Citizens of Greene County and this region are served by private and public health care providers that are recognized as at or above par with anywhere else in the nation. At the same time, we know certain disparities do exist. In 2009, the University of Missouri Extension began a project to help reduce health care disparities in Missouri's urban areas. Springfield's focus was on improving health care diversity among health care employees and making sure all health care providers understood and interacted effectively with patients of different cultures--what's called "culture competency." Why is culture competency important to patient care? Research shows it helps close the disparities gap. It provides a pathway for patients, doctors and other health care providers to come together and discuss health concerns without cultural differences hindering but rather enhancing the conversation. Positive outcomes are more likely achieved when there is mutual respect for the beliefs, practices, culture and linguistic needs of diverse patients.
How does this have meaning for Greene County? Although the raw numbers may be relatively small, the trend by percentage is significant. From 2000 to 2008, growth of Hispanics increased 61 percent, blacks 28 percent and Asians 30 percent. A growth trend of this nature gives good reason to address associated health care disparities now rather than later.
After several months of study, the Health Care Competency Steering Committee formed eight recommendations for a patient-centered care framework. Abbreviated, they are:
1. Determine from health care leaders their perception of the importance of cultural competency and diversity.
2. Develop a business case for allocating resources that promote diversity in the workplace, cultural competency and patient-centered care.
3. Determine current status of cultural competency education among health care organizations in Greene County.
4. Help determine minority and Caucasian consumer perceptions related to diversity and cultural competency involving health care services.
5. Help determine minority and Caucasian employee perceptions related to diversity and cultural competency in their work environment and community.
6. Develop an education, awareness and marketing campaign addressing diversity and cultural competency for providers, employees and the community.
7. Work with community leaders, organizations and the media to foster policies and programs that help health care organizations strengthen cultural competencies.
8. Enhance patient care and training that address core competency where needed.
This report recommends the establishment of an autonomous ad hoc Patient-Centered Care Task Force consisting of at least 12 persons to oversee the implementation of the recommendations.
