The film incentive bill (HB-1180) has received approval from both the Senate and the House but needs one final vote in the House to approve a technical change that was included as part of a Senate hearing on the bill. We expect the bill will receive its final vote in the House of Representatives within the next several weeks. For more information the bill see the article below.
We are currently preparing to attend the 25th Annual Locations Trade Show in Santa Monica to promote Colorado as a great destination for filmmakers, commercial production companies and still photographers. The show is sponsored by the Association of Film Commissioners International. During the three days of the show over 3,000 film industry location scouts, location managers, art directors, directors, producers and other creatives will be looking at almost 300 film commissions from around the world to find locations for their upcoming projects. If you happen to be in Santa Monica on April 15, 16 or 17 please stop our booth (#513) at the show and say hello. If you have friends in LA encourage them to stop by the show and our booth to find out more about filming in Colorado.
Last month we awarded our Colorado Office of Film, Television & Media Hall of Fame awards to Donna Dewey and Stephanie Two Eagles for their contributions to the Colorado production community over the year. Please see the story below about the event.
Also, included in this issue is a story about a new iPhone app that was created by CFVA President Bob Berg. The app is one of the first of its kind in the nation, that I'm aware of. It lists local crew and other production resources that are accessible anywhere you have your iPhone. The app is a free download that can be found at the Apple App Store.
We also have stories on several upcoming April film festivals in Vail, Aspen, and Boulder a new film about getting off the bottle and some other items of interest.

Vail Film Festival Features Over 90 Films April 1-4 |

The Vail Film Festival, April 1-4 in Vail and Beaver Creek, CO, will screen over 90 films, with nightly parties, receptions, hospitality lounges featuring open bars, and musicians from L.A.'s Hotel Cafe, as well as $55 ski tickets. This year's program will feature some amazing films by Colorado filmmakers, including Dirk Simon's When the Dragon Swallowed the Sun (Tibetan documentary, with Richard Gere, Dennis Haysbert, The Dalai Lama, Bishop Desmond Tutu), Hunter Weeks' Ride The Divide, Dan Lietchy's Race Walkers, Richie Adams' Inventing Adam, and Michael Nash' Climate Refugees. Other film highlights include Waiting For Forever (Rachel Bilson, Richard Jenkins, Jaime King, Blythe Danner), A Shine of Rainbows (Aidan Quinn, Connie Nielsen), Racing Dreams (Documentary Award winner, Tribeca Film Festival), and The Hungry Ghosts (Directed by Michael Imperioli). Past award recipients include Kevin Smith, Michelle Monaghan, Luke Wilson, Adrian Grenier, Olivia Wilde, Jesse Eisenberg, Sophia Bush, Hayden Panettiere, Jeremy Davies, Tim Daly, and Harold Ramis. Named "One of the Top 10 Destination Film Festivals in the World" by MovieMaker magazine, the festival draws thousands of film fans and hundreds of filmmakers for four amazing days. Film Incentive Bill Moving Through State Legislature
|
House Bill-1180, Criteria to Qualify for a Performance-Based Incentive for Film Production Activities in Colorado, changes the criteria required of a film production company to qualify for a performance-based incentive for film production activities in Colorado, and it expands the definition to include television commercials. The changes included in HB-1180 are designed to make the incentive more usable and thus attract more film and television work to Colorado is moving through the state legislature and should wind up on Governor Ritter's desk within a few weeks.
The bill has been approved by both the House of Representatives (by a vote of 46-18) and the State Senate (by a vote of 27-8). The bill is now on it's way back to the House of Representatives for a final vote to affirm a small change in the bill that was made as part of the bill's hearing in the Senate Business, Labor and Technology Committee.
It is expected that the House of Representatives will vote on the Senate amendment in early April and if approved, the bill will then be sent to Governor Ritter for his signature with the changes taking effect on July 1, 2010.
Representative Tom Massey, Representative Cheri Gerou and Representative Joe Rice carried the bill in the House. As part of the final House's approval approval, the bill gained seven additional co-sponsors in the House. In the Senate Senator Nancy Spence and Senator Dan Gibbs carried the bill where it picked up an additional 13 Senate co-sponsors. |

