DEADLINE

All applications must be received no later than April 1st of each year.
 
ELIGIBILITY
  • Applicant must be the child or stepchild of any Active Member of the Missouri Fraternal Order of Police.
  • Applicants must have graduated from high school, have earned a G.E.D., or currently be a senior in high school.
  • Applicant must have a current and cumulative minimum grade point average of 2.5 to be eligible for the scholarship.
  • Scholarship recipient may submit an application for renewal each year for up to three (3) consecutive years.
FUNDING
  • Each scholarship shall be in the amount of five hundred dollars ($500) unless availability of funds requires a lesser amount.
  • Scholarships can be used at any accredited college, university, vocational, or post high school continuing education.

  Changes for Officers Flying Armed

On 15 November 2008, the Transportation Security Administration (TSA) began transitioning to a National Law Enforcement Telecommunications System (NLETS) message for State and local law enforcement officers (LEOs) flying armed while on official business. The NLETS message will replace the Original Letter of Authority, signed by the Chief or agency head, required under 49 CFR 1544.219. This change is being instituted in order to provide a more secure means of confirming the identity of LEOs, since a letter can be easily counterfeited.
 
During the period of transition, LEOs may provide either the Original Letter of Authority or the NLETS message. Use of the NLETS message is strongly encouraged as use of the Original Letter of Authority may result in a delay due to the additional verification requirements.
 
Specific instructions on how to format and submit the NLETS message to the TSA will be provided by the TSA's Office of Law Enforcement/Federal Air Marshal Service to all state and local law enforcement agencies via a special broadcast NLETS message.
 
The TSA projects that the transition will be completed by 1 March 2009, and thereafter, the use of the NLETS message, in lieu of the letter, will become mandatory.
Performers Wanted for 2009 National Peace Officers' Memorial Service

National Law Enforcement Memorial

The National Memorial Committee is seeking performers for the National Anthem along with a song appropriate for the National Peace Officers' Memorial Service on May 15, 2009. The deadline for submission of your demo is January 31, 2009. If you have a member that would like to try out for this event please have them send a demo CD or tape for review by the committee. Please enclose the following information:
 
Is the performer going to be in uniform or is he/she a civilian?
 
Is the performer a relative of a FOP member?
 
Is the performer a survivor?
 
All contact information should be included in the submission and any past year submission should be resubmitted for consideration. All entries will be considered and we will not be able to return any of the tapes, CDs or photos.

Are You Ready for Long Beach?



The Lodge will pick it's delegates to the National Conference at the January 19th Membership Meeting.

It's time to be making plans and booking room reservations for the 59th Biennial National FOP Conference and EXPO, taking place August 16-20, 2009 in Long Beach, CA. Hosted by the California State Lodge, the conference will be held at the Long Beach Convention and Entertainment Center. Delegates from state and local lodges will gather to conduct the business of the order and elect the National officers. Educational seminars on a variety of subjects relevant to law enforcement will also be offered for delegates after the close of the business sessions each day.

No doubt the California folks will have great evening events planned for delegates and their families, plus southern California has a multitude of entertainment offerings.

Welcome again to our Lodge #50 Electronic Newsletter (eNewsletter). 
 
I hope everyone had a safe New Year and is looking forward to a bright and prosperous 2009, despite the economy.

2009
2009 promises to be a VERY EXCITING YEAR for you and the FOP.  We believe that this will be the year that the federal government will pass the Public Safety Officers' Employer-Employee Cooperation Act.  This legislation will give us in Missouri the much needed Collective Bargaining we have been working for all these years.  Finally we will have a say, finally everyone will be held accountable by the same standard, finally we can have "JUST CAUSE" in discipline and terminations.   

It's surprising to me, even in my own department, how many officers don't understand or really know what Collective Bargaining will provide.  It's understandable given that most have not been exposed to it or worked under a system that provides these rights.  Most of all it will provide you a voice, it will provide you the opportunity to have say in your future, to negotiate your working conditions, to negotiate your pay and benefits, and to ensure that everyone in your department is treated fairly and with respect.  some are lucky enough to work for a department that does treat you with respect but it is not guaranteed that the system may always be in place.
 

Dues Increase Passes 130-27
Let me say thank you to the membership for two reasons.

1.  The dues increase passed.  The final vote was 130 YES (for the dues increase) to 27 NO (against).  That is an approval rate of 82.8 percent.  The By-Laws require a 2/3 majority (66%) approval for a change.  So, I'd say that we received an overwhelming approval from the members. 

2.  31% of our members voted.  That may not sound like much but that is by far the highest voter response we have ever gotten.  Hopefully that means that our members are not only interested but also more informed. 

On behalf of the Board of directors let me thank you for your confidence and belief in the future of Lodge #50.  We promise to put the needed increase to good use for your benefit.  The dues increase took effect January 1st, 2009.

With the increase that will make the monthly dues $36 per month for Active Members, $18 per month for Civilian Members, and retired dues stays the same at $60 per year.  You or your chapter should be receiving notices of your new dues amount shortly.  Please start preparing now for the increase.
 

