NYC CARRIAGE HORSES - AREA & TIME RESTRICTIONS
Please commit to memory and help us find violations
times square Carriage horses may be worked in the area around Central Park until 11:30 at night. - Monday through Saturday. On Sunday, it is 7:00 PM. The existing legislation can be found under this section of the administrative code: 20-381.1 Area and time restrictions on the operation of horse drawn cabs. In addition, the drivers can work their horses until 3:00 AM when they must be back at their stables.

What often happens is that the drivers come into the Times Square area much earlier than 11:30 because no one enforces this law. The NYPD look the other way and the ASPCA officers are few in number and often not working in the evening. If you see a violation - or even if you think it is a violation - PLEASE contact us at coalition@banhdc.org. It is only with your help that we will eventually make a difference. Please include the following information:

  • 4-digit license plate number on back of carriage
  • time of incident
  • exact location of incident - i.e. north/east corner of 43rd St. and Broadway
  • REMEMBER - not allowed to work In the Times Sq. area before 11:30 PM Monday to Saturday and 7:00 PM on Sunday.
  • It is generally during the week that you will see violations
  • TAKE PICTURES
  • If possible - take a picture of the DRIVER and the HORSE .
  • If possible (it is difficult) get the 4-digit engraved hoof number on the left front hoof.

78.8% OF RESPONDENTS WANT A BAN ON HORSE-DRAWN CARRIGES
yet another poll confirms earlier ones
In every media poll that I have seen at least three quarters of the respondents have voted YES for a ban on horse-drawn carriages for tourism. The recent poll, which was part of an article "Pamela Anderson Wants to Rescue Horses in NYC," is no different. The result of this poll as of Saturday morning, May 28th is: of 90,408 votes, 71,280 voted YES in favor of a ban - or 78.8% and 19,128 voted NO against a ban - or 21.2%.

This poll confirms the results of other polls - Crain's NY Business; AM-NY; WCBS TV.

JUNE 4TH PRESS CONFERENCE & RALLY TO BAN HORSE-DRAWN CARRIAGES
Senator Tony Avella to introduce new bill to ban hdcs
bright lights New York State Senator Tony Avella recently introduced a new bill into the State Senate to ban horse-drawn carriages in New York City -- S5013. Assemblymember Linda Rosenthal introduced a companion bill into the Assembly -- A7748. The bill amends the NYC Administrative Code and is essentially the same as the historic bill, then-Council Member Avella introduced into the City Council in 2007. While the public and many tourists wanted to see that bill passed into law, it did not go anywhere largely due to our Mayor and Council leadership, which backs the small but politically connected carriage industry.

Please join the Coalition to Ban Horse-Drawn Carriages and other horse advocates for a press conference on Horses Without Carriages International Day to introduce this bill and rally for the horses:

  • WHEN: Saturday June 4th at 12:00 Noon
  • WHERE: north/west side of Central Park South and Fifth Avenue
  • WHO: Tony Avella, Linda Rosenthal + others
PLEASE come out and stand in solidarity with Tony, Linda and other activists for the horses. We need to show our legislators the strong support there is for this issue. (Photo: Donny Moss)

The Senate bill is known as S5013 -- PROHIBITS THE OPERATION OF HORSE DRAWN CABS IN THE CITY OF NEW YORK. This is a link to the Senate web site so you can read it for yourself. Click Here. Please contact your State Senator to ask that they sign on to this bill. Please also contact your Assemblymember to support the Assembly bill.

WHAT I FOUND IN THE GUTTER
"My mare is petrified" - but I don't care
garbage This was found in one of the pro carriage horse pages on Facebook. We have a screen print in case they decide to take it off. "My mare is petrified being hitched of the carriage nor does she have the strength, but I will openly be pushing trail rides off her like I usually do :)"

Nice people - huh? The truth comes out when they think no one is watching. (photo: Donny Moss)

COZUMEL - PLEASE HELP THESE HORSES
Please send one e-mail
cozumel dwg. The activists from Cozumel in Mexico have not gone away. They had a set back recently when the new mayor allowed the carriage drivers to continue to work, ignoring their own laws. But the campaign continues. Jennifer, a woman from the US, has joined the campaign against this very inhumane tourist trade. After visiting Cozumel and hoping for a nice peaceful vacation, she came face to face with the horses. Seeing how they looked, she could not forget them and has started her own campaign.

Please take a moment to send Jennifer an e-mail - cheapdogbath@aol.com - She is collecting e-mails to be presented to the mayor when she returns in July of this year. Let her know how this is a very inhumane industry and should be abolished. This is a link to her blog Stop Horse Abuse in Cozumel. The drawing here is by Chloe, an eight year old.

YOU HELPED RESCUE THREE EQUINES
Central New England Equine Rescue helps three horses escape slaughter
ponies Cneer I recently put out a plea to help Central New England Equine Rescue, a rescue in Massachusetts, save some equines from the slaughter truck. Thanks so much for your excellent response. Because of your generosity, CNEER was able to save two ponies - now called Ebony and Olivia - and one gelding, now named Pilgrim. All horses are receiving antibiotics but are expected to be OK. One additional pony and a pregnant mini were saved by others.
