Comment: I would like to let Florida providers who bill BCBS of Florida for diabetic footwear know that in August of 2007 they instituted a change in payment practices related to diabetic shoes and inserts. Their own medical policy states that "Therapeutic shoes INCLUDING inserts" meet their definition of medical necessity. Elsewhere in their policy it states "Therapeutic shoes, inserts or modifications are eligible for coverage." However, when someone in their reimbursement area interpreted the policy they inserted "OR" between shoes and inserts instead of "AND." Accordingly, for more than four months they have been paying on shoes and not inserts, or inserts and not shoes depending on which order the codes were billed. Based on the documentation they've provided it's obvious this is not a provider specific problem but systemic. I just wanted to bring this to Florida providers' attention because if you're not intimately involved in the billing process, you may not be aware there is an issue, or like me, you may have been assuming it was just another insurance company "glitch" that would get resolved. If anyone finds themselves in this circumstance and would like to obtain more information, please feel free to call me at 904-731-FEET.
 
I find frustrating the lack of concern insurance company employees show when it comes to provider payment issues. I wonder how many of those employees would continue to show up for work each day if they had not been paid for four months?

Comment: In response to the question of what an orthotic is, can we first all agree that it is not an orthotic, it is an orthosis. And when we sell an orthosis, we either sell a single device which is termed an orthosis or we sell the devices bilaterally, which is termed orthoses. When bilateral feet orthoses are sold, they are termed "feet orthoses."
 
At a very young age, I was corrected by a very well known orthopedic surgeon. From that time forward, all of my marketing brochures, etc., have identified them as I was correctly informed.  I was also informed that to term them as an orthotic may imply to the orthopedic surgeon that you are "podiatry oriented" as most podiatrists use the term orthotic.  When I was later telling this story to another prominent podiatrist who published many articles, he shared his experience that he had with an editor. The editor told the podiatrist that he too, was saying the incorrect term. He has since changed his writing style.

BOC Elects Kenney, Lawson to Board

 

The Board for Orthotist/Prosthetist Certification (BOC) elected two new members to the Board of Directors: John Kenney, BOCO, and Joe Lawson, BOCO, CO.

 

Kenney, who is president of NeuroFlex Orthotics, Inc. in Laguna Hills, California, specializes in the treatment of contractures due to immobility and neurological dysfunction. He is the inventor of Neuroflex Orthotics, a line of static braces with dynamic features that effectively reverse contractures complicated by abnormal tone and spasticity, and currently holds seven U.S. and multiple international utility patents for orthotic device design. He is also a partner in OCSI/NeuroFlex, a pre-fabricated orthosis manufacturer in Pinellas Park, Florida, where his responsibilities include clinical research, product development, and clinical education.

 

Kenney earned his bachelor’s degree in psychology at the University of California at Santa Cruz, followed by a master’s at the University of Hawaii. Currently he is a candidate for a master’s degree in health care business administration at the University of California at Irvine. He began his career as the marketing director at CooperVision, Inc., where he was responsible for a $6 million budget supporting the marketing of contact lenses through both print and broadcast advertising and collateral materials. Later, with CoastVision, Inc., he built company sales from just over $1 million to $15 million in a five-year period. He entered the O&P field in 1995, and credits industry pioneer Fern Stapleton, RN, COF, with mentoring him in orthotic fitting. For the past eight years, Kenney has been on Medicare’s Jurisdiction D Advisory Committee for Durable Medical Equipment, Orthotics & Prosthetics, and presently serves as the organization’s Executive Committee past chairman.

 

“My journey to become an orthotist took over a decade,” Kenney says, “but I am very grateful that I followed BOC’s approach. Right now, our field is seeing incredible breakthroughs in two areas that are of particular interest to me: in neuro-rehabilitation, helping patients whose limbs are affected by spasticity, and in myo-orthotic therapy, using ‘smart orthotics’ to pick up signals from the brain that can activate the orthotic to fire a muscle or to relax. With these exciting breakthroughs come tremendous possibilities for helping our patients. I’m honored to be elected and given a chance to serve, and I will do everything I can to support BOC so that others will always have the same opportunity for advancement in our field.”

