GCSP Security Policy Conference: On the Cutting Edge of International Security, 11-12 October 2012 

 

The GCSP is very pleased to be hosting a conference for its alumni and governing board members in October. The conference will provide a compact and authoritative update on current developments and future trends in international security, including on the challenges these trends pose to states' security policies. In particular, trans-nationalism and the growing complexity of the international environment will be addressed. The Opening Keynote speech will be delivered by the Minister of Defence of Latvia, Dr Artis Pabriks, on "International Security in the 21st Century: Challenges and Opportunities Posed by Non-state Actors".

 

The conference programme will include high-level presentations, expert panel discussions as well as interactive workshops which aim to make use of the participants' own rich professional experience. An important part of the meeting will also be the opportunity for alumni and others to come together and establish or further valuable contacts with other international security professionals. On the occasion of the conference, the International Geneva community is invited to a Public Discussion on "Financial Crises and Global Security" that will be held from 12:45 to 14:15 on Friday 12 October at the GCSP. Registration for this event will be available via the GCSP website closer to the date.


News

Opening of the 27th International Training Course in Security Policy

The 27th ITC will open on 9 October 2012 at the GCSP. The course will offer the 31 participants coming from 24 countries a broad overview of international security issues, with a special focus on the contemporary regional and global security environment. The ITC will welcome for the first time participants from the Democratic People's Republic of Korea, Oman, and South Sudan. Each year a study trip is taken to Brussels, together with the participants of the European Training Course in Security Policy (ETC). This Academic Year the ITC will also travel to Paris, to take part in a major exercise at the Ecole de Guerre. The ITC is directed by Dr Pal Dunay and co-directed by Dr Graeme Herd.

In addition to the ITC, many of the participants opt to take the Master of Advanced Studies in International and European Security (MAS). The MAS is run in conjunction with the University of Geneva.

The 5th recipient of the GCSP's ITC/MAS European Scholarship for Central Asia will also be welcomed in October. The 9-month scholarship to participate in the ITC and MAS in Geneva is awarded to a recent graduate of the OSCE Academy in Bishkek. In 2012-13, the awardee is Ms Malika Tukmadiyeva from Kazakhstan.

The ITC will be opened by Professor François Heisbourg (Chairman of the GCSP Foundation Council), together with Ambassador Fred Tanner (GCSP Director) and Dr Khalid Koser (GCSP Deputy Director).


5th ASOS: a platform of exchange for senior military leaders

Group photo From 10 to 12 September, the GCSP hosted the 5th Annual Senior Officers Seminar (ASOS) for Flag Officers from NATO, PfP, Mediterranean Dialogue and Istanbul Cooperation Initiative Countries, as well as for South Asian, East Asian, and African countries. The seminar offers a unique professional development and networking opportunity for Flag Officers and high level experts to engage with experts and practitioners of the highest quality and to discuss the current developments and challenges of today and future inter-agency and multilateral operations. The seminar welcomed 35 participants from 24 countries.

In the context of this seminar the GCSP was honoured to welcome Ambassador Dirk Brengelmann, Assistant Secretary General Political Affairs & Security Policy Division, NATO HQ; H. E. Ms Mariangela Zappia, Ambassador and Head of the European Union delegation to the UN in Geneva, who delivered the opening keynote speech; and Major General Aldo Schellenberg, Chief of the Armed Forces Staff, Swiss Armed Forces.

Lieutenant General Arne Dalhaug, Commandant of the NATO Defense College, Rome (pictured on the left with Ambassador Fred Tanner), who was also present for the 5th ASOS, visited the GCSP to meet with Ambassador Tanner, Director of the GCSP, for a bilateral meeting to discuss potential areas of future collaboration.



International Luxembourg Forum: top experts on non-proliferation meet at the GCSP


From 11 to 12 September, the GCSP hosted a meeting of the International Luxembourg Forum on Preventing Nuclear Catastrophe. The Luxembourg Forum is an institution that unites leading, world-renowned experts on non-proliferation of nuclear arms, materials and means of delivery. The Forum holds several high-level events annually in different countries gathering world leading experts devoted to the most burning international security issues and problems of nuclear non-proliferation. The meeting at GCSP was initiated by Dr Alexei Arbatov (Institute for World Economy and International Relations and the Carnegie Moscow Center), a GCSP Advisory Board member. Participation included Dr Viatcheslav Kantor (President, International Luxembourg Forum), Ambassador Hans Blix (former Director General of the International Atomic Energy Agency), Mr Mark Fitzpatrick (IISS, London), and Professor Catherine Kelleher (University of Maryland).

Upcoming Training Courses 

 

24-27 September: GCSP Summer Workshop 2012: "The European Union and Crisis Management Operations: Towards More Strategic Thinking". The workshop is targeted to PhD candidates and post-doctoral fellows working on EU security policy, with a focus on inter-institutional cooperation and exit strategies in the broad field of crisis management. The workshop aims to provide a platform for scholarly exchange - giving participants an opportunity to showcase their research and receive feedback on findings and research methodologies. 