The Hall of Fame Award, originally established in 2006 by the Colorado Film Commission, recognizes and honors individuals for their extraordinary work in feature films, television, cable, commercials, still photography, interactive media or video game design. These exemplary individuals merit recognition for their long-term service, accomplishments and leadership, and vision in these industries. The first winner of the award was photographer John Fielder. The induction ceremony was hosted by Lt. Governor Barbara O'Brien and took place on Sunday, March 7, during the Denver Film Society's Party with Oscar® at the Museum of Contemporary Art.
The individuals were chosen through a process that included an advisory committee selection and nomination followed by voting among their peers and leaders in the industry.
Donna Dewey
Donna Dewey is an Academy Award winning filmmaker who has been writing, producing and directing documentaries, commercials, series, industrials, and theatrical films for over twenty years. Dewey's documentary, A Story of Healing, filmed in the Mekong Delta of Vietnam, won the 1997 Academy Award for Best Documentary Short. Her film, Chiefs, won the documentary competition at Robert DeNiro's Tribeca Film Festival in New York City, and received a national broadcast on the PBS series, Independent Lens. Dewey also co-produced Reading Your Rights, which garnered an Emmy nomination. Dewey's numerous documentaries have been broadcast and distributed by PBS. Her films have been invited to and have won awards in film festivals around the world, including Russia, Italy, France, and Spain, as well as numerous festivals in the United States. In 1984, Dewey and her business partner Rock Obenchain formed Dewey-Obenchain Films. The company has a reputation for high quality commercial work backed by numerous awards, including Clio nominations, Tellys, and Alphies. Dewey has collaborated on four feature-length screenplays with her mentor, the late British director Jack Clayton (who is best known for directing Room at the Top, The Innocents, The Pumpkin Eater, The Great Gatsby, and Momento Mori). She has also produced several narrative feature films including Skills Like This and Looking For Sunday. Skills Like This was the Audience Award Winner at the 2007 South by Southwest Film Festival Dewey is a member of the Independent Feature Project, International Documentary Association, Colorado Film/Video Association, New York Women in Film, serves on the Board of Directors of the Denver Film Society, was named 2000 Colorado Businesswoman of the Year, is a 2004 Girl Scout Woman of Distinction, has served on the Colorado Governor's Film Commission Advisory Board, and has been appointed by Denver's Mayor John Hickenlooper to serve as Chair of the Denver Commission on Cultural Affairs.
Stephanie Two Eagles
Stephanie Two Eagles has been involved in more film, television and commercial productions that probably anyone in the history of the Colorado film industry. She joined the Colorado Film Commission in 1978 as a student intern and was subsequently hired. She has worked on thousands of projects as location/marketing specialist.
In 1991, she created Colorado Camera Ready, a two-day certification program for communities wanting to attract production to their areas. Over 200 community representatives throughout Colorado have been trained to establish and operate local film offices through the Camera Ready seminars. Two Eagles was asked to manage the Colorado Film Commission in December 2000. In March 2003, funding for the Colorado Film Commission was eliminated due to a state budget deficit. In August 2004, Two Eagles retired after 26 years with the Colorado Film Commission. She served on the Boards of Directors of Association of Film Commissioners International, the Denver Film Society, and the Colorado Film and Video Association, as well as on advisory boards for the Colorado Film School, the Digital Animation Program at the University of Colorado at Denver and the Art Institute of Colorado. Since her retirement from the Film Commission Two Eagles has joined the ranks of Colorado's film producers. She has help to produce two short films Her Life Is My Teacher and One Story.

