CACC's January 11 Meeting Discussed Recent Changes in How the Police Respond to Party Disturbance Calls


Lt. Ken Stewart introduced himself at the January 11 CACC meeting and explained that Capt. Mills had been unable to attend the meeting because of the Mayor's State of the City address which all police captains were required to attend. Lt. Stewart reported that the "C" Squad had 4 officers almost exclusively dedicated to the College Area, usually with 2 officers per car.  Their hours of operation are Wednesday - Saturday, 5 pm - 3 am. They usually ride in tandem with the SDSU Police, with the two cars traveling together.  He was pleased to announce that the Eastern Division is adding more officers. 

He then introduced Community Relations Officer Ed Zwibel of the Eastern Division, who spoke at length about the party enforcement policy of the Eastern Division, which differs somewhat from the practices of the Mid-City Division. He reported that response time to calls in the College Area had improved by 39% overall (52% in College Area East, 22% in College Area West.) in the first four months since the switch of the College Area to the Eastern Division.  He noted that although Mid-City Division had issued a much higher number of Administrative Citations, about half of them were dismissed due to inadequate documentation. Eastern is taking time to build a case before issuing an Administrative Citation, and therefore has issued fewer (18 in four months), but none of them had been appealed or dismissed. He spoke at length about the various other tools available to the officers, including First Response warnings, and CAPPs (9 houses in four months). A lively discussion ensued as to whether this more cautious approach was adequate to control the problem.  The consensus was to wait and see.

Update on Traffic Lights at
College Avenue/Arosa & 60th Streets   

 The following information was received January 27 from the office of City Councilmember Marti Emerald:

"Thank you for all your patience on this, and particularly for working with Councilmember Emerald to stress to the Mayor's office & the Engineering Department the need to move this project forward expeditiously. Our office is regularly communicating with Engineering to stay apprised of each step, as this is a top priority of the community and the Councilmember.

Our office has received an update from Engineering & Capital Projects; according to Engineering staff the status as of today is as follows:

 

The awarding document has received the comptroller's certificate which will allow a limited Notice to Proceed (contractor can then order materials, establish staging areas, get subcontractors, field check the sites, and other such non-construction activity) to be issued by the GRC administrating staff.  The document is now at Equal Opportunity Contracting.. From there it goes to Purchasing & Contracting Department and the City Attorney's office for them to jointly award the contract which will then allow Field Division to issue a Notice to Proceed and start construction.

 

We should receive the limited NTP in a week or two so we can meet with the contractor and they can pursue preliminary activities short of actual construction.  Then the actual NTP and start of construction should occur in a month or two.  The construction would be completed three months after that.

SDSU Wants to Hear from You: Seeking Focus Group Participants

 

San Diego State University is conducting focus groups this spring with citizens from the campus community and would like to hear from you! The subject of the focus groups will be on the topic of mobile applications on smartphones and their uses in daily life for news and entertainment. You must own a mobile device (smartphone is required) in order to participate. The focus groups will last two hours.  A $20 gift card will be provided to participants at the end of the focus group session. Parking will be provided as well. Dali Lama

His Holiness the XIV Dalai Lama to Visit SDSU April 19

Since 1959, His Holiness has received over 84 awards, honorary doctorates, prizes, etc., in recognition of his message of peace, non-violence, inter-religious understanding, universal responsibility and compassion. His Holiness has also authored more than 72 books.

 

His Holiness the XIV Dala Lama's visit to San Diego provides an exciting, unique opportunity to hear the teachings of a man who understands the importance of a world full of compassion without any borders.

 

The three host universities welcome His Holiness to San Diego and invite you to be a part of this historical occasion.

Nominees Sought for College Area Community Planning Board

 

Six seats on the College Area Community Planning Board (CACPB) are up for election at the March14 meeting. Those elected serve concurrently as Executive Board members of the College Area Community Council (CACC).

 

Any registered community member who has attended a minimum of two joint CACPB/CACC meetings between February 2011 and February 2012 is eligible to run. All CACC members and anyone who completes a CACC Membership/CACPB Registration Form by February 15, 2012 is considered a registered community member and eligible to vote at the March 14 election.

 

Board members are required to attend monthly joint meetings of the CACPB/CACC held on the second Wednesday between 7:00 p.m. and 9:00 p.m. at the College-Rolando Library. Additionally each board member is expected to serve on at least one committee. Most committees meet monthly, although some committees meet quarterly or as needed. There are a total of 20 board members, 18 elected (with staggered 3-year terms), one appointed by San Diego State University and one appointed by SDSU Associated Students.

 

If you are interested, please complete the enclosed nomination form and return it by February 15 so you can be included on the ballot. Nominations will also be accepted from the floor on the night of the elections, provided the nominee meets the eligibility criteria.
