Flemish disabled people's organizations voice their expectations regarding personal budgets

 

In Belgium support and care for people with disability is a regional matter. As a consequence it makes a big difference if you live in Flanders, Brussels or Wallonia.
 
If you want to learn more about the personal assistance schemes in Belgium you can find a lot of relevant publications on the website of the Expertise centre Independent Living. We especially recommend 'De-institutionalization in Belgium' by Independent Living expert Jos Huys.

European Commission Adopts Legislative Proposals for Cohesion Policy 2014 - 2020

 

On 6th October 2011, the European Commission adopted legislative proposals for cohesion policy during the period 2014 - 2020. 

 

Among other, the new proposals set out the rules for the use of the European Regional Development Fund and the European Social Fund (together referred to as the EU Structural Funds) in the next programming period. 

 

 

 Ireland: Savage Cuts To Personal Assistance Hours Proposed

 

A report in the Irish Times on 14 October quoted a leaked document from Ireland's Health Service Executive (the HSE) as saying it was considering making massive cuts to home help and personal assistance hours between now and the end of the year.  

 

The HSE  said it is considering reducing home help hours by 600, 000 and personal assistance hours by 400,000.  In addition it may freeze the issuing of new medical cards which would have very serious consequences for our members. 

 

 

Irish Freedom Drive Follow Up 

 

The Irish Freedom Drivers are continuing to put pressure on the Irish Government to ratify the UN Convention on the Rights of People with Disabilities and have met with the Minister of State with responsibility for  Disability, Kathleen Lynch, and have raised this matter directly with her.      
     

The Irish MEPs have been supportive and through them a number of questions have now been formally put to the European Commission. These include:

 

- Mr. Liam Aylward MEP submitted the below representation on behalf of the Irish Freedom Drivers to the Ádám Kósa Report on Mobility and inclusion of people with disabilities.

Independent Living Speech On EASPD Conference 

 

The EASPD is the European Association of Service Providers for Persons withDisabilities and represents close to 9,000 social service provider organizations across Europe and across disability.

On October 3rd & 4th they organized a conference in Brussels focused on deinstitutionalization (DI) in Western Europe. 

 

The purpose was to finalise the EASPD Recommendations on DI, based on the"Report of the Ad Hoc Expert Group on the Transition from Institutional to Community-based Care". ENIL & other NGO's representing service users were involved in this ad hoc group. About 30 people participated in the conference. I was the only person with a disability.

Watch ULOBA film on Personal Assistance 

 

ULOBA, the Norwegian Independent Living organization made a very good movie clip. In less than half an hour it is very well explained what the Independent Living movement is all about and where it originated. 

 

It clarifies the importance of Personal Assistance and defines it. It is an introduction to the job as personal assistant with ULOBA. The understanding of roles, responsibilities, duties and rights.

Inclusion Europe and Eurochild Launch Report on the Rights of Children with Intellectual Disabilities

 

After two years of extensive research, the European Report on the implementation of the UN Convention on the Rights of the Child for children with intellectual disabilities was officially launched at a European conference in Brussels.

 

The report revealed that children with intellectual disabilities face a significantly higher risk of discrimination, exclusion and neglect than non-disabled children. In fact, the researchers reported very little evidence or information on children with intellectual disabilities. This makes a real implementation of the Convention and its monitoring for this "invisible" group of children nearly impossible.

ENIL Promotes EDF's Crisis Observatory

 

As you know ENIL is very alarmed by the ongoing cuts and austerity measures throughout Europe that disproportionally hit people with disabilities. Among other actions we are working to get our ENIL proposal resolution through the European Parliament.

 

We also cooperate with other international NGO's and organizations to fight the cuts. The European Disability Forum (EDF) has created an online tool on their website to gather and monitor all the negative measures taken by EU member states. Also cases of negative portrayal of people with disabilities can be reported.

FRA Report: The legal protection of persons with mental health problems under non-discrimination law 

 

This report is the second publication from the legal study carried out in the context of the European Union Agency for Fundamental Rights' (FRA) project on the 'Fundamental rights of persons with intellectual disabilities and persons with mental health problems'.

 

The report examines how disability is defined in international and European law and then explores the obligation to provide reasonable accommodation as contained in international and European standards. The report's findings show that in almost all EU Member States non-discrimination legislation does indeed protect persons with mental health problems. In most cases persons with mental health problems also benefit from reasonable accommodation measures, or other protection measures, in the employment context. The report concludes by presenting examples where legislation extends the duty to provide reasonable accommodation to other areas.

The European Network on Independent Living (ENIL) is looking for an independent living organisation in South East Europe, to act as ENIL's Regional Team for South East Europe in 2012 (with a possibility of extension).


 If you are interested in becoming ENIL's South Regional Team, please send an e-mail to Jamie Bolling, ENIL's Executive Director at j.bolling@enil.eu, by 15 November 2011. Please attach a motivation letter (explaining how you fulfil the requirements specified in this document) and your organisation's statutes.
