BREAKING NEWS: CARRIAGE HORSE DROPS DEAD ON 54TH ST.
A resident of this neighborhood notified us of this tragedy, which occurred this morning. I checked with Mid Town North Police Precinct and they were very unhelpful and disinterested. We are asking for an investigation of this incident. Healthy horses do not drop dead on the street. This is so very tragic.

The more things change, the more they stay the same. That's the way it seems in the aftermath of a second sham hearing in five years - a hearing that was held by Community Board 4 on Wednesday, October 19th. What I say below may sound defeatist. But it is simply a reality that you all should know. This is not an easy fight - and we are not defeated at all. Disappointed maybe - but definitely not defeated. We are in this campaign to win it. And we continue on.
For a little background -- in September, I was contacted by one of the Transportation Committee members of CB 4. I was told that they were considering endorsing the Avella/Rosenthal bill and was asked to make a statement and mobilize people to come out in support. I was leery although I wanted to support this. In 2006, CB4 held a similar hearing, which turned into a sham. They ended up recommending to the City that a dedicated lane for carriage horses be created. This, in a neighborhood (9th and 10th Avenues) where traffic is so crazy that the cars make their own lanes -- I have seen five in addition to the parking lane. This is what the industry wanted.
I have been sick but recovering from a serious illness and was not able to attend the hearing, but heard from many people the next day. For starters, the agenda was changed at the last minute. Instead of the Avella/Rosenthal bill, the co-chair, Jay Marcus, announced that they would be hearing testimony on the "improvements" that were made since the industry bill - Intro 35A - was passed in 2010. Since we know that the industry bill was bogus, written to benefit the drivers, not the horses, I would not have encouraged people to attend. This was truly an ambush and a terrible waste of people's time, besides being very unprofessional. Who was Marcus pressured by -- the industry? the Teamsters?, Christine Quinn? At the last minute representatives from the offices of Rosenthal, Avella and Glick decided not to attend because of this change.

Even the ASPCA acknowledged that the main goal of the industry bill was "increased financial benefit for the drivers and owners."
THERE'S A REASON WHY THEY ARE CALLED THUGS

These are some reports I got back from the activists who attended the hearing.
- There was an industry person named Conor sitting next to me who was making nasty remarks to me the whole time. When someone said that you were ill, he said "good." I looked at him and said "and you accuse US of being anti-human. What a lovely gentleman you are. Clearly you not only don't care about animals, but you don't care about people, either." Prior to that, he kept turning to me and saying "you don't care about people." I was glad I was able to say "I've been a registered nurse for 32 years and have devoted my entire adult life to helping people." (I love it when they bait me like that). He kept saying things like "you're the scum of the earth," and "you're a dog." I said "thank you for the compliment. I love dogs. They are wonderful creatures." I went up and told Jay, after the meeting, about Conor's behavior. He just smiled and said " Connor? Really? I'm surprised. OK, I'll talk to him.
Another person said:
- Drivers turned out in force. Many were behaving badly, skulking around and sneering and insulting us up in our faces, though not necessarily loud enough for the chair to hear (or to identify who was talking). Example: one driver walked past me, stopped and said "crazy bitch!" though it wasn't clear if he was speaking to me or referring to the female speaker. Many stared us down in an attempt to unnerve us. One got in my face and said in a sickly sweet voice, "Hi, how are you?" He repeated this with another observer; the young lady beside me seemed terrified. Another driver interrupted whoever was speaking to tell me repeatedly that I am crazy and should "take my meds."
- As Demos Demopoulos of the Teamsters union walked down the hallway on his way out, he made a point to mention Jimmy Hoffa (guess Demos' feathers were ruffled by the speaker who pointed out that the union representation is a sham and that the drivers don't have health insurance--a point that was noted by several of the board members). When a young lady said she would read your written testimony on your behalf, loud boos erupted and drivers called "time's up" or such. The board chair budged just a bit, saying that she could only read a paragraph or two and then she would have to leave the written testimony for them to review later. I didn't see all the speakers, but the point is--the intimidation tactics were very real.
Another person shared this abut the testimony of one of the "top" people in the driver's association:
- It was embarrassing...I actually ALMOST felt badly for her. It was a complete on the defensive, reactionary speech, and some of it was directly in reaction to me and what my speech had referenced, in particular, she mentioned that I had called the stables "warehouses." Essentially, she gave an angry tirade against the animal activists who spew lies, such as "calling our stables warehouses," and she even went into character assassination saying that our "motives" are disingenuous and something to the effect that all our testimony was bullshit and not for the right reasons. The guy who was leading the board committee scolded her and said that it wasn't right for her to attack us in that way and claim that our testimony and motives were false and he even said that he thought that everyone that had spoken from our side clearly believed in what they had said and were speaking honestly.
- Also - one board member told of a driver whose horse spooked, the driver was tossed and broke his leg; he had no health insurance and was out of work for a year. It was difficult to hear but the board member repeated that the driver sought reemployment but the stable apparently did not want to take him back. The CB member said that has always stuck in his mind and troubled him.
Someone else reported about this same "top" person:
- One of the women on their side told the woman from Friends of Animals to drop dead during the meeting. But of course she had said it when there was a lot of noise". I said to her 'what did you say?' And she said mind your own business.
INTIMIDATION TACTICS ARE NOTHING NEW
Intimidation tactics are nothing new to these people. The NYC Bar Association held a program on the carriage horse issue in 2009. I was invited to speak along with other members of the animal advocacy community. But the DoH was also represented and the Association tried to get someone from the carriage industry to speak. They declined. Instead, they stood outside photographing everyone who went in trying to intimidate them. It did not work.
In 2008, we planned a fund raiser at a local restaurant in midtown. It happened to be Irish owned. We explained to the owners exactly who we were and he was OK with it. But two weeks before the event, he canceled because the drivers had warned him not to host our fund raiser. Some time later, a church on 60th and Amsterdam was hosting a photography show, which benefited us and a horse rescue. The church was also lobbied by the industry to close the show. They did not.

Every media poll that I have seen done in the last five years revealed at least 3/4 of the respondents favoring a ban of the horse-drawn carriage industry. These are a few. I recall one from Am-NY also that had an even larger percentage but I have not been able to find it on AM's web site. .

WHERE ARE WE IN THIS FIGHT?
we are in it to win it
WE ARE NOT GIVING UP THIS FIGHT TO SAVE THE HORSES! We started this campaign in 2006 when people said it could not be done. They said "you will never get a ban because the industry has a lot of political cover. " Well we have certainly seen that over the years. But campaigns generally take a while and we all knew that going into it. We are in this to win it and in the last five years, we have made a tremendous impact on this issue.
The present administration heading by Mayor Bloomberg favors the carriage industry. It is odd considering that his daughter is an equestrian and is apparently in favor of a ban. Speaker Christine Quinn is indebted to the Queens Democratic Party, which has always supported the carriage industry and has a lot of influence. They run NYC like it is their personal fiefdom, ignoring the will of the people. They forget it was supposed to be a democracy.
We are waiting until a new mayor takes over in 2013 and we hope between now and next year, a good candidate come to the forefront.
