OF NORTH CAROLINA

URGENT LATE EDITION
The House Appropriations Committee is scheduled to vote on its budget bill Tuesday, June 3.  There are some very important prevention items that were not included in the House's budget proposal.  Please contact members of the Appropriations Subcommittee on Health and Human Services and the leadership of the overall Appropriations Committee and ask them to fund prevention programs.  House members' contact information is listed at the bottom of this message.
   
*      $250,000 in funding for pregnancy prevention/parenting programs was not included included in the House's budget proposal.  
 
If the additional funds of $250,000 are not secured, then the programs that are up for renewal of grant funds like those in NEW HANOVER, ANSON, and PERSON counties cannot be funded - the programs will be cut.   In addition, other programs that have been approved for funding will not be funded if this money is not secured.  The $250,000 is needed to offset cuts in Medicaid funding.

The cut in Medicaid funds has occurred because Medicaid will cover only the medically related components of the adolescent parenting program such as those that help prevent subsequent pregnancies.  Medicaid no longer covers other important components designed to keep young women in school, prevent them from dropping out, teach parenting skills and offer career development.  Ideally, such components should be funded with education funds.

*      $375,000 in funding for school-based/school-linked health centers was not included in the House's budget proposal.  

The funding is needed to provide a cost of operations increase in order to sustain the centers that currently receive state funds. 
 
Yes,  the House's budget contains $250,000 in non-recurring funds for start-up grants for new school health centers, but that money will not help existing centers.  Bringing on new centers without increasing the base funding for the centers will simply reduce funding for the existing centers once the new centers are on-line.

In addition,  the House's budget proposal contains $2,700,000 Recurring & $2,300,000 Non-recurring for Aid to Safety Net Community Health Centers --- This money will be used to fund a competitive grants program, for which the school-based/school-linked health centers could compete, but these funds cannot be used solely for operational purposes and the school-health centers need operational funds.  

Of the funds appropriated to Aid to Safety Net Community Health Centers, in 2007, the General Assembly designated $375,000 of those funds to school health centers, but the funding was one-time money.  The centers need to get a permanent increase in the base funding.
 
YOUR MESSAGE -- REQUEST FUNDING FOR THE FOLLOWING:     

·      Ask legislators for at least $250,000 to save the Adolescent Parenting Programs.   Yes, more money was requested and more money is needed, but for now, the goal is to save existing programs.   
 
·     Ask legislators for $375,000 in recurring funds to support the "bottom line" of existing school-based and school-linked centers.  
 
Start contacting members of the Appropriations Subcommittee on Health and Human Services immediately, and continue your contacts throughout the week.  Also contact the co-chairpersons of the overall House Appropriations Committee.