 

24-28 September: Core training workshop on Evaluating Conflict, Security and Development. Organised in partnership with GICHD, DCAF/ISSAT, SAS, and IPDET, this training workshop introduces practitioners and policy-markers to project design, monitoring and evaluation in the fields of security and peacebuilding.


9 October 2012 - 13 June 2013: 27th International Training Course in Security Policy (ITC). See News section above.  

 

22-26 October: 14th Annual Course on New Security Issues. Primarily conceived for participants from the Middle East and specialists on Middle Eastern issues. The course fosters a better understanding of the changing context of international security and the new challenges it poses for states - presented through topical issues relevant to the Middle East.

 

24-26 October: The Air and Missile Warfare Programme of Legal Education (AMPLE) Course. The GCSP, with the support of the Swiss Government, is holding the Air and Missile Warfare Programme of Legal Education (AMPLE) Course. This course provides expert instruction on all the legal aspects of the conduct of Air and Missile Warfare. The course will be conducted in English at the GCSP and will be in offered free of tuition charges, with the support of the Swiss Government.   

 

  

Ongoing Training Courses   

 

16 July - 16 September: The Nuclear Non-Proliferation Treaty (NPT) and Disarmament Online Course. The eight-week course is designed to familiarise participants with the provisions, history and complexities of the NPT and its relationship to disarmament in particular. Each week of the course is structured around one of the major themes of the NPT, and provides a detailed analysis of the corresponding Treaty provisions.

Group photo 26 August - 7 September: 13th Swiss Peacebuilding Training Course (Stans). The GCSP conducted a two-week training course on peacebuilding on behalf of the Swiss Federal Department of Foreign Affairs (FDFA) for members of the Swiss Expert Pool for Civilian Peacebuilding (SEP) and selected international participants. This course was run in partnership with swisspeace, the Swiss Peace Foundation, and SWISSINT, the Swiss Armed Forces International Command. The Swiss Peacebuilding Training Course provided interactive training including theoretical and practical aspects of peacebuilding to 25 participants from 12 different countries. Half of the participants were Swiss nationals working for the Swiss Expert Pool for Civilian Peacebuilding and posted in various countries, and the other participants came from Algeria, Lebanon, Zambia, Malawi, Myanmar, Canada, the Netherlands, Denmark, France, Romania, and Colombia.

  

21-23 August: 8th Annual Professional Training Course on "Responding to Non-traditional Security Threats and their Impact on Democracy-Building and Peace" (New York). The GCSP-UNDPA joint programme is intended for senior UNDPA officials and aims at enhancing understanding of the pre-eminent non-traditional security threats, and developing capacity critically to analyse and effectively to respond to new threats and challenges, concentrating on UNDPA's core mandate of preventing and mediating conflict, and building peace. For the eighth time the course took place in New York, and gathered 33 participants.

21 September: GPP Seminar: "Placing inclusiveness at the heart of peacebuilding? Limits and opportunities". The meeting will focus on the existing practical knowledge about how to achieve higher levels of inclusiveness in peacebuilding processes for a sustainable peace. Ongoing Events

13-15 September: 5th GCSP-OSCE Academy-NUPI-NESA-GCMC Seminar "Central Asia 2012" (Bishkek). The seminar follows the Chatham House rule and the summary of the discussion will be published as a GCSP Geneva Paper. It is being attended by a number of leading experts and governmental officials, as well as the diplomatic and development community in Bishkek. This year the seminar is devoted to the situation in Afghanistan, military cooperation, security service reform, the security strategies of regional players, and the non-traditional threat of organized crime and money laundering.

 

Past Events

 

13 September: Public Discussion: "Is Trouble Back in the Great Lakes?". More than ten years after the Arusha and Pretoria peace agreements, trouble might be back in the Great Lakes. With guest speaker, Mr Thierry Vircoulon, Central Africa Project Director, International Crisis Group.

28-30 August: GCSP-CIISS Security Policy Seminar. To strengthen the GCSP's partnership with the China Institute for International Strategic Studies (CIISS), a delegation led by Professor François Heisbourg, Chairman of the GCSP Foundation Council, travelled to Beijing. The seminar was held on matters related to Asian security and other topics of interest to both institutions.

  

9-12 July: 4th Senior Officers' Security and Law Conference. The conference serves as an exclusive annual forum for the discussion of legal issues arising from contemporary security operations. This year, it brought together 36 participants from 20 countries.

Ambassador Hannu Himanen, Ambassador of Finland to the Russian Federation since May 2012 and former Permanent Representative of Finland to the UN and other international organisations and to the WTO in Geneva, including membership of the GCSP Foundation Council.

"I found the GCSP to be one of the key non-UN organisations in Geneva organising professional training courses and research. The Centre is also an important forum for discussion and reflection on topical issues, bringing together practitioners and scholars. GCSP's role in Track II diplomacy is not always visible, but its work makes an important contribution to processes in Geneva and beyond. For Finland, GCSP has become an important partner in the work for a more secure and just international society.

I participated in many interesting public and more restricted high-level discussions on a number of themes and topics at the Centre. The Finnish Mission supported GCSP in various ways, including seconding expert staff and providing funding for training activities.
