LAST CHANCE BEFORE THE RAINS!

By D. E. Gering

The Rebel forces are on the run. Colonel Stanovich and his forces are driven off one battlefield after another, and finally after the Battle at the Coast near Ft. Stevens, and several smaller skirmishes, they have made for the mountian passes and the heavy woods of the Cascade range. If they are successful in shaking Col. Scott Eakman's forces, they may find some solice in their hidden winter camps in the East.

Deep in the Oregon forest it appears that the Rebels have set up camp and are preparing for battle in a meadow near the Clackamas River. Colonel Eakman's staff believe that they will be able to engage them one final time this fall before winter dampens the powder and the spirits of the fighting men. "This is a must. God willing we will take the field," said Major Baker. His men behind him cheered in hearing this. Don't let this last spark fool you. Those boys are beat tired and look to the rest once this battle is won. Saturday is most anticipated.

MILO MCIVER UPDATE

Once again the armies will gather for the last battles of our campaign season at Milo McIver State Park. Set up day is on Friday except for mounted cavalry & larger sutlers who may arrive no earlier than 10:00 AM on Thursday. You must present your NCWC or WCWA card at the gate or pay the $5.00 day use fee.

Parking: As usual, reenactor parking will be in Lot E with trailers, etc, near the boat ramp. RVs please park in Lot D. Modern tents go next to Lot D in the grassy area. Our handicapped members may park both cars and RVs in Lot B. Some may need to park in Lot A but only with the permission of the Event Coordinator. Do not park your cars in handicapped spaces for the public!

Traffic Pattern: During Set-Up (Friday) the flow is from Lot A toward Lot E. During Tear-Down, the flow reverses to move from Lot E to Lot A. For specific setup times you need to check with your company and/or battalion commander (or civilian advocate) to find out what time they will have your camp ready. If you absolutely need to set up on Thursday you need to check with the Event Coordinator. The traffic pattern will be strictly enforced. MAKE SURE YOU PUT YOUR PARKING PASS ON THE DASH BOARD/DRIVER SIDE AND THAT IT IS CLEARLY FILLED OUT WITH YOUR NAME AND UNIT NAME. UNMARKED REENACTOR VEHICLES WILL BE GIVEN A TICKET ($127.00) BY PARK STAFF. Check the site plan for lot designations.

All vehicles must be out of camp by 8:00 AM on Saturday, September 25th (unless otherwise ordered by your Battalion Commander) and may not enter the camps until 4:00 PM on Sunday, September 26th. If there are emergencies please speak to your Battalion Commander/Civilian Advocate.

All vehicles must be out of camp by 8 AM on Saturday and no vehicles may enter the camps until 4 PM Sunday.

Bring a shovel and water bucket for each fire plus a 2.5 lb extinguisher for each company.

To arrive at this location, take Exit 212 E or Hwy 224 E off I-205 toward Estacada/Mt. Hood. Proceed about 3 miles and turn right onto OR 212 or 224 (Clackamas Hwy) toward Carver. At Carver, cross the bridge over the Clackamas River and turn left onto South Springwater Road for 10 miles. Follow the signs to McIver Park.

MONEY - MONEY - MONEY $$

I suppose that we should start out with the "nuts & bolts" of information about money. Some folks do worry, from time
to time, that the NCWC is going broke. Our excellent Treasurer Jim Little assures me that this is NOT the case and our balance as of 9/13/2011 is $25,983.54. This does not count our Fort Stevens payment which will be discussed in another paragraph below.

A NEW CONFEDERATE UNIT

Sometimes you just have to do what you have to do. Captain Pete Vrooman of the 5th New York Infantry requested that the Board allow his unit to change its primary designation to the 1st Louisiana Battalion because he has been having great success recruiting new members into this Confederate unit. This is authorized in our Administrative Rules - VI - B - para. 10 & 11. You should have seen Pete at our State Fair event...he was doing a fantastic job.

EVENT PLANNING COMMITTEE

After Action Report (Fort Stevens) ... this was an excellent event from almost every angle thanks to our new Event Coordinator Jim Munson and a cooperative weather situation. We brought in enough public to earn a $500.00 bonus on
our stipend of $3500.00; we had zero fines for things like trash left behind, and we will have limited use of ground charges
in 2012. Special thanks to the Park Staff & Friends of Old Fort Stevens who also worked very hard to make this event a
success. We also deeply appreciate all the NCWC members who helped in so many ways such as parking supervision etc.
Great Job Everybody!!

Note* Please see information in this newsletter about the McIver event on September 24-25th from our Event Coordinator
Mike Tamerius and also news about the Albany Veteran's Day Parade on Friday, November 11th. This is still the largest such event west of the Mississippi River. Sergeant Major Bob Olin is coordinator for that event.

THE NEXT EVENT PLANNING COMMITTEE MEETING WILL BE HELD AT THE LANCASTER SIZZLER IN SALEM ON MONDAY, OCTOBER 10TH STARTING AT 6:30 PM.

REPORT OF THE SANCTION COMMITTEE

Some of you have been curious and concerned about the work of a special committee formed by the Board of Directors in August. This is an Ad Hoc Arbitration Committee. The reason this group was formed was because Captain John Leckie of the Rockbridge Artillery was expelled from the Artillery Battalion in July. Mr. Leckie then made use of his right of appeal and the Board of Directors voted in August to form this special committee composed of one member each of each battalion who were NOT Board members. Both sides presented their case in writing to the committee and it was determined that Mr. Leckie should be restored to the Artillery Battalion but restricted from being on staff for a period of one year starting on September 15th, 2011. This is a unique situation in our Rules because the decision of this committee is "binding" and cannot be subject to change or further appeal by the Board of Directors. I would like to thank all who worked on this special group. This was very difficult for everyone involved.

Respectfully Submitted
