Start contacting members of the Appropriations Subcommittee on Health and Human Services immediately, and continue your contacts throughout next week. Legislators' contact information is listed at the bottom of this message. The budgeting process is on a "fast track" this session, and legislators' goal is to complete their work and adjourn before July 4. The House of Representatives is aiming to have its version of the budget completed by June 2 and the Senate's version is expected to be completed two weeks later. A final, adjusted budget is expected to be in place by June 30. On Wednesday, May 21, the Appropriations Subcommittee on Health and Human Services revealed its proposed adjustments to the 2008-2009 state budget. The proposed money report for Health and Human Services did not include some extremely needed pregnancy prevention and adolescent health items. Your immediate assistance is needed! Please contact members of the House & Senate Appropriations Subcommittee on Health and Human Services and ask legislators to provide funding for pregnancy prevention programs and adolescent health. YOUR MESSAGE -- REQUEST FUNDING FOR THE FOLLOWING: · Ask legislators for $1,177,620 in recurring state funds for the Adolescent Parenting Program. (Bills requesting this funding were introduced by Representatives Coleman & Fisher - HB 2225 and Senator Dorsett - SB 1914.)
· Ask legislators to maintain the $2.5 million in block grant funding for Teen Pregnancy Prevention Initiatives (TPPI) and to add an additional $700,000 to that funding to keep prevention programs from being cut. (1) The Adolescent Parenting Program (APP) will receive $700,000 less in Medicaid funding this year. Last year, the Medicaid reduction was $450,000 and legislators offset the cut by providing $450,000 in additional TANF funds to the program.
(2) The cut in Medicaid funds has occurred because Medicaid will cover only the medically related components of the program such as those that help prevent subsequent pregnancies. Medicaid will no longer cover other important components designed to keep young women in school, preventing them from dropping out, teaching parenting skills and career development.
(3) Because of the cut in Medicaid funding, the Teen Pregnancy Prevention Initiative (TPPI) program under which the Adolescent Parenting Program is funded needs to get an additional appropriation of $700,000 in either block grant funds or state funds in order to keep existing programs from being cut -- secondary and primary programs. When the primary prevention program (the program that prevents first-time pregnancies -- Adolescent Pregnancy Prevention Program or APPP) was combined with secondary prevention program (the program that prevents second pregnancies -- Adolescent Parenting Program or APP) under TPPI means that whatever affects one program affects the other.
(4) Unfortunately, if the TPPI program does not receive an additional $700,000 in new funding, existing programs -- secondary and primary programs -- will have to be cut.
(5) The $700,000 would be in addition to the $2.5 million that is routinely appropriated to the Social Services Block Grant (SSBG) from the TANF Block Grant. Of that $2.5 million -- $1.5 million goes to fund local pregnancy prevention/parenting programs and the remaining $1 million goes to local health departments for out-of-wedlock birth prevention. The Block Grant funding has not been revealed, but that funding will be extremely important!
· Ask legislators for $375,000 in recurring funds to support the "bottom line" of exiting school-based and school-linked centers. (Bills requesting this funding were introduced by Sen. Purcell - SB 1677 and Representatives Insko, Coleman, Clary and Howard - HB 2300) (1) There are 54 school-based/school-linked health centers and 28 receive state funds. Unfortunately, the state funds of $1.6 million have been stagnant and except for the $375,000 in non-recurring funds (one-time money) received in 2007, the centers have not received an increase in funding since 2001 - not even a cost of operations increase. However, the centers' caseload has been continuously growing. (2) The proposed Health & Human Services' money report contains $250,000 in non-recurring funds for start-up grants for new school-based/school-linked health centers. Such funding is to be commended; however, without adding to the overall/base funding source for existing school-based/school-linked health centers, the new centers, once on-line, will reduce the current funding to the existing centers. (3) Funding for successful existing centers could be cut in order to accommodate the new centers. (4) The proposed money report also contains $5 million in recurring state funds to "Aid to Community Health Centers" -- a competitive grant program for which the school-based/school-linked health centers could compete, but those funds cannot be used to uphold the centers' base budgets. Start contacting members of the Appropriations Subcommittee on Health and Human Services immediately, and continue your contacts throughout next week. Also contact the co-chairpersons of the overall House Appropriations Committee, but contact the subcommittee members first.