Take the Time
Take
time this year to get to know your FOP.  Take the time to attend an event at the 10-81 Club.  Take the time to attend the Policeman's BallTake the time to get to know your brothers and sisters.  We count on each other on the streets and should treat each other like family away from work as well.  So, extend your family and take some time to get to know us and participate in what we have to offer.  Things are only getting better for the FOP and for those we represent.  Take an active role and help move things along.

Greetings to the men and women of Lodge 50!
 
I applaud the inception of your lodge's electronic newsletter.  We plan on doing the same type of communication from the state level.  I believe this is the best format to keep the members knowledgeable on local, state and national issues.  In the near future, the state lodge will be sending a similar newsletter, hopefully monthly, which will include both national and statewide news.
 
I have been working closely with President Inglima on labor issues across the state.  Rick, who is also the state lodge labor chairman, has been invaluable.  Lodge 15 (St. Louis County) recently won a precedent setting court decision against the city of Jennings, who refused to recognize their officers as the sole bargaining representative, after an election was held which reported that 100% of the officers chose the FOP.  Lodge 15 has filed suit again in the city of Chesterfield on the same grounds.  I firmly believe that cities will finally "get it" and realize that we have the same rights (as mandated by the Missouri Supreme Court) as any other employee in the state.  It will save us both time and money.  We have also been very active in Lodge 50, Lodge 99 (Kansas City) and Lodge 20 (City of LaGrange.) 
 
FOP Lodge 68, the St. Louis Police Officers Association, was just recognized as the bargaining agent for their officers.  Lodge 3 is in negotiations with both Buchanan County and the City of St. Joseph. Cities are fearful that HR 980, the national collective bargaining bill, will pass this year.  The state and national lodge have been working very hard on this bill.  We are very hopeful and confident that it will finally pass this year.
 
Legislatively, Rick and I were present for the opening day of this year's legislative session.  We have big hopes for this session.  Governor Nixon has sought our input on several key appointments and we have a very close working relationship with him.
 
Additionally we enjoy a close relationship with Attorney General Chris Koster.
 
We are planning on putting on several training seminars in the coming months, mostly dealing with collective bargaining. Further information will be forthcoming.

Gov.-elect Nixon Names FOP Attorney Lawrence G. Rebman Designee for Director of Labor and Industrial Relations

JEFFERSON CITY, Mo. - Gov.-elect Jay Nixon today announced his intention to appoint Lawrence G. Rebman, of Kansas City, to the position of Director of the Missouri Department of Labor and Industrial Relations. In this position, Mr. Rebman will work with Gov.-elect Nixon to enforce compliance with the Prevailing Wage, ensure the safe and fair treatment of Missouri workers and oversee programs to assist workers who are laid off or injured on the job.

"Missouri is home to the hardest-working, most productive men and women in the world, but the national economic crisis has hit our working families hard," Gov.-elect Nixon said. "Under my administration, the Department of Labor and Industrial Relations will play a key role in ensuring fair and honest treatment of Missouri workers and in preparing our workforce for the jobs of the future. Larry Rebman put himself through college as a laborer, and he personally knows the challenges and opportunities Missouri workers face. Larry will do a great job leading the Department, and I'm proud to have him on my team."

"Missouri's working families are the backbone of our state," Mr. Rebman said. "But during these difficult economic times, too many workers are struggling to make ends meet. I am honored to have this opportunity to protect the rights of Missouri's working families and to help ensure that our state is ready to compete in the new global economy."

Mr. Rebman put himself through college as a laborer in Kansas City and was a member of Laborers Local 663 for 19 years. He also spent two years on the staff of the International Brotherhood of Boilermakers.
In 1995, Mr. Rebman became an Assistant Attorney General for the state of Missouri, serving as counsel to the Department of Public Safety, the Police Officer Safety and Training Commission, the State Fire Marshal's Office and various other boards and agencies.
After his tenure in the Attorney General's Office, Mr. Rebman returned to Kansas City to enter private practice. For the past six years, he has managed his own firm, Rebman & Associates, representing individuals and organizations in cases involving employment, workers' compensation, breach of contract, disability and others matters. Mr. Rebman's clients include the Fraternal Order of Police Lodge #50, Kansas City Fraternal Order of Police Lodge 99; the Leavenworth Police Officers Association; and the Fort Hays State University Chapter of the American Association of University Professors.

Mr. Rebman, 41, earned his bachelor's degree in economics from the University of Missouri-Columbia and his juris doctorate from the University of Missouri-Kansas City School of Law. He and his wife, Michelle, have two sons, George and William. They reside in Kansas City.

The Department of Labor and Industrial Relations promotes healthy and safe workplaces in the state of Missouri and protects workers and individuals against unfair treatment and discrimination. The Department includes the following divisions: Labor Standards; Workers' Compensation; Employment Security; Commission on Human Rights; and Director and Staff Administration. The Governor appoints the Director with the advice and consent of the State Senate.

Larry has been the council for Lodge #50 for a long time.  He has served us well and always been a friend to cops, labor, and particularly the FOP.  We will miss his daily work but look forward to working with him as the Director of Labor and Industrial Relations as we move into Collective Bargaining in Missouri.
