WHY WE MUST CONTINUE THIS FIGHT
You can't give up on the horses
King By nature I am a very impatient person. I can't help it. I refuse to wait on lines and will do so only if I have something to read and can zone out. I get nuts if I'm stuck on the phone pushing buttons and waiting to speak with someone. Waiting is anathema to me -- with most things. But I have inordinate patience for this issue -- closing down the horse-drawn carriage industry - because i understand it. I always knew it would not be easy and have told people that time and again hoping that they would understand. Organizations like PETA gave up in less than two years for their own reasons. Much too premature. And very naive. Anything worth while often takes a long time to achieve. Most animal bills introduced into the state legislature took many years to finally get passed into law. It is not fair to the issue to give it a few years at best and drop it ... to be fickle. We are in this to win it - in it for the long haul. The abolition of human slavery in the US took years to happen. But the fight continued and picked up speed until it culminated in the 13th amendment. Morals change with the times and the fight to abolish horse slavery is ongoing but we will succeed because it is a moral issue and right is on our side. This is an issue that is being heard around the world in an international coalition we began in 2008. We are building the foundation now for the end of the industry. Remember this was not an issue in the winter of 2005 -- but it is now -- because of all of us.

I understand the political situation in NYC all too well. Make no mistake about it - politics is dirty. It is all who you know - not whether the issue is just and ethical. It is about spin and appearance - not truth. Money equals power. The fate of legislation is always in the hands of the Council Speaker - regardless of who it is. It is the nature of this position. Unfortunately, the current speaker, Christine Quinn, is also anti-animal and happens to be a staunch supporter of the carriage industry. She owes her position to the late Tom Manton, former council member and congressman and very powerful head of the Queens Democratic party, now headed by Joe Crowley, whom he picked to succeed him in Congress. The genesis of that support has its roots in Irish politics and Tammany Hall. In the late 1940s, former Mayor, Irish born William O'Dwyer, gave 68 horse carriage medallions to his cronies. The O'Dwyer name has continued to have weight in politics. Still, how can one small industry have so much clout? Every online poll I have seen about the industry has resulted in over 70% of the participants saying they want a ban of the industry. But this is raw, real politics. This is the people -- not the City Council. Club house Tammany Hall style politics plus the Teamsters Union -- all bullies. Couldn't get any slimier.

But let's be real about the political situation. Speaker Christine Quinn decides what will be put up for a vote and what will pass. It is generally known before hand if a bill will pass and be signed into law. Council hearings are required by law, but they mostly do not make a difference since the desired result is already known. Council members like to pretend they have power - but they don't. This is not a democracy and let's not fool ourselves into believing that it is. A City Council member does not take action unless blessed by the Speaker. Brave outspoken members run into problems and become ineffective. But should the fact that they are not independent let them off the hook? Absolutely NOT. They are still accountable to the public who voted them into office. They earn $112,500 of tax payers money annually. And it is a PART TIME job. Plus - many get tens of thousands in additional compensation or "lulus" while serving as chairs of committees. They need to listen to you and to be held accountable.

The worst thing we can do is to give up - to give up on these horses who need us. Please let this be your challenge. This is why I keep asking all of you to continue writing to the mayor, council speaker Christine Quinn, your council members and the head of the tourist agency. You must let them know that the horses have a constituency. To do less is to fail them. The legislators may not do anything anyway -- but they surely will not do anything if they believe their constituents do not care and have never let them know how they feel.

weary horse One of the most important things to remember is that you must not allow any of the elected representatives to assume you have given up on this issue. You do that -- and the opposition wins. Continue to let the City Council know that you want to see the carriage industry end -- they should hear from their constituents. They must earn their salary. Since all the power lies with the Council Speaker, Christine Quinn, I ask you to reach out to her in a polite way. A majority of council members could sign on to Intro 86, but if Quinn does not support it, it will go no where. She needs to continue to know that the horses have a constituency. Don't let her off the hook.

