. Also contact the Speaker, co-chairpersons of the overall House Appropriations Committee, and co-chairpersons and members of the Appropriations Subcommittee on Health and Human Services immediately. Your contacts are urgently needed in order to reverse these funding decisions.
