Who Can Come: Infantry, Artillery (light & heavy guns ) cavalry (mounted and dismounted) I will need min of two mounts for Tactical courier service .
Where: The Horning Seed Orchard/BLM 2700 S. Sheckly Rd., Colton, OR
Directions: From Estacada head south on OR 211 (Woodburn/Estacada Hwy)
After 8.1 miles take slight right onto Unger Rd for .09 of a mile. Take right onto Sheckly Rd for approx. .05 mile to the Horning Seed Ranch entry gate then call for me to open the inner gate for access to the site.

The definition of the word "tactical" is as follows;
Done or made for the purpose of trying to achieve an immediate or short-term goal; Military used to support limited military operations; showing skillful planning in order to accomplish something.
Well folks, that really sums it up and we are going to have a chance to go out and live like a Civil War soldier from 0800 Saturday until noon on Sunday. If you have only done reenactments with the NCWC then get ready for a totally different experience. This is where officers and NCO's are challenged to think on their own, challenge their units and be challenged by unexpected events. There will be referees with every unit involved and they will draw situational cards every ¼ hr.
You have no idea what they may be but neither did those men who faced the real challenge of battle every day. This will test you and your men and make you better at what you do later in reenactments.
NCWC Tactical /2012- Structure & Rules
- Two hidden objectives for each side to be in play at all times
- Predetermined "Come Alive" points at rear of operations for each side
- (5 min hold) to be monitored by a volunteer referee- wounded can remain with unit but out of action for 3 mins-referee will identify after enemy fire
- Hours of "military operations";
- Saturday / 0800-1800 Sunday / 0600 - 1400
- Each independent unit must have a referee at all times, except after 1800
- Situational cards to be drawn by unit C.O. at rate of 1 per 30 mins.
- I will need a min of 4- 6 referees to manage the Tactical & two mounted couriers (one per side assigned to sr. officer in charge) Referees must know NCWC safety rules/regs & enforce same
- Referees to settle any question of "wounded" vs "dead".
- Referees can remove anyone from the action and have them report to the EC for not following commands of unit CO or safety concerns
- Objectives may be captured only during hours of military operations.
- Objectives can only be taken if unguarded or attackers outnumber the defenders of the objective by 25% due to actual numbers and or wounded/dead due to situational card(s) drawn by defenders.
- Referees must have a time piece, keep track of all points earned by unit assigned, and record how points earned (capture, courier run, secured objective etc)
- Points may be earned by units for the following actions:
- Capture enemy objective - 100 pts / Referees keep track of unit points
- Hold objective for 2 hrs - 250 pts (must then retreat and leave objective to be relocated by respective force.)
- Holding off superior force for 15 mins - 75 pts
- Capture of enemy force -25 pts per capture then after 5 mins release to return to their lines unharmed with weapons inverted & covers removed. Never touch person or weapons of prisoner. Use proper procedures. (referees to monitor this, keep the clock and then release prisoner(s)
- Proper use of mounted couriers to secure addtl ammo/water/rations or to communicate with command without being captured - 50 pts per attempt
Situational Cards (All suits apply)
Ace - Heavy artillery barrage - loss of 10% combatants -min 2 for 5 mins
Deuce - Sleet storm caused weapons malfunction for ½ force - 3 mins
Three - Dysentery has struck unit - 20% out of action or min of 3 - 5 mins
Four - CO & Sr NCO are knocked out by artillery barrage - 5 mins
(this means no commands given & next in C of C takes command
Five - Advance unit 25 yds regardless of terrain, or enemy strength
Six thru 10 - Even number/lose use of one Officer or Sr NCO 3 mins
Odd number/Lose use of one Private for 2 mins
Any Face Card Drawn - Unit out of ammo /Cannot return fire for 3 mins

WILLAMETTE MISSION CAMPAIGN EVENT
This year marks the 22nd annual event at Willamette Mission State Park! The dates are June 30 - July 2nd and I hope that you are making plans to attend.
Set up day is Friday, June 29th with all camps in the same locations as last year. If you are not sure about where your unit camp will be please contact your commander.
We will again have parking assistance from the North Salem JROTC on Friday. PLEASE DO NOT BLOCK THE DRIVEWAYS. Vehicles that do so may be towed at owner's expense.
Our contract with the park allows us to have 75 people in modern camp. We will have a camp host who will make sure that people in this area are registered with the Parking Pass clearly displayed. The host will also check for membership cards. I WOULD LIKE ALL MODERN CAMPERS TO NOTIFY ME BY EMAIL (Yankeebugler@hotmail.com) OR PHONE (503-623-2102). Please indicate the type of vehicle or tent and the number of people in your group, so we know what to expect.
There will be selective pre-setup on Thursday (June 28th) by mounted cavalry units and sutlers who need additional time. You must clear this with me first using the contact information above. Sutlers will be allowed to bring vehicles back into the park between 6:30 - 7:00 pm to clear valuables from their tents... then return in the morning from 6:30 - 7:00 am to return the merchandise. NO VEHICLES IN THE PARK OR CAMPS FROM 7:00 AM SATURDAY (JUNE 30th) - 4:15 PM ON MONDAY (JULY 2nd). Handicap parking areas (especially in the circular drive) will be enforced.
HORSES WILL NOT BE ALLOWED IN THE REGISTRATION OR SUTLER AREAS, NEAR THE PERMANENT RESTROOMS OR IN THE CIVILIAN CAMPS.
MAKE SURE THAT YOU BRING YOUR MEMBERSHIP CARD AND PARKING PASS.
There will be a dance on Saturday night in sutler row and we welcome back Steven Holgate doing his "Town Hall with Lincoln" on Saturday afternoon in the shelter near civilian camp. The schedule is below and directions are available on the web site.

