A state proposal to make far-reaching amendments to oil and gas regulations governing Marcellus Shale gas development indicates stronger rules are needed to protect Pennsylvania's surface and groundwater resources.

 

But it's too early to tell if the more than 100 proposed changes in a 23-page draft "concept paper" from the state Department of Environmental Protection will eventually provide those protections, environmental groups say.

 

The document is the first step in a regulatory rewrite, required by last year's Act 13 amendments to the state's 1984 Oil and Gas Act, and was circulated to the DEP's Oil and Gas Technical Advisory Board earlier this month. The five-member board, appointed by the governor, has scheduled public meetings Sept. 17 and Oct. 15 in Harrisburg to review as-yet-to-be-completed regulatory language based on the proposals.


Testimony To DEP For Williams Central Compressor 8/28/12

"I thank DEP for the opportunity to comment about the Williams Central Compressor , aka the Williams Midstream Central Station per Williams prefile application with FERC. I ask DEP to inform FERC that this compressor station will be part of, the start of, the proposed 30 inch transmission FERC 
Project, the Constitution Pipeline. FERC rep Charlie Brown told me Williams had stated this station is not part of the Consitution Pipeline project. DEP permitted this 54 acre site originally with a GP-5 for two engines, a minor air source permit, yet Williams intends this site to be the first compressor on a 120 mile FERC regulated 30 inch transmission line. This is 
segmentation. I ask DEP to do their own analysis of the green house gas emissions Williams has projected for this compressor. I ask DEP to require an air pollution 
dispersal study, using EPA's model to conduct such a study. I thank DEP for planning to do a year long air quality study in Susquehanna County, and ask that you add an OZONE monitor into this study. I thank DEP for issuing ozone air quality alerts for Wilke Barre/ Scranton as of August 1, 2012. I would like an ozone monitor in Susquehanna County as we are slated for 26 
natural gas compressors, which will add to our ground level ozone 
significantly. Ozone as you know presents serious public health risks. I ask DEP to perform an aggregate air study for the Northeast region as it has done for other regions considering our area is an active shale area with air impacts from increasing numbers of compressors, flaring and well pads. 
I think the air study DEP plans for Susquehanna County is a good start, 
and would ask for a permanent regional air quality monitoring station as we have many new sources of air pollution itemized in TONS PER YEAR in every air quality permit issued by DEP for every compressor for : VOCS, NOX, SOX, 
HAPS. I would like to see DEP to keeping a rolling total for all the aggregate air pollution you permit for our breathing air for the natural gas industry by DEP region. Add up all the tons per year from all the air quality permits you issue for all categories of air pollution known to cause public health risks. 
I would like to point out we learned from Williams Lathrop Compressor 
explosion last march no agency has oversight for PUBLIC SAFETY in pipeline gathering line accidents. In Class 1 rural areas, FERC regulated like the Constitution Pipeline project, no provisions are made for public safety or routine inspection. In both cases the operator Williams has sole oversight over 
pipeline safety. Additionally pipeline fatalities in Class 1 areas of High Consequence -rural areas- the operator does not need to report pipeline related fatalities. Is no one to be accountable to us for our safety? Will DEP 
contintue to issue permits for compressors knowing there is no oversight 
and accountability for public safety?"

"I think I may have a film of silica on my pond. Cabot is fracking on top of the ridge behind my house...about 3000 feet from me. My neighbor called to tell me her husband noticed the strange film on my pond this morning. It does look like sand...but there is also a strange sheen. Maybe it is from the stuff industry is spraying on my road as there is runoff when it rains.

I do not know what to do: call DEP? EPA? Cabot?

Reliquary

Reliquaries are the containers that store and display religious relics. Since the relics themselves were considered "more valuable than precious stones and more to be esteemed than gold," it was considered only  appropriate that they be enshrined in finely crafted vessels, or reliquaries. These precious objects constituted a major form of artistic production across Europe and Byzantium throughout the Middle Ages.

I have created this "Reliquary" to symbolically protect Pennsylvania's water and wild life from hydraulic fracturing, which poses extreme risks to our environment.  The Marcellus Shale drilling sites could mean the pollution and destruction of  many of our streams and rivers and the extinction of some of Pennsylvania's unique wildlife.

During the coming two decades, Pennsylvania will lose enough forest land to build a couple of large cities. The forest won't be lost in a single large chunk, but to thousands of small sites that are cleared to drill natural gas wells and connected with hundreds of miles of new roads and pipelines. Across Pennsylvania, 38,000-90,000 acres of forest will ultimately be cleared for wells seeking to tap the Marcellus Shale formation. Another 60,000-150,000 acres of forest will be lost for new pipelines.

Penn­syl­va­nia has a long his­tory of caus­ing long-term envi­ron­men­tal dam­age, for short-term gain.

My Reliquary is fabricated from bronze, brass and silver. The outside box is 4 3/8" square and 3" high. The sides and top of the box are pierced and hand engraved with swamp maple leaves. The medal which is "locked" inside the outer box is 4" in diameter and 2" high. The outside of the medal shows a tree frog sitting on a swamp maple branch in late spring. The inside of the medal depicts a bull frog dining on a dragonfly while sitting on lily pads. Under the frog, in the water, sits a crayfish with a sunfish. Everything has been hand fabricated. None of the pieces were cast.

Summary: Loop Hill Compressor Station (2 miles east of the big Barto sation) is moving forward, and Canoe Run Compressor Station has changed ownership from Chief to PVR. Please read below for details.

 
GP5-41-679: PVR NEPA Gas Gathering, L.L.C. (100 Penn Tower, Suite 201 & 202, 25 West Third Street, Williamsport, PA 17701) on July 25, 2012, for the construction and operation of seven natural-gas-fired compressor engines, each rated at 1380 brake horsepower and equipped with catalytic converters, two 125 million standard cubic feet per day glycol dehydrators with 2.0 MMBtu/hr reboilers equipped with a 5.0 MMBtu/hr thermal oxidizer, six produced-water tanks each rated 12,600 gallons, eleven 300 gallon compressor oil tanks, one 4000 gallon compressor oil tank, eleven 300 gallon lube oil tanks, one 4000 gallon lube oil tank, one 330 gallon used oil tank, one 2000 gallon glycol tank, and twelve 300 gallon methanol tanks under the General Plan Approval and/or General Operating Permit for Natural Gas, Coal Bed Methane Or Gob Gas Production Or Recovery Facilities (BAQ-GPA/GP-5) at the Loop Hill Compressor Station in Penn Township, Lycoming County.

41-00080A: PVR NEPA Gas Gathering, LLC (100 Penn Tower, Suite 201 & 202, 25 West Third Street, Williamsport, PA 17701) on August 7, 2012, issued a revised plan approval for a change of ownership of the Canoe Run Compressor Station facility from Chief Gathering, LLC to PVR NEPA Gas Gathering, LLC. This facility is located in Mifflin Township,Lycoming County. This revised plan approval contains all applicable regulatory requirements including monitoring, recordkeeping, and reporting conditions.

While Corbett and Krancer are busy slicing the DEP's budget, the number of Marcellus shale operations is only increasing. We must be vigilant to protect our community's health.

Make note (better yet - take pictures!) of any unusual or suspicious activity you see. Then:
  • For environmental emergencies, tell EPA, too. 
  • Finally, let RDA know so we can follow up and inform the community.
