Chancellor Robert Birgeneau Chancellor Robert Birgeneau and other top UC Berkeley administrators, arguing that UC's campuses have evolved individual strengths over time, have proposed that campus boards take over some decision-making. The proposal, they said, is intended to start a public discussion of modern university governance.
