Public Law Center is pleased to announce a new resource for our community. Our "Lawyers in the Library" Program launches
on September 8th from 6 - 8 PM at the Fullerton Public Library. This Program is designed to provide 15
minutes of free civil legal advice by PLC staff and volunteers and will be held
on a regular basis. PLC seeks volunteer attorneys and volunteer Spanish translators for this

Bankruptcy, PLC 10-1019306 Client is a 42 year old single mom. Client was
laid off from her job as an accountant in September of 2008. Client
receives approximately $1,900 in unemployment. Client occasionally has
contract jobs but has been unable to obtain steady employment. She can no
longer afford to continue making payments on her credit cards and cannot afford
to be sued and have any future wages garnished. Client has approximately
$40,000 in credit card debt and $20,000 for a timeshare. Client would like assistance with a no-asset

like to file bankruptcy so that it will be easier for him to obtain housing in

unsecured debt and need to file bankruptcy in order to continue with their

employment. His current debt is approximately $40,000.
He is been sued by one of his creditors and the answer will
be due in early September. Client and his wife would like

home lost to foreclosure a few years ago. Client can no longer afford to
keep making payments on his credit cards and would like to avoid any future
wage garnishments. Client would like assistance with a no-asset Chapter 7

debt for a vehicle that will likely be repossessed. Client would like to
obtain relief from his creditors since he cannot afford to make payments and/or
have his wages garnished. Client would like assistance with a no-asset

and the debts are more than 3 years old). Finally, client has a $50,000
Home Equity Line of Credit that she is afraid may come after her after her
house is either foreclosed on or sold through short sale. Client would
like the assistance of an attorney in filing for Chapter 7 bankruptcy

client is concerned about the ramifications regarding the Homeowners'
Association Dues. Client would like assistance filing for

received some income over the past 6 months, but does not have enough to

in November 2009 and is living with a friend while he is looking for a
job. Meanwhile, Client has around $43,000 in unsecured debt that he
cannot afford to pay. Client would like assistance filing for

Bankruptcy Petition with the assistance of an attorney in February of 2010 and
received her discharge on June 21, 2010. On May 10, 2010 a credit union
filed a "Complaint To Determine Dischargeability Of Debt" against the
client. The credit union is alleging that the debt is non-dischargeable
because client knew she could not repay the loan at the time she obtained the
loan. Client denies these allegations. She claims that she did
intend to make payments on the debt, and in fact made payments for a period of
about 10 months prior to defaulting. Client would like assistance
defending herself against this action for non-dischargeability. PLC is

year old monolingual Spanish speaking client seeks help obtaining a
conservatorship of her 20 year old son who suffers from Downs Syndrome.
The prospective conservatee is significantly disabled and requires help

for his father who has been unable to make decisions for himself since he
suffered from a stroke. Client's stepmother already filed for

have the prospective conservatee's interests at heart. A trial is

conservatorship of her 18 year old son. Client's son was injured in a car
accident when he was one year old, and he suffers from learning disabilities

finances until the present. Son has a settlement from the accident but
payments from that settlement affect his social security eligibility. Client would like to place the settlement in a special needs trust so her son
can still collect social security. Client also wishes to obtain a

Fraud, PLC 10-1019342
Client lost her home to foreclosure in July
2008. She had two mortgages on the
property; the first mortgage is the one that foreclosed on the property. Client did not hear anything from her second
mortgage about any collection activity.
In early August 2010, Client received a phone call from a company in Texas that claimed that
she committed fraud on her loan application.
The company threatened to sue her if she did not make a payment
arrangement with them. Client did not
make any fraudulent statements on her loan application and would like

Client is an 83 year old homeowner. A large retailer sold and installed a
gas-powered water heater in his garage in 2006. Three years later, the
water heater exploded, causing flooding in the garage and bursting water pipes
within the walls inside his home. The water heater was under a ten year
warranty. The retailer replaced the water heater, but will not pay to fix
the damages. Client's homeowner's insurance policy also will not cover
all of the resulting costs. Client also received notification from the assessor's
office that his home value has declined due to the flooding. Client seeks
to be compensated for his out-of-pocket costs to fix his home and the

Clients are
husband and wife who were heavily pressured into signing up for a vacation
timeshare program in Las Vegas
in July 2009. Unbeknownst to them, clients also applied for a credit card
when they signed up for the program. When the credit card arrived a week
later, they did not activate it since they had not knowingly authorized
it. But the company charged the cost of the timeshare to the credit card
and clients are now stuck paying off the balance at a high interest rate.