This industry is inhumane for the horses, but also a safety issue for people. In addition, if the classic cars became a reality, the drivers would have better paying and more secure jobs. How can she be opposed to that? She claims that she does not want to see 300 families lose their means of support. But the classic car industry would provide union jobs with benefits to the drivers and real investment opportunities to the owners.

  • Send your council members the article about the tourist killed by a spooked horse in Salzburg. This is a safety issue and it is only a matter of time before a human death occurs in NYC.
  • Snail mail letters are preferred -- personal meetings with the Council Member or their legislative aide are even better.
PLEASE make a commitment to the horses to send your letters off this week. If not you -- then who?

You can address such issues as the industry being a blot on NYC's image; how Central Park South smells bad; how it is inherently inhumane; how it is dangerous and an accident waiting to happen. Because of their size and physiology, horses are unwitting weapons. They can spook easily and cause a lot of damage. Recently, an accident in Iowa involving carriage horses resulted in the death of one woman and injuries to 25 others. Just last week, a tourist was killed by a spooked carriage horse in Salzburg, Austria. It is only a matter of time before it happens here. If you do not live in NYC, say that you will not visit the city - or how you have avoided the area if you have visited. Also say that the new legislation did not do anything to help the horses - that it was mainly about giving the drivers a raise. Horses are still deprived of water in Central Park in the winter months and their stalls are less than half of what experts suggest.

TOURIST KILLED BY BOLTING CARRIAGE HORSE

austria horses Tourist killed by bolting horse - Austrian Times - 8/8/10 - A French woman suffered fatal head and chest injuries when a bolting horse charged into her on Saturday, it has emerged. Officials in Hinterglemm, Salzburg, said today (Mon) the 73-year-old - on holiday with her husband - died in an ambulance on its way to a nearby clinic after the dramatic incident. Police said the 16-year-old Haflinger pulling a carriage driven by a local pensioner, 67, had bolted and galloped over the woman standing on the sidewalk watching a local customs procession. It is not known what caused the horse to start nor whether the uninjured animal will be put down over the accident. This incident comes after a series of accidents involving Fiaker horse carriages in the federal capital Vienna. A Fiaker driver had to be hospitalised after he was run over by his own carriage earlier this year. The man got off his parked vehicle when his two horses bolted. The animals, reportedly startled by a passing tram, trampled over the man before coming to a halt after a few metres. An unnamed horse carriage raced through the Viennese city centre in another incident after being stirred up by the sound of a skateboard. The driver gave chase in a colleague's carriage. Two parked cars were damaged before the carriage was eventually halted after its one-kilometre ride. Horse carriages are a popular feature of local processions and traditional events, while thousands of tourists take them for a ride through the picturesque city centres of Vienna and Salzburg every year.

BOLTING HORSE CAUSES PANIC

Bolting horse causes panic in Old Quebec 8/11/2010 - QUEBEC - A bolting horse caused panic Wednesday afternoon on the streets of Old Quebec when it raced out of control and hit a car. Police said the young horse was likely scared by a truck and ran away from its caleche post. "The horse took the bit between its teeth near the Chateau Frontenac and circled around in the streets for a few minutes," said police spokeswoman Christine Lebrasseur. She added the horse caused damage to a car before being eventually stopped. No one was in the caleche, a two-wheeled carriage, when the horse bolted and Lebrasseur said no one was injured. Police have launched an investigation to determine if the caleche owner was negligent or if it is simply an accident. The horse, which had not often been to the old town according to police, is being treated for leg injuries.

Say NO to horse slaughter in Canada
There were two recent incidents in Quebec involving carriage horses. In early August a horse collapsed and died from heat exhaustion. Just last week another horse spooked and bolted, running into a car. Canada is also the home of several horse slaughter plants. Many of the horses from the US end up in the Canadian slaughter houses. Join Canadian activists in a protest against slaughter and the caleche industry.
