PREVIOUS QUESTIONS AND COMMENTS WITH RESPONSES

Question: A response to a question in PM News recently noted that:  "the best way to reduce your paper storage problem is to implement electronic health records (EHR). If you do this in the next year or two, you'll also benefit up to $44,000 from the stimulus bill." Does anyone know more about this?

- Robert Schwartz, C. Ped., Eneslow Pedorthic Enterprises

Response: From what my research I do not believe it has anything to do with DMEPOS suppliers but I have been working on getting  that answer.  The way it is written by CMS is it only applies to EP's and EP's are described as follow, quoting from the CMS website found at http://www.cms.hhs.gov/apps/media/press/factsheet.asp?Counter=3563 :

"CMS PROPOSES REQUIREMENTS FOR THE ELECTRONIC HEALTH RECORDS (EHR) MEDICARE INCENTIVE PROGRAM

"The Centers for Medicare & Medicaid Services (CMS) today announced a proposed rule to implement the provisions of the American Recovery and Reinvestment Act of 2009 (Recovery Act) that provide incentive payments for the meaningful use of certified EHR technology.  The Medicare EHR incentive program will provide incentive payments to eligible professionals (EP), eligible hospitals, and critical access hospitals (CAHs) that are meaningful users of certified EHRs.   The Medicaid EHR incentive program will provide incentive payments to eligible professionals and hospitals for efforts to adopt, implement or upgrade certified EHR technology or for meaningful use in the first year and for meaningful use for up to another five years.

The Office of the National Coordinator for Health Information Technology (ONC) will be issuing a closely related interim final rule with comment period that specifies the Secretary's adoption of an initial set of standards, implementation specifications, and certification criteria for EHRs.  ONC will also issue a separate notice of proposed rulemaking related to the certification of health information technology.  Providers must use such certified EHRs to qualify as meaningful users in the incentive programs.

MEDICARE ELIGIBLE PROFESSIONALS (EPs)

"A Medicare EP is a doctor of medicine or osteopathy, a doctor of dental surgery or dental medicine, a doctor of podiatric medicine, a doctor of optometry, or a chiropractor, who is legally authorized to practice under state law.  A qualifying EP is one who demonstrates meaningful use for the HER reporting period.  Read the rest of this response here.

Question: I was wondering if anybody would know where we could find a used shoe finisher within the state of Washington or Oregon.  We are looking for something basic with a 4"-5" wheel on one side and 1.5"-2" on the other.  A used 5 in 1 or similar trimmer would be nice, too.  Thanks for your help.

Footwear Store Puts Women in Comfort Zone

As he discussed his retail venture Shoenique, Kevin Lennon used the words she and her maybe a dozen times each - as in "she doesn't want her mother's foot problems," or "we're not here to just sell her a shoe," or "she's tired of her feet hurting." He did this to talk about all his customers, really, or what might be considered a typical customer, although he wouldn't use that term 'typical' because his clientele varies in age from 25 to 65, and each individual who walks in the store is different.

But by using such phraseology, Lennon managed to effectively get his points across in a wide-ranging interview for this, the latest segment in BusinessWest's new Companies to Watch series. And the biggest point is that this store, opened in 1998, is focused on comfort and helping women find it, while also keeping the other eye on fashion. And as he elaborated on this message, Lennon made use of a term most wouldn't be familiar with: podorthists. Full Text

Injectible Foot Pillow Easing High Heel Pain

by Jean Enersen

Women have long had a love-hate relationship with high heels. No matter how much they hurt, they won't give them up. But now a local foot doctor is offering a new solution that takes the agony out of wearing heels. "This is the area where she was having a lot of discomfort, a lot of pain," said podiatrist Mikhail Burakovskiy.

The cause of Julia Hay's pain?  High heeled boots and high-heeled shoes. "It was bad," said Julia. "It took me awhile once I took my shoe off that I could walk. I would usually have to sit down for 15 minutes and just wait and then I could start walking again."

Pain or no pain, Julia didn't want to have to give up her high heels. Burakovskiy, with the Advanced Foot and Ankle Clinic, realized he was fighting a losing battle with his patients. "No matter how I'm going to try to persuade them, they're still going to do it. So I was looking for a solution to solve that problem," said Burakovskiy.

The solution is an injection called a foot pillow that works like an internal orthotic. Full Text

Doctor Paying Back $419,330

A Lexington, KY podiatrist and his company, with an office in Frankfort, have agreed to pay $419,330 for submitting false claims to Medicaid, Medicare and the Office of Personnel Management. The settlement agreement says Dr. Michael C. Allen and Lexington Foot and Ankle PSC submitted false claims between January 2002 and February 2007 in violation of the Federal False Claims Act.

...In the settlement agreement, the U.S. contends that Allen and Lexington Foot and Ankle engaged in:

*Falsely billing government programs for orthotic shoe inserts.

*Charging for follow-up visits for the fitting of prescribed orthotics that should have been included in the initial consultation and prescription of the orthotics. Full Text

DIABETESdiab

Oxygen Therapy Speeds Recovery of Diabetic Wounds

George Owens of Montgomery might have been skep tical when he first walked into the hyperbaric chamber room at the Wound & Hyperbaric Medicine Center on the Jackson Hospital campus. What he saw were three long white tubes covered in curved Plexiglas with sealed doors at one end.

On first glance, it looks like something from a sci-fi movie set. And that's fitting, because experts say the difference hyperbaric oxygen treatment is making in wound patients' lives is on the cutting edge of medicine -- not science fiction, but science fact. Spending time in the chamber probably saved the right foot of 67-year-old Owens, who was diagnosed with diabetes 15 years ago.

Like many diabetics, Owens had developed severe foot problems, leading to the removal of the big toe of his right foot. Full Text

Cholesterol Drugs Up Diabetes Risk Slightly: Study

People on cholesterol-lowering statins are 9 percent more likely to develop diabetes, but this small absolute risk is outweighed by the drugs' heart-protecting properties, researchers said on Wednesday.

The finding is unlikely to dent the use of best-selling pills like Pfizer Inc's Lipitor and AstraZeneca Plc's Crestor by the majority of patients. It could, however, prompt a rethink among those with low cardiovascular risk factors who are tempted to take statins to prevent future heart disease.

Statins are among the most successful drugs of all time and have been credited with preventing millions of heart attacks and strokes. They generally have few adverse side effects. Full Text
