Laws of the Fast of the Tenth of Teves
1. Fast days are intended as an opportunity for one to repent, improve his deeds, and make a spiritual reckoning. Commemorating the destruction, exiles, and suffering which befell our forefathers on these days should motivate us to return to G-d. Serving G-d with devotion can prevent further tragedies.
2. It is prohibited to eat or drink on a fast day. If one ate or drank, he must nevertheless continue the fast. This rule applies whether the person ate inadvertantly or on purpose.
One should not rinse his mouth or brush his teeth on a fast day. Someone who is very uncomfortable when he does not rinse out his mouth should consult with a Rabbi, regarding how he should proceed.
