Disarmament at the GCSP          

 

WMD Disarmament activities at the GCSP are receiving greater attention to provide more impetus to this endeavour and to better serve the Geneva-based disarmament community. To achieve this objective, training, research (including publications), and a forum for free and frank dialogue on some of the most contentious disarmament issues are being provided.

 

As part of the GCSP's strategy to strengthen disarmament discourse in International Geneva, the GCSP will run the third two-month longNuclear Non-Proliferation Treaty (NPT) and Disarmament Online Course and is also offering for the first time a week long Training Course on Disarmament designed for diplomats and experts in Geneva. This in-house Training Course was inaugurated by Mr Kassym-Jomart Tokayev, Director-General of the UNOG, and concluded by Mr Jarmo Sareva, Deputy Secretary-General of the Conference on Disarmament and Director, Office for Disarmament Affairs, Geneva Branch, speaking on behalf of Ms Angela Kane, High Representative for Disarmament Affairs, Office for Disarmament Affairs, United Nations, New York. The course welcomed many participants from Permanent Missions in Geneva and directly from capitals, including 21 participants from 19 countries.

 

In addition, the GCSP offers a disarmament module in all of the Centre's principal courses in order to provide consistent and high-quality training to professionals.

 

The Centre is also conducting a number of research activities including a project to monitor the implementation of the Action Plan drawn up by the 2010 NPT Review Conference and a project on "Security in a World Without Nuclear Weapons".  

 

From 11 to 12 September, the GCSP will host the meeting of the International Luxembourg Forum. The Luxembourg Forum is an institution that unites leading, world-renowned experts on non-proliferation of nuclear arms, materials and means of delivery. The Forum holds several high-level events annually in different countries gathering world leading experts devoted to the most burning international security issues and problems of nuclear non-proliferation.

 

Finally, the GCSP holds regular policy discussions on disarmament issues for the Geneva-based disarmament community as well as discrete, off-the-record, high-level dialogues on different disarmament issues, including missiles, nuclear, chemical and biological weapons, and the Middle East weapons of mass destruction free zone.


News

2011-12 Academic Year draws to a close

The GCSP concluded last week a successful academic year with the graduation ceremony of the 13th New Issues in Security Course (NISC) on 4 July. The NISC included unprecedented participation from both North and South Korea in the same class. In all GCSP principal training courses the trend of global participation continued this year with the GCSP welcoming this year for the first time participants from Argentina, Oman, the Seychelles and Turkmenistan. The 26th International Training Course in Security Policy (ITC) concluded on 13 June with 30 participants from 26 countries graduating. 20 candidates from the ITC also graduated from the Master of Advanced Studies in International and European Security (MAS) and received a diploma from the European Institute of the University of Geneva.

Training activities continue over the summer period at the GCSP with, for example, (1) an online course on the NPT and Disarmament (mentioned above), (2) a course on non-traditional security threats for the UN Department of Political Affairs in New York and (3) the 13th Swiss Peacebuilding Training Course (with the FDFA, swisspeace and SWISSINT). Strengthening our cooperation with the OSCE 

 

In view of the Swiss Chairmanship of the Organization for Security and Co-operation in Europe (OSCE) in 2014, and in the context of strengthening the Centre's cooperation with the OSCE, the GCSP has undertaken a number of activities. In May, Ambassador Fred Tanner, Director of the GCSP, addressed the OSCE Forum for Security Cooperation in Vienna. The objective of his presentation was to provide representatives with an outside view of how the security environment has changed over the last decade, which was profoundly marked by the process of globalization. His speech focused on the strategic challenges for the European continent, and for the OSCE more specifically.

 

In addition, Dr Mohammad-Mahmoud Ould Mohamedou, Head of the Middle East and North Africa Programme, was invited to address the OSCE Annual Security Review Conference 2012 that was held in Vienna from 26 to 28 June. This event brought together high-level participants from 56 OSCE participating States and international/regional organizations who discussed security matters of shared concern, related to transnational threats and challenges, arms control and confidence-and security-building measures, engagement with OSCE partners for Cooperation in the Mediterranean and Asian Regions, as well as conflict prevention and resolution. 

 

Finally, on 25 May, Ambassador Heidi Grau, Head of the Taskforce of the Swiss Chairmanship of the OSCE, visited the Centre and met with a panel of GCSP experts, including Ambassador Fred Tanner, to discuss the forthcoming Swiss Chairmanship and how the GCSP could actively contribute to it.

