San Diego Police Department Realigns Service Areas; 

College Area Beats Will Move from Mid-City to Eastern Division

 

The San Diego Police Department recently announced a major realignment of its geographical divisions. Effective September 17, the College Area police beats (814 - College West and 815 - College East) will become part of the Eastern Division instead of the Mid-City Division. The realignment was the result of an eight month internal process, and was based on reviewing services calls to various areas. The last realignment occurred in 1990, when the Mid-City Division was created. Prior to 1990, the College Area was included in the Eastern Division. The Eastern Division headquarters is located on Aero Drive in Kearney Mesa.

 

North Park was assigned to Mid-City because it fits better geographically and faces similar types of criminal activities. Because North Park is hard to reach by freeways, there is often a delayed response by Western Division units. Adding North Park to Mid-City necessitated reassigning the College Area beats to Eastern and the Oak Park and Ridgeview/Webster beats to Southern.

 

Currently, officers from the College Area beats are often pulled away to assist with the most active areas in Mid-City, such as City Heights.  This will not occur with the realignment since Eastern has fewer urgent calls than Mid-City.

 

In order to keep the all of El Cajon Boulevard from North Park to La Mesa in the same division, the businesses along the north side of El Cajon Boulevard to their borders with the adjacent residential areas will remain in Mid-City. (See map.If a call near a division border is received, the closest unit will be dispatched, with back-up from a unit in the service area (if different).

 

In order to ensure that the Eastern Division has adequate resources to take on the College Area, four new officers have been assigned to the division. Currently, Eastern has only one Community Relations Officer (CRO) compared to three in Mid-City, but with the addition of the College Area, Eastern Division Captain Sarah Creighton plans to establish a second CRO position.

 

Captain Creighton has committed to maintaining the College Car and is working with SDSU officials to secure their support. She also indicated that they will continue utilizing Administrative Citations ($1000 fine per tenant) for residences that cause loud disturbances.  Mid-City is training Eastern personnel on these programs to assure a smooth transition.

 

The realignment will split El Cerrito into two divisions (north of El Cajon Blvd. in Eastern and south in Mid-City). Assistant Police Chief Boyd Long will be meeting with the El Cerrito Community Council to discuss their concerns regarding this.

 

The CACC has appreciated the close working relationship we have enjoyed with the Mid-City Division, especially Captain Lawrence
McKinney and his predecessor Captain Guy Swanger, Lieutenant Chuck Kaye, former CRO's Jenny Hall and Dean Thomas and others. We look forward to developing similar strong relationships with Eastern Division.

Water Restrictions Relaxed

The City Council approved an end to the City's mandatory water restrictions, citing the state's full reservoirs and healthy snowpack levels. Residents are still prohibited from overwatering their lawns or watering during the middle of the day, but will no longer face fines for watering more than 3 days a week. Together we have reduced our water usage more than 14% since the city imposed mandatory restrictions in June 2009. The amount of water saved during this year alone would be enough to fill Lake Murray 5 times. Water continues to be one of our most important natural resource with or without restrictions in place. We all must continue to be water wise!

 

Community Cleanup/Recycling Event

A free event, courtesy of the City's Environmental Services Department, is being held on Saturday, June 11 at Qualcomm Stadium from 8:00 a.m.-1:00 p.m. for city of San Diego residents only (proof of residency required). Items accepted include: appliances, metals, junk furniture, mattresses and electronics. Hazardous waste, tires or construction and demolition debris will not be accepted.

 

Status of Traffic Signals on College Avenue at Adams Avenue and at Arosa Street

The City Traffic and Engineering Division is
finalizing the plans and specifications and
completing the plan check for the College Avenue traffic signals. They have decided to submit this project to the City's new General Requirements Contract ("GRC") program, which bypasses the time consuming advertise bid and award process (i.e., 4 to 8 months). They expect to have the
contract documents completed and ready to award the project in late June. Construction should begin in October, and the Project should be completed by the end of November.

 

Top 10 tips for avoiding

garage-related break-ins

  1. Don't leave your garage door open. 
  2. Don't leave the garage door remote in your vehicle - If a thief breaks in to your car and steals the remote he has a way into your home.    
  3.  Invest in a keychain remote opener.     
  4. Secure your garage door emergency release.    
  5. Put a deadbolt on the door between the outside of your house leading to your garage and keep it locked.      
  6. Make sure the door from your garage into your house is as secure as your front door - Ensure you have a strong, sturdy door made out of solid-core wood or reinforced steel and install an "anti-kick" device.     
  7. Install a wide-angle peephole in the door between your house and your garage - You'll at least be able to see what's going on if you hear a strange noise; rather than  opening the door to find out.      
  8. Frost or cover your garage windows - Don't let criminals see when your vehicle is gone.     
  9. Padlock the throw latch on your garage door when you're out of town - If you don't have a manual lock on your garage door, you can use a C-clamp tightened down on each  side of the door track to effectively "lock" down the door.      
  10. Don't neglect maintenance on your garage door, the door from outside to your garage, and the door from your garage to the inside of your house; check the frame, locks, hinges and any replaceable items.

Planning Commission Votes to Deny the

 El Cerrito Enclave Project

 

On June 2, the San Diego Planning Commission voted 5-0 to deny approval of the El Cerrito Enclave. The proposed project would demolish the existing residence on a 0.62 acre site at 5402 Gilbert Drive and subdivide the lot into four parcels for construction of four single family residences. The College Area Community Planning Board voted in October to recommend denial of the project. Community objections and concerns included the size and height of the buildings, that it is not in character with the surrounding community, the adequacy of the drainage pump and retaining wall, parking and access.
