for NYC's carriage horses
Happy Halloween to everyone -- and the end of October! November moves quickly into Thanksgiving and then on to Christmas and New Year's. This season provides the most income for the carriage drivers. Tourists come out of the woodwork and wait on line for hours to take a carriage ride. Horses are exhausted. According to law, the horses are supposed to get 15 minutes break every two hours. � 17-330 Regulations. g,
...rest periods for carriage horses shall in no event be for less than fifteen minutes after each two hour working period, and the time of such rest period shall be included in calculating the number of hours the horse has worked in any twenty-four hour period. During such rest periods, the person in charge of such carriage horses shall make fresh water available to the horse."
I have never seen the ASPCA officers enforce this provision.

Adnkronis International - Italy: Minister calls for horse-and-carriage ban in capital
Rome, 25 Oct. (AKI) - Italy's minister of tourism on Monday said she was lending support to a grassroots campaign to rid Rome of horse-drawn carriages, claiming they violate animal rights and damage the image of the Italian capital.
Horse-drawn-carriages are used by tourists who can pay hundreds of euros for a tour around Rome's historical monuments.
Opponents of the ban say it would cost the jobs of the horse's owners, many who have been carrying on a generations-old family business.
Michela Vittoria Brambilla (photo) says she agrees with a coalition of organisations trying to rid Rome of the business.
Tradition is no excuse for permitting what she considers animal cruelty, Brambilla has said.
"Love and respect for animals and their rights...makes it unacceptable to allow the survival of a tradition that permits the exploitation of animals...The world judges us for how we treat them," conservative tourism minister Brambilla said.
An amalgamation of activist groups on Monday were due to give Rome mayor Gianni Alemanno a petition with 5,000 thousand names that calls for the end of the horse and carriages.
Brambilla, a close ally of prime minister Silvio Berlusconi, has also called for an end to the central Italian city of Siena's famous Palio horse race. Many horses have been killed in the annual races held in July and August, which date back to the Middle Ages.
A recent survey in La Repubblica Roma asked if the Botticelle should be banned from Rome. The results were: 85% voted yes; 14% voted no and 1% did not know. Anytime a poll is done in NYC, there are similar results.

Unfortunately, it also has carriage horses - yet another place where horses are treated badly, with disdain. Activists in Cozumel are trying hard to shut down this industry.