 

Lawson is a managing partner in Lawson Medical, LLC, which is headquartered in Virginia Beach, Virginia. The company has BOC-certified employees throughout Virginia, Washington, DC and Wilmington, Delaware. After several years in marketing health insurance, Lawson began working in medical sales at a DME company, which ultimately led to a desire to specialize in orthoses. He opened his own office, which developed into a full-service O&P company. Overall, Lawson has spent more than 15 years in sales and marketing combined with O&P.

 

He first became a registered fitter in 1998. “Interactions with motivated and motivational people inspired me to persevere,” he says, citing Jim Newberry, BOCOP, as “instrumental” in helping him advance to orthotic certification. Lawson has served on BOC’s Item Writers Committees for both COF and BOCO examinations, and says the experiences were “deeply rewarding, great opportunities to share and learn from some of the most knowledgeable people in the business. I believe BOC has a solid foundation, with many opportunities facing us. I welcome the opportunity to contribute, and hope to utilize my experience in organizational growth for BOC’s advancement. This organization is built on supporting motivated individuals in becoming certified practitioners. I look forward to being part of it.”

 

BOC offers certification in five practice specialties: orthotics, prosthetics, orthotic fitting, mastectomy fitting, and pedorthics. In 2007, BOC created a specialization in footwear, which is a non-credentialed specialty designed to help patients meet their footwear needs. In addition, BOC is one of the ten deemed providers of facility accreditation, as recognized by the Centers for Medicare and Medicaid Services.

Foundation gets $1m to help those in footwear industry

A Waltham-based charity, the Two Ten Foundation, received the largest endowment in its nearly 70-year existence recently.

The $1 million donation came from another charity, Soles4Souls Inc., whose primary mission is to donate shoes to people in need around the world.

Two Ten, founded in 1939, provides counseling and financial resources to people in the footwear industry who have been affected by layoffs or personal or family tragedy. It also funds scholarships for footwear industry personnel and their children, and for students interested in shoe design. Full Text

Red's Shoe Barn still thriving

Celebrating 50 years of history, family and growth, Red's Shoe Barn in Dover is a landmark business, with another location in Plaistow.

It all started when the late Peter J. "Red" Murray, who made a living delivering bread and selling insurance until he decided to buy what was once a small, blacksmith shop. He remodeled it with some shelves, bought some shoes from the local Dover shoe factories and opened up Red's Shoe Barn in 1958. Full Text

Parents must 'draw the line' with diabetes

Dogs could be diabetics' best friend

Irish researchers hope to prove that a dog's keen sense of smell gives it the ability to watch over the blood sugar levels of diabetics. Canines have already shown themselves capable of leading the blind, alerting the deaf, and helping the physically disabled with daily tasks.

But researchers at Queen's University in Belfast, Northern Ireland, are taking the "helpful companion" idea one step further by gathering scientific evidence that could verify dogs can reliably detect dangerous blood sugar level drops in diabetics. Full Text

We will simply say he has been in the sporting business 32 years, he owns five New Balance stores in the Dallas-Fort Worth area, and he has made many shoe-related observations. He shares five of them with us.

If the shoe fits

Wear a shoe designed for a specific activity. Need a cross-trainer? Then don't buy a running shoe. Cross- training shoes have more support on the sides of the shoes for all those side-to-side moves cross-training athletes make. Runners need shoes more cushioned for forward motion. Full Text

Pedorthics is a professional field covering the design, manufacture, modification and/or fit of footwear. Pedorthics encompasses shoes, orthoses and foot devices that prevent or alleviate foot problems caused by disease, overuse, injury or congenital defect. Certified Pedorthists work with patients and their footwear to conform to a doctor's footwear prescription as part of the patient's treatment.
