Missing in action - the law is not being enforced
The law states: � 17-330 Regulations
g. Carriage horses shall not be at work for more than nine hours in any continuous twenty-four hour period. Riding horses shall not be at work for more than eight hours in any continuous twenty-four hour period. Rest periods for carriage horses and riding horses shall be of such duration and at such intervals as the commissioner shall prescribe, but rest periods for carriage horses shall in no event be for less than fifteen minutes after each two hour working period, and the time of such rest period shall be included in calculating the number of hours the horse has worked in any twenty-four hour period. During such rest periods, the person in charge of such carriage horses shall make fresh water available to the horse.
At our demo on December 4th, we noted that there were no ASPCA officers on site. The horses were being worked continuously -- round and round the park -- finished with one ride, begin a new one. The 15 minute break is obviously not being enforced? Many horses looked exhausted. The Christmas season is the busiest time of the year for this trade. By January, many of the horses will be ready to go to auction.
I complained twice about this to the ASPCA and to the Department of Health, but have been ignored both times. Again yesterday, December 11th, there were no ASPCA officers at the hack line and the horses were being overworked. There were so many people that they were fighting with each other to get into the carriages.

Suffering of carriage horses continue - 12/3/2010 -- This is an excerpt from the blog: After many years within animal rescue work, I am convinced that some of the worst cruelty I see here in Jakarta is that inflicted on the carriage horses. The owners of the horses hardly have any idea how to care for the horses that provide them their daily livelihood. The horses work hard to feed the owner, not the other way around. The owners just want to avoid any expenses and workload and still use the horses to run and pull the heavy carriages in the streets of Jakarta. Cruel? It sure is. Suffering? This is pure suffering.
The carriage horse owners in Jakarta are aware that JAAN is providing free veterinary care and as they have no idea where else to go to, or how to treat their own horses, JAAN receives phone calls weekly about horses in trouble. Unfortunately, most of the treatments we provide are for things that could have been avoided if only the owner knew better how to care for its own horse.

This is Monty and Teddy. They are rescued former Boston carriage horses now living the good life at Central New England Equine Rescue in Massachusetts. I know that some of you will say it is disrespectful and undignified for a horse to wear decoration. But believe me -- if they did not want to participate in the festivities and fun at the farm the other day, they would not have. NEW JERSEY BEAR HUNT
a shameful tragic week
This newsletter mostly deals with the carriage horse issue -- in NYC and around the world. But this has been a shameful week for New Jersey, which allowed the government sanctioned slaughter of bears all so someone could get a trophy head on their wall or a bear rug on their floor. Do I even have the same DNA as the low lives who participated in this? I hope not. They are truly a primordial species. The hunt ended on Saturday. I am almost at a loss for words to describe how terrible it was and how it affected me. And there was nothing to be done to stop it. But I am so proud of that special group of people called animal rights activists - the people who not only made the calls, but especially those who protested at the weigh stations every day of the hunt, speaking out for the voiceless bears. You are the best! We cannot give up. That is what the primordials are expecting.
