The vacant commercial site at 63rd Street and El Cajon Blvd., known in the College Area as CentrePoint, sold in February 2012 after years of being on the market. The buyers are Carmel Partners, a premier national full-service real estate company. According to CoStarGroup.com, Carmel Partners, Inc. (taking title as CPIII CentrePoint LLC) purchased the 8.93-acre redevelopment site located at 6303-6363 El Cajon Blvd. for $14 million, or roughly $1.6 million per acre.
This property is fully entitled and approved for a mixed-use development consisting of 312 apartment units with 4,000 square feet of ground-floor commercial space. Designed by architect KTGY, this project will consist of 97 town-homes, 204 flats and 11 live/work lofts.

Traffic Signals on College Avenue

The College Area Community Council would like to extend their appreciation to City Councilmember Marti Emerald, El Cerrito Community Council; College Avenue Baptist Church; Jewish Family Service and Beth Jacob Congregation, the Crossroads Redevelopment PAC (for the funds they set aside for the signals), City staff and the contractor their help and community support in making this project successful. It took the group many years, but finally they succeed in a much needed community project to make the community safer by allowing pedestrians and vehicles to access College Avenue.
Both signals were made operational on August 16, 2012. The northbound flashing beacon has been removed; the southbound will be retained, but with the pedestrian sign replaced with a Traffic Signal Ahead sign.

San Diego's Pedestrian Master Plan at
September 12 CACC Meeting
The City of San Diego kicked off Phase 4 of the Pedestrian Master Plan in 2011. The College Area was selected by the City to be included in the Phase 4 planning efforts based on pedestrian activity and need for pedestrian improvements.
At this point in the Pedestrian Master Plan project, the City and consulting team (RBF) are working toward analyzing the existing conditions and developing a list of pedestrian needs for each community. In the month of September, the City and RBF will be making presentations to the seven communities included in Phase 4. During the September presentation, RBF will provide a detailed description of how the community can provide input to the team on the existing walking conditions in their neighborhood. Community input will be received through both an on-line survey and a self-guided walk audit, which can be submitted via email or standard USPS mail.
The goal of the Pedestrian Master Plan project is to develop specific pedestrian improvement projects for each of the seven communities included in the Phase 4 study.
Recommendations for each community will be presented in December 2012 at community-wide workshops. Details of the community workshops will be distributed to the community groups later this year. Changes Made to
Green Line Trolley Service
Effective September 2, the San Diego Trolleys Green Line now runs through Downtown San Diego past the Convention Center and Petco Park all the way to the 12th and Imperial Transit Center starting Sept. 2.With the Green Line extension, riders enjoy direct service from Santee, El Cajon, La Mesa, San Diego State University, and Mission Valley to Downtown San Diego without the need to transfer. Trips from SDSU to Petco Park/Gaslamp Quarter will be 12 minutes faster, with two transfers eliminated. The frequency of Green Line trolleys will be increased on Saturday mornings and on Sunday. El Cerrito Community Council's Annual Garage Sale Set for September 22
On Saturday, September 22, 2012, the El Cerrito Community Council will be holding its annual Community Garage Sale. Garage sale signs will be posted both sides of the Boulevard (north & south) and directional arrows on side streets. Participants will have a map of streets and items for sale at a particular address. El Cerrito is bound by College to the east; 54th/Collwood to the west; University to the south and Baja to the north. Approximately 40 to 45 homes participate from antiques to general household items. An ad will be place in the UT-San Diego on Friday/Saturday.

Public Participation Plan Update
SANDAG is seeking public input in order to update its Public Participation Plan (PPP). As part of the update, San Diego County residents are invited to take an online survey through Friday, September 28, 2012.
Survey results will help evaluate the effectiveness of the methods currently in place for communicating with the public, as well as measure how to best engage community members moving forward. Comments also can be sent via e-mail to Paula Zamudio at pza@sandag.org.
The PPP establishes a process for communicating with and obtaining input from the public concerning agency programs, projects, and program funding. The strategies and tactics outlined in the plan guide the agency's public outreach and involvement efforts for highway projects; transit fare changes and construction; smart growth, environmental, and planning efforts; growth forecasts; the Regional Transportation Plan; Regional Transportation Improvement Program; tribal consultation; and other initiatives. SDSU Good Neighbor Program Works to
Improve Student - Community Relations
The SDSU Associated Students established a Good Neighbor Program to increase awareness among SDSU students of the relationship between student behavior and the quality of life on campus and in the neighborhoods surrounding the campus. At the beginning of each school year, volunteer teams canvass the neighborhoods near the campus to educate residents about their responsibilities and potential consequences of various violations. Volunteers also follow-up with complaints about students residences called into their hotline. The program also conducts periodic community clean-up drives and is working on an educational video to inform students moving off-campus about issues such as trash, noise and other community disturbances. How to Submit a Traffic Engineering
Service Request
Residents can help improve driver and pedestrian safety in their neighborhood by submitting a Traffic Service Request by phone, e-mail, or online to suggest a street or intersection be evaluated for new traffic controls. This includes requesting a stop sign, traffic signal, street striping, or curb color painting, as well as to report a faded, missing, or incorrect traffic sign. The City's Transportation Engineering Division, which is responsible for transportation system forecasting and program management, maintaining the City's traffic signal systems, and providing traffic safety analysis, will respond to your traffic request.