Student Loan Wage Garnishment, PLC 10-1018913
Client is a monolingual Spanish speaker. Client's wages are being
garnished for a student loan that he took out 20 years ago to enroll in an auto
mechanic vocational program in Los
Angeles. Client was led to believe that he was
awarded a scholarship, and that he would not have to pay for his classes.
Unfortunately, what he signed was not a scholarship award but a promissory
note. Client finished the vocational program and received a certificate.
He moved to Santa Ana
and did not hear anything about this debt until May 2010 when his employer
notified him that 15% of his paycheck would be garnished. He has three
kids, and losing out on this money is very burdensome. Client seeks
assistance with stopping the wage garnishment and resolving the student loan

Business Scam, PLC 10-1018968
Client is 52 years old and just underwent surgery for breast cancer. She
received an unsolicited phone call from an Irvine company; they promised her a free
virtual body scan for diagnostics purposes. Once at the office, she was
pressured to sign a 10 year contract for "platinum" annual scans with
a $1,995 initiation fee and a $149 annual fee. The company opened a credit line
for her, told her the interest rate was 11.5% and that she could pay the full
amount off in one year if she made monthly payments of $96. According to a bill
she received, the actual interest rate is 23.99%. The business card the client
received shows a different company name than the contract she signed. When she
called to inquire about the rate discrepancy, the company offered her a free

Client sold his car and on the same day filed a notice of transfer of
ownership (a "pink slip") with the DMV. Ten days later, the new
owner parked the car illegally and it was towed. The towing company sought to
charge client for towing and storing the car, and later it sold the debt to a
collection agency. Client has disputed the charge with the collection
agency, made multiple phone calls and sent proof of his transfer of ownership
twice, and yet he is still being asked to pay the debt. Client seeks the

four-plex in Texas. A
couple of months ago, there was a fire at the property and all four units were
damaged. Due to a reduction in income, client cannot afford to pay the
insurance deductible required to re-build the units. Client would like to
negotiate a deed-in-lieu of foreclosure with her servicer, but has run into
some difficulty. Client would like assistance working with her servicer

Homeownership Fraud, PLC 10-1018386 Client is a well educated female who speaks and understands English. In
November 2008, a couple with whom client was doing business convinced her to
invest almost $50,000 in a home in Detroit.
The couple was supposed to complete rehabilitation work on the house and then
the house was going to be re-sold for a profit. The rehab work was never done,
but client was referred to a real estate agent in Detroit to try to sell the house. The house
could not be sold, most likely because the rehab work had not been done, so
client was referred to a property manager. The manager found tenants for
the property and collected the rent, but never passed the rent on to client.
Client does not want to own this house anymore and now understands that this
investment was a scam. Client would like assistance pursuing claims
against the couple so that she can be rid of the house and so that she can get

against her husband. Client entered a domestic violence counseling
program, and now seeks assistance obtaining immigration relief by filing a VAWA

granddaughter. They seek assistance obtaining a SIJS Order from the
Probate Court and petitioning the government to obtain permanent legal status

at a domestic violence shelter with her two minor children. Client was the
victim of domestic violence by her U.S. Citizen husband and has reported this
abuse to the police several times. Client has Conditional Permanent
Residency Status that will expire in October 2010. Client seeks
assistance in filing a waiver to the requirement that her abusive spouse assist
her in removing the restrictions to her Conditional Permanent Residency, so
that she can obtain Legal Permanent Residence. This case is time

of sexual assault by a tenant living in her apartment building and told her

family fully cooperated with the investigation and prosecution of the
defendant. As a result of their cooperation with the prosecution,
client and her mother each have signed I-918 Supplement B Certifications
and seek assistance in filing a U visa application PLC will provide an

Supplement B Certifications and seek assistance in filing a U visa application.

Landlord/Tenant, PLC 10-1019328Client is
an elderly female with health problems. She receives section 8 housing
vouchers. Since April 2006, client has
lived in a second floor apartment. In
April 2010, client told the landlord that she intended to move out because she
wanted to live in a first floor apartment since it was difficult for her to
walk up the stairs. Client claims that
the landlord pressured her into signing another lease. In August 2010, client provided landlord with
a 30 day notice of her intention to vacate. This resulted in a heated argument with the landlord. Later that afternoon, client suffered a stroke and is now wheelchair bound. Client would like an attorney to negotiate with the landlord so she can