REI to host the 3rd Annual Spirit of the Outdoors Film Festival (SOFF) |
 The Spirit of the Outdoors Film Festival is a community style event which encourages outdoor enthusiasts to share what inspires them through film. The festival will be held on Saturday, April 17, 2010 at 6:00PM in the Community Room at REI in Boulder, Colorado. All skill levels are welcome to bring their stories of adventure, nature, stewardship, travel and more to life on the big screen at REI. Filmmakers ages 12 and up are encouraged to submit videos - up to 5 minutes long - showing why they love the outdoors and how they experience it. Novice filmmakers seeking to fine tune their skills can take instructional filmmaking classes with sponsor, Boulder Digital Arts. There is no fee to submit a film and no fee to attend SOFF. REI and their non-profit event partners want to reward people with a zest for the outdoors. They have secured fantastic prizes for finalists screened at SOFF and even some for audience members! Bloom - A Gathering Animation Powerhouse |
 There are more and more talented media folks who want to live in Colorado and BLOOM has been attracting many of them to their burgeoning animation studio.
Most recently, Ed Kramer, former Senior TD and Sequence Supervisor at ILM, joined BLOOM as Chief Technical Director. With Ed on board, Bloom has greatly expanded their studio's prowess in the realm of CG, through his twelve years at ILM and multiple big budget Hollywood film credits. Kari Brown joined BLOOM as Vice President of Operations and Producer, bringing her 18 years of large scale, media production experience to round out this small but highly capable Denver based team. BLOOM is also representing Jason Schwartz, a Cartoon Network's Adult Swim lead animator, and Jared Beckstrand, a character animator and veteran of Disney blockbusters including Treasure Planet and Tarzan. BLOOM's directors and artists now span the gamut from 2D cell talent to full CG character animation capability. The San Luis Valley sits atop the Rio Grande Rift, a split in the crust of the Earth where the sides are pulling away from each other. If the Valley floor were excavated, bedrock would be down about 30,000 feet, making the actual bottom of the Valley close to 4 miles below sea level. Over millenia, the mountains surrounding the Valley have eroded away, filling in the hole with rock, sand and earth. Quite a few streams flow into the Valley, only to sink into the ground before they go very far. The only surface water to leave the Valley is the Rio Grande flowing to the south along the crack named for it. There is a huge water aquifer under the valley and below a certain depth; all of it is hot. The San Luis Valley is full of dramatic and historic locations; a perfect setting for your film, video or still photography shoot. CFVA's New iPhone & iPod Touch Application - Colorado Crew |
 The Colorado Film & Video Association, in conjunction with Denver's OPTIMUM Software Corporation, has released the first version of a downloadable database of Colorado production crew contacts for the Apple iPhone and iPod Touch. With this release, Colorado becomes one of the first states in the country to offer an iPhone ready production crew database.
Available free of charge in the Apple iTunes store, the application requires about 3MB, and makes the complete Colorado production database resident in an iPhone so that it can be used in distant locales, without Internet connectivity! Data for the Colorado crew application is refreshed each quarter, and is taken from the CFVA's Colorado Production Resource Guide listings (visit cprgonline.com for information about listings).

19th Annual Aspen Shortsfest Showcases 100 movies in Six Days -- April 6-11 |

Aspen Shortsfest is considered one of the world's premier international short film and video showcases for the trend-setting art form: the short. Aspen Shortsfest's centerpiece, the six-day Oscar®-qualifying International Competition, offers a lively, thought-provoking, and humorous selection of drama, comedy, animation and documentary - all 30 minutes or less.
The jury for this year's festival includes acclaimed actress Meg Ryan, producer Sarah Siegel-Magness, feature screenwriter David Arata and Academy Award-nominated documentary filmmaker Daniel Junge.
In addition to its best of category awards, Aspen Shortsfest will introduce Creative Consultations, professional opportunities for a selection of winning Shortsfest finalists who demonstrate artistic distinction in writing-directing, documentary, editing, and cinematography. Durango Filmmakers Have World Premiere in California |
Two Durango filmmakers, John Sheedy and Scot Davis, debuted the World Premiere of their newest film, The Tijuana Project, at the Cinequest Film Festival in San Jose, CA to full-houses recently. The Tijuana Project is a documentary film about the people who pick through trash at the Tijuana, Mexico Municipal Garbage dump for survival, and the lives of six children who live next to this immense mountain of trash. The film played twice during the Cinequest Film Festival to sold out houses of over 350 audience members both nights. During the festival, John Sheedy and Scot Davis were presented with the Kaiser Permanente Foundation's Thrive Award for excellence in a humanitarian project. The Tijuana Project was the only film presented at Cinequest to win an award prior to the festival's competition. The Tijuana Project recently showed at the Durango Independent Film Festival, the San Diego Latino Film Festival, The Byron Bay International Film Festival (Byron Bay, AUS), and the San Francisco Latino Film Festival.
