In cities which were surrounded by a wall in the time of Joshua, Purim is celebrated on the 15th of Adar, as it was in Shushan, the capital of Persia. An example of such a city is Jerusalem. In Shushan, the Jews overcame their enemies and celebrated their deliverance one day later than in all other places.
All the mitzvahs of Purim which are observed on the 14th of Adar in other places, are observed in Jerusalem on Shushan Purim.
Those who live in a city where Purim is celebrated on the 14th of Adar do not recite tachanun and La-menatze'ach on Shushan Purim. These people should enjoy a more festive meal than usual, but they do not recite Al Ha-nissim or observe the other mitzvahs of Purim.
