Speak up

How to chime in on Downtown special events

Special events - parades, festivals, rallies and the like - can impact your neighborhood or business.  So it makes good sense for you to be able to voice your concerns or comments in advance of those events. A new ordinance, approved by City Council in November 2008, paves the way for increased public comment on special events planned throughout the city.

According to CSFD's Lt. Julie Stone, special event permits are issued upon committee recommendation. Represented on the committee are the CSPD, CDFD, Office of the Fire Marshall, Office of Emergency Management, Parks, Recreation & Cultural Services, and Traffic Engineering. As appropriate, other entities - such as the Health Department, Colorado Springs Utilities and others - are asked to provide information and perspective.

Once an application has been received, notice will be given for a public comment meeting to be held within approximately 60 days preceding the event date. Public hearings are generally scheduled for the second Tuesday of the month. Lt. Stone says that notice is provided directly to appropriate neighborhood, civic and other groups (such as Downtown Partnership) and via press releases to the media. Public Hearings are held at the Regional Building Department located at2880 International Circle.

"We want the community to participate, to know that there is an avenue for their thoughts," Stone said.

Some 2009 Downtown events being planned (dates tentative) include:

Tejon Bike Fest - June 28

Pikes Peak Rodeo Parade - July 7

Fan Fest - Pikes Peak Hill Climb Museum - July 18

Pride Fest - July 19

Veteran's Parade - November 7

Festival of Lights Parade - December 5

Downtown Partnership will make every effort to help publicize the public comment hearings for events in our area. According to Lt. Stone, a web page dedicated to special events process is "still under construction and is dependent on the [City] budget for

completion." Basic information can currently be found here.

For further information about special events, contact Sgt. Lonnie Spanswick, CSFD, at 444-7704.

Who makes it happen

BID crew keeps Downtown sparkling

The next time you see someone Downtown wearing charcoal work pants, a royal blue shirt or jacket, and a safety vest with a Downtown BID logo on the back, say hi - and then thank them. These are the folks who ensure that Downtown is clean, colorful BID Crewand inviting.

Headed by Business Improvement District Manager Beth Ortiz, the BID Crew includes Billy Gonzales, Cece West and Gary Moore. The four-person team is on the job 7 days a week, sometimes as early as 3 a.m. Occasionally people working on community service requirements are enlisted to help the crew. Ortiz's office is in the CSPD sub station in Acacia Park.

The BID Crew strives to keep Downtown litter-free, picking up trash along sidewalks and alleys; removing snow from sidewalks in winter, and power-washing them in summer; putting up and taking down street banners and seasonal decorations; removing or covering graffiti on buildings; pulling weeds in alleys and on sidewalks; and planting and maintaining the seasonal flower beds and hanging baskets. They're also goodwill ambassadors, answering pedestrian questions and providing directions.

Power-washing the sidewalks is one of the team's bigger challenges, Ortiz says. "We have to start early, usually no later than 4 a.m., to ensure we complete a block face before people begin arriving for work. Fortunately, we'll be using new equipment this year that reclaims the water used and makes the whole process much more efficient."

Winter offers its other challenges. While the crew has snowplows for removing big sections, a lot of the snow and ice removal must be done by hand to work in tight areas and ensure no property is damaged in the process.

Ortiz tries to keep open communications with businesses, particularly when there are recurring problems like graffiti. "I'll take photos to document and then once I've established permission, we will try to remove it. Sometimes, though, I'll have to call Code Enforcement to come sandblast if our solvents can't get the job done."

The BID team works primarily in the core district, from Boulder St. south to Colorado Ave., and Cascade Ave. east to Nevada. Some services are extended as far north as St. Vrain, south to Moreno, and east to Weber.

Ortiz has been on the job for nine years and enjoys it tremendously. "The best part is when people come up and say how clean Downtown looks. Talk about pride," she says.

Questions, concerns and ideas about BID maintenance can be directed to Ortiz at 499-7745.

Fabulous Philharmonic

Music for your heart - and wallet

Think you can't afford a night with the Colorado Springs Philharmonic?  Read on, and you'll quickly change your tune.

After announcing a spectacular musical line-up for the orchestra's 2009-2010 season following an early February concert, executive director Nathan Newbrough also announced unprecedented pricing options. "For as little as $24," Newbrough said, "you can attend the three-concert MX Logic Vanguard Performance Series."

That's a whopping $8 per concert!

Each Philharmonic season is anchored by a seven-concert "Masterworks" series, but there are numerous other concerts in the mix, including the popular Pops series.

The 2009-2010 season will pay homage to history while embracing new, experimental music. Said Music Director Lawrence Leighton Smith, "The Philharmonic and I are starting down a new and exciting path - a resurgence of the incredible artistry and drama of orchestra performance. In this season, you will hear some of the canon's most memorable works, masterpieces ripe for rediscovery and brilliant compositions never before heard in Colorado Springs. This is a season you won't forget!"

The season will kick off September 26 with a semi-staged performance of Puccini's "La Boheme" - a unique collaboration with Opera Theatre of the Rockies and the Colorado Springs Chorale. Other notable concerts next year include "The Three Phantoms" (as in Phantom of the Opera), a Charlie Chaplin "double feature," and the searing, Oscar-winning score for John Corigliano's "The Red Violin." Full details on the season and ticket information are available here.

New kid on the block

From Goodwill to Good Stuff

There's a new kid in town for Downtown shoppers and wannabe-vendors. The 18,000 square foot old Goodwill Building at the northwest corner of Colorado and Weber is now home to The Treasure Shoppe. Featuring more than 150 rental spaces for vendors, the indoor marketplace features antiques, arts, collectibles, photography, and more. Co-owner Jim Pryse says a full-service florist and a wedding planner are there now, too.

The Treasure Shoppe had a soft opening on February 1st, and

a grand opening is planned for March 1. Hours are Monday
through Saturday, 10 a.m. to 6p.m. and Sundays, 11 am to 5 pm

For more information, contact Uli Pryse at 465-1692.

Save someone's life

If you drink, leave the driving to Designated Drivers

You planned to stop for a quick one at your favorite Downtown watering hole - and then you found your friends, some good tunes, and the party went longer and bigger than you expected.  You know you shouldn't drive, but it's a hassle to have to come get your car in the morning...

Well, that excuse is no longer, thanks to Designated Drivers of Colorado Springs. This new business provides two drivers - one to get you and your car home and the other to pick up your temporary chauffeur once you've been delivered safely.  And the best news of all?  The service is FREE.

When you need a ride, call 650-3450.

Owner Nonie Rispin is hoping to offset the cost of services via advertising sponsorships at the group's web site: www.noduisprings.com.  She says, "The more sponsors we receive, the more teams we can employ."  For more information, give Rispin a call at that same number - 650-3450.
