District 9 Candidates

Forum a Success!

District 9 Candidates Forum

Mateo Camarillo,  CACC President Doug Case & Marti Emerald

The San Diego City Council district boundaries were redrawn in accordance with the 2010 Census. As part of the transition to a strong mayor form of government, a ninth district was added.  The College Area, formerly in District 7, is now in District 9. The northern border of the new district is Interstate 8, and includes the following community planning areas: College Area, part of the Eastern Area (Rolando and El Cerrito), Keninsgton-Talmadge, City Heights, and part of Southeastern San Diego (including the communities of Mt. Hope, Mountain View and Southcrest).

There was a large group of residents present at the May 9 CACC, meeting to hear what the candidates had to say.  A sampling of some of the excellent questions addressed to the candidates were: "What are your three top priorities for District 9?" "What can be done to bring more diverse businesses to El Cajon Blvd and University Ave.?"  "How would you protect and preserve the character of our single family neighborhood?" "What should be done to fill the void left by redevelopment?" What are your thoughts on Code Enforcements list of non-enforced items and the Mayor's recent budget proposal to eliminate graffiti removal?"

On June 5, Marti Emerald won the election to represent the new district with 72% of the vote.

City of San Diego's

Brush Management Program

The San Diego Fire-Rescue Department recently provided some answers to questions that have arisen:

Who pays for the removal of the brush if the home owner is unable to do it themselves?

The property owner is ultimately financially responsible for brush removal. Unfortunately, if at the end of the inspection process the property owner can't afford to do the work, the Fire Department records a lien on the property. The property owner then has 10 days to fully comply. At the end of the 10 days if the property is not in full compliance the fire department uses a city hired private contractor and will have the property abated. The recorded lien is then triggered to a full "tax assessment lien" on the property.

There are teams of crews that are being privately contracted to go throughout the city and remove brush behind people's homes.

Neither the city nor fire department is allowed to recommend any contractors.

Are the home owners being billed for this service even if it is on city property?

Work on city open space lands is being funded by a grant. Homeowners are not billed for brush clearing on city property adjacent to their home.

Are yards/canyons going to be inspected annually or only when a complaint is filed?

There are 19 inspection areas within the city and more than 45,000 homes that will need to be inspected and there are only six Code Compliance Officers to conduct theses inspections.  While the goal is to inspect each of the 45,000 plus homes on a bi-annual basis, because of staffing levels it looks like every four years.