 

 

The Philippines joins the GCSP Foundation Council

 

Philippines The GCSP is very pleased to announce the membership of the Philippines in the GCSP Foundation Council. The Philippines joins 43 other member states, plus the Canton of Geneva, on the Council to bring membership to 45. In recent years membership in the Council has grown to include the North Africa (Morocco and Egypt) and Asia (China and India). We are very pleased that the Philippines has taken this step and we look forward to intensifying our cooperation. The representative on the Council will be the Director of the Foreign Service Institute, Department of Foreign Affairs, Manila.

Upcoming Training Courses

16 July - 16 September: The Nuclear Non-Proliferation Treaty (NPT) and Disarmament Online Course. The eight-week course is designed to familiarise participants with the provisions, history and complexities of the NPT and its relationship to disarmament in particular. Each week of the course is structured around one of the major themes of the NPT, and provides a detailed analysis of the corresponding Treaty provisions.

 

21-23 August: 8th Annual Professional Training Course on "Responding to Non-traditional Security Threats and their Impact on Democracy-Building and Peace", New York. The GCSP-UNDPA joint programme is intended for senior UNDPA officials and aims at enhancing understanding of the pre-eminent non-traditional security threats, and developing capacity critically to analyse and effectively to respond to new threats and challenges, concentrating on UNDPA's core mandate of preventing and mediating conflict, and building peace.

 

26 August - 7 September: 13th Swiss Peacebuilding Training Course. The GCSP offers a two-week training course on peacebuilding on behalf of the Swiss Federal Department of Foreign Affairs (FDFA) for members of the Swiss Expert Pool for Civilian Peacebuilding (SEP) and selected international participants. This course will be run in partnership with Swisspeace, the Swiss Peace Foundation, and SWISSINT, the Swiss Armed Forces International Command. The Swiss Peacebuilding Training Course provides interactive training including theoretical and practical aspects of peacebuilding.

 

10-12 September: 5th Annual Senior Officers Seminar (ASOS). The GCSP will host the 5th Annual Senior Officers Seminar for Flag Officers from NATO, PfP, Mediterranean Dialogue and Istanbul Cooperation Initiative Countries, as well as for South Asian, East Asian, and African countries.The seminar offers a unique professional development and networking opportunity for Flag Officers and high level experts to engage with experts and practitioners of the highest quality and to discuss the current developments and challenges of today and future inter-agency and multilateral operations. The seminar will also be addressed by Lieutenant General Arne Bård Dalhaug, Commandant, NATO Defense College (NDC), Rome, who will be at the GCSP on a working visit.  

 

24-27 September: GCSP Summer Workshop 2012: "The European Union and Crisis Management Operations: Towards More Strategic Thinking". The workshop is targeted to PhD candidates and post-doctoral fellows working on EU security policy, with a focus on inter-institutional cooperation and exit strategies in the broad field of crisis management. It provides a platform for scholarly exchange - giving participants an opportunity to showcase their research and receive feedback on findings and research methodologies. The workshop is sponsored by the European Commission through the COST Action IS0805.

 

24-28 September: Core Training Workshop on Evaluating Conflict, Security and Development. Organized in partnership with GICHD, DCAF/ISSAT, SAS, and IPDET, this training workshop introduces practitioners and policymarkers to project design, monitoring and evaluation in the fields of security and peacebuilding.

 

 

Past Training Courses  

 

Panel 2-6 July: Training Course on Disarmament and Weapons of Mass Destruction: Challenges and Responses. The course was organized with the support of the Swiss Government and gathered 21 participants from 19 countries. The aim of the course was to prepare participants for enhanced engagement in the various multilateral negotiation forums in Geneva and elsewhere and to build on their decision-making, policy planning and implementation skills in a range of complex and interlinked issues related to weapons of mass destruction.

Panel 27-29 June: Strategic Planning and Analysis Seminar. Over three days, the GCSP and the Swiss Armed Forces jointly organised and held the 12th Strategic Planning and Analysis Seminar. The theme of the seminar was the "Situation in Northern Africa" (including Maghreb, Sahel, Libya and Egypt) and gathered 32 participants, including analysts and specialists from the Swiss Armed Forces and Swiss Foreign Ministry. Analysts from six other countries also took part in this seminar.

