Laws of V'sein Tal Umatar
1. We begin saying V'sein Tal Umatar in the Maariv shomonah esrei this Motzei Shabbos Dec. 5, 2009 and we continue saying it until Pesach.
2. If we neglect to say Tal Umatar, then if we become aware of the omission before concluding the Bracha Mevarech Hashanim, we may say at that place V'sein Tal Umatar and conclude the brocho. If we become aware of the omission after concluding the brocho we should continue the shemonah esrei and when saying the brocho shma koleinu, after the words rekam al teshivenu we say V'sein Tal Umatar.

A Torah Thought for Today
The oil of the menorah is relentlessly drawn to the wick, though it ends up being burnt by the flame. One must be drawn to HaShem, though at times he may appear to suffer monetary loss. Ultimately, he will not lose out, he will be rewarded abundantly.