Camp Baker honors Joseph Pugh

71st PA. Co B (SVR) There was a headstone dedication ceremony this Saturday (June 2nd) for Joseph Pugh. This was held at the Almoran Hill Cemetery outside of Gaston at 11:00 am. Several members of Mr. Pugh's family were in attendance and they were very excited about our efforts on behalf of their ancestor. The ceremony went as follows: 1. Honor Guard Posting of Colors 2. Boy Scout Event Walk Through
For any members who might be interested in a walk over of the September 29th Boy Scout Oregon Trail Council event to be held on the Wildish property near Springfield. This will be a Living History event for the Scouts at their Jamboree. We will meet at the Wilsonville Denny's at 10:00 AM on Saturday, June 16th for those coming from that direction. From Main Street and the Bob Straub Parkway in Springfield, travel south on the Bob Straub Parkway for two miles until it intersects Jasper Road.
Turn right onto Jasper Road and go about 75 feet and immediately turn left and go through the yellow double swinging gates. Follow the signs to the site.

CHEHALIS - JULY 21 & 22
Let's support this Washington Event!
The NCWC Board unanimously approved putting the Washington Chehalis event on our schedule as a sanctioned event this year. Remember, attendance at this event is a 'freebie' in counting toward your unit averages at the end of the year!
If you have time and want to try out a new venue, this one is fairly close and an opportunity to see how they do things up North.
Reenactor-specific information is being compiled and will be made available as soon as possible. If there are specific questions, reenactor group-specific liaisons are generally as follows.

Welcome two new volunteers!
Sadly I accepted the resignation of Dan Gering for health reasons as our webmaster and newsletter editor. He did a great job and helped get information out quickly and efficiently. We thank Dan for his service to the NCWC and can still take shots at him on the battlefield as a Tiger! Give him a hug when you see him.
With that, Steve Robinson has stepped up to be our new webmaster and Kate Eakman has volunteered to be our newsletter editor! Both highly qualified and (oddly) willing! You will start seeing Steve's changes and improvements on the web site dang soon and Kate's efforts on behalf of the Club later this month!
If you know either of them, thank them profusely for us.

NEW RULES NOW POSTED ON THE WEB SITE!
The NCWC 4th INTERIM LAWS have been posted to our web site. This is a 'review' version but expected to be adopted at this month's Board meeting. Take time to read them, especially unit and battalion commanders! As elected leaders in the NCWC you are expected to know our rules and Code of Conduct and share that information as needed with your troops or civilian members.
This compilation of the NW Civil War Council's By-laws and Administrative Rules represents an incredible amount of work on the part of the Club's Rules Committee under the leadership of Donny Cameron, Chair. On the surface to any that have read and tried to understand our rules it may appear that we have simply made updates in response to the Board's decisions. In fact, this version represents the most aggressive research to find all the rules this Club has made, officially and sometimes loosely, over the past 15 or so years. Over the years our Board has 'recalled' a change we made in rules but couldn't find when or how that was done. Donny and his committee have either found Board minutes that supported changes or brought those suggested changes to the existing Board for review, ratification or disposal. It was a huge project. While we will continue to examine what we do and why we do it these rules and By-laws will certainly be changed again as time goes on. However, for the moment, this is the most current compilation of everyone's 'recollection' and decisions by our Board.
We owe a large debt of gratitude to Mr. Cameron and all the members of the Rules committee who were not only trying to come up with this complete updated version, they were also having to be responsive to the day-to-day operations of what has become a very large non-profit organization. We kept them all quite busy over the last few years and still they have provide a more accurate and accessible working document for our use.

FROM THE SIDELINES
When I was the Bugle Call editor a couple years back I tried to include a column called 'form the sidelines' each month. Here I am again filling in until our new editor comes on board later this month with some thoughts, from the sidelines but now as President of this great organization! We will probably top over 1,100 members this year, already had almost 800 by our first event in Lebanon! The Club is growing and there seems to be a new energy and excitement from the many meetings held by committees and your Board each month to the greetings and camaraderie in camps.
I started the year as your President with a statement titled "Living History". That's what we are attempting to do as a Club. My perception of living history isn't just from 9 to 6 when the public is in our camps and watching our presentations. It should be 24 hours a day starting with the first morning's reveille to after the troops march back to their respective camps after the last battle. Many of us not only want to offer snippets of 1863 to the public, we also want to live in that time period, at least for a few days at a time.
This year I want to encourage all of us to 'live history' at our reenactments. That means at 6 we don't change into modern clothes and order pizza delivery. We don't drag out the skateboards and cell phones that take away from the cool environment we attempted to create during the day. While we try to improve our persona or military skills, how about doing that all evening around the fire, at the dance, in the morning before drill or all the chores we face. Everyone I talk to in the camps really don't like it when others forget what we are reenacting for, and mess up the whole atmosphere for those around them. I want to encourage unit commanders and civilian leaders to gently ask everyone around to you stay in period dress and routine, even after the public leaves. Who knows, we might all end up, 'living history' and enjoying the hobby a bit more.