Upcoming Events   


28-30 August: GCSP-CIISS Security Policy Seminar. To strengthen the GCSP's partnership with the China Institute for International Strategic Studies (CIISS), a delegation led by Professor François Heisbourg, Chairman of the GCSP Foundation Council, will be travelling to Beijing. The seminar will be held on matters related to Asian security and other topics of interest to both institutions.

  

13-15 September: 5th GCSP-OSCE Academy-NUPI-NESA-GCMC Seminar "Central Asia 2012". The seminar follows the Chatham House rule and the summary of the discussion will be published as a GCSP Geneva Paper. The seminar will be attended by a number of leading experts and governmental officials, as well as the diplomatic and development community in Bishkek. This year the seminar is devoted to the situation in Afghanistan, military cooperation, security service reform, the security strategies of regional players, and the non-traditional threat of organized crime and money laundering.

9-12 July: 4th Senior Officers' Security and Law Conference. The conference serves as an exclusive annual forum for the discussion of legal issues arising from contemporary security operations. This year, it brings together 36 participants from 20 countries.

Panel 21-22 June: The 3rd Chambésy Roundtable on European Security took place in Chambésy/Prégny, Switzerland. 27 academics, governmental representatives and international organizations joined the roundtable discussion. The purpose of the meeting was to identify areas of common perception and interest which the new strategic context generated, to achieve a better understanding of existing differences, and to explore opportunities to move forward. The Roundtable was organised by the GCSP in collaboration with the Federal Department of Foreign Affairs of Switzerland. The event was upon invitation only.

 

 

Panel 19 June: "Ninety years after the Ãland Islands Settlement - Challenges and Prospects for Peace Mediation". This conference, held at the Library of the UN Office in Geneva, was jointly organized by the Permanent Mission of Finland and the GCSP. It brought together mediation practitioners, diplomats, NGO representatives and UN experts active in peacebuilding and the settlement of disputes. The meeting was opened by Ambassador Fred Tanner, Director of GCSP. Prominent speakers included the Director-General of UNOG, USG Kassym-Jomart Tokayev; Ambassador Jan Knutsson, Sweden's Permanent Representative to the UN in Geneva; the Hon. Camilla Gunell, Head of the Government of Åland; and H.E. Erkki Tuomioja, Foreign Minister of Finland.

 

 

Panel 15-17 June: The 10th GCSP-Crown Center-GRC Annual Conference - "The Middle East: Change and Upheaval 2012". The GSCP, the Gulf Research Center, and the Crown Center at Brandeis University once again hosted a conference in Gstaad bringing together 24 regional, security, and policy experts in order to assess the current situation in the Middle East. During the conference, an assessment of the Arab Revolutions, the overall geopolitical and regional dynamics as it pertains to the Levant, Turkey, the Arab-Israeli issue and the situation in Iraq, Iran and the Gulf region were discussed.

 

15 June: GPP Lunch-time Seminar: "20 Years of an 'Agenda for Peace': A new vision for conflict prevention?" Commemorating the 20th anniversary of "An Agenda for Peace", the event provided an opportunity for a forward-looking discussion about the new visions needed to prevent conflict and consolidate peace in a changing world. Questions to be considered included the role of regional partners, how to ensure long-term attention and funding for conflict prevention, the importance of disarmament, the impact of new technologies and media and how to improve early warning mechanisms. The welcome and introductory remarks were given by Kassym-Jomart Tokayev, Director-General of the United Nations Office at Geneva.

 

 

Panel 13 June: VIP Luncheon with Mr Robert Serry, United Nations Special Coordinator for the Middle East Peace Process along with a select group of Ambassadors and senior representatives from International Geneva.

 

 

 

 

 

Panel 11 June: Public Discussion "Peaceful Pathways? Democratic Transitions and Security in the 21st Century". The panel was chaired by Professor Paola Gaeta of the University of Geneva. The other speakers were Professor Timothy Sisk, Dean for Research at the Josef Korbel School of International Studiesm, and Dr Mohammad Mahmoud Ould Mohamedou, Head of the Middle East and North Africa Programme, GCSP, and Visiting Professor at the Graduate Institute of International and Development Studies.

NPT Monitoring Report The 2010 NPT Action Plan Monitoring Report
, compiled by Reaching Critical Will (RCW) and jointly organized by the GCSP, UNIDIR, and RCW, with the support of the Swiss Federal Department of Foreign Affairs. It was presented to the governmental and non-governmental representatives participating in the first Preparatory Committee (PreCom) of the next NPT Review Conference, that took place in Vienna from 30 April to 11 May 2012.
