Community Planning Board Elections
To Be Held March 14
The College Area Community Planning Board (CACPB) will be conducting its annual elections at the March 14 meeting, at 7:00 p.m. at the College Rolando Library, 6600 Montezuma Road. Community residents who are registered to vote with the CACPB are encouraged to arrive at 6:30 p.m. to expedite distribution of ballots.
Anyone who signed up as a member of the College Area Community Council (CACC) since 2008 and any other community members who completed a CACPB registration form by February 15, 2012 are eligible to vote. Each registered member of the household is entitled to one. ballot. Please bring a driver's license or California identification card, and proof of residency if the address on the ID is not in the College Area.
The CACPB is the City-recognized community planning group for the College Area. Board members also serve concurrently on the College Area Community Council, and meetings of the CACC and CACPB are held jointly.
There are six three-year seats and one vacant two-year seat that will be filled by election on March 14. To be eligible to run, an individual must be a community resident, property owner or business owner within the College Area and must have attended a minimum of two CACPB meetings between February 2011 and February 2012.
Three people have filed to run for the three-year seats:
Martin Montesano (incumbent) is a non-resident property owner of the Zeta Beta Tau Fraternity chapter house on Aztec Walk and has been a member of the CACC for 18 years. He serves on the Community Outreach Committee and served as a CACC representative to the College Area Redevelopment Project Area Committee.
Maurize Rios is a resident property owner who has lived on Dayton Street for 10 years. He has been an active volunteer in the El Cerrito Community Council.
R.D. Williams (incumbent) is a resident property owner who has lived on Hewlett Drive for 13 years. He currently serves as the CACC Treasurer and Chair of the Finance and Audit Committee.
Additional nominations may be made from the floor at the time of the election, provided they meet the eligibility criteria listed above. Any vacancies that remain after the election will be filled by appointment at the April 11 or subsequent CACPB meetings. Candidates to fill vacancies must have attended at least one CACPB meeting prior to the meeting at which they are appointed.
Elections of officers for the 2012-13 term will be held at the April 11 meeting.

Congresswoman Susan Davis
to Speak at March 14 Meeting
U.S. Representative Susan Davis, who has represented California's 53rd District since 2001 will be giving a Congressional update at the March 14 CACC meeting. Davis serves on the House Armed Services Committee, where she is the ranking member of the Subcommittee on Military Personnel. She also sits on the Education and Workforce Committee. Her signature issues include defense, education, health care, veterans' affairs and election reform.
Prior to serving in Congress, Susan served six years in the California Assembly and nine years on the San Diego Unified School District Board of Education. She is a resident of Kensington.

Language Academy Joint Use Field Dedicated

A ribbon-cutting ceremony was held on February 21 to celebrate the completion of the $1.3 million joint-use multipurpose turf field at the Language Academy off Montezuma Road. Students marched around the perimeter of the 1.4-acre field in an Olympic-style opening ceremony, with each class representing nations from the Americas, Europe and the Caribbean where English, French or Spanish is predominantly spoken. The Language Academy is a K-8 school with 944 students that specializes in French and Spanish language immersion programs.
During the school year, the field will open to the community 30 minutes after the final bell on weekdays, as well as all day on weekends and holidays. The school district will soon begin construction on a landscaped parking lot.
An effort to bring the field to the school seemed to have neared its conclusion in 2008, when former Councilman Jim Madaffer presented the school with an oversized $1 million check, representing federal funding that had been allocated to the project after seven years of attempts to raise money for it. That, on top of $200,000 from developer impact fees and $50,000 raised from school-sponsored fundraisers, appeared to have sealed the deal.
However, the City considered abandoning the project last year before several students went to City Hall and pleaded for it to City Council members in English, French and Spanish. In response, the Council unanimously voted to support Councilmember Emerald's request to retain the project.
"It's just wonderful," Emerald said. "It did take a lot of years. It's too bad it takes so long to get it done, especially in communities like this where there's such a serious shortage of parks."
