WavesFeds Deny Fishermen's Request on Wave Energy Permits
On October 16th, the Federal Energy Regulatory Commission (FERC) issued an order denying a request for rehearing its pilot permitting process for wave energy projects in the oceans, bays, estuaries and rivers of the U.S. The RFA and other members of the FISH Committee (Fishermen Interested in Safe Hydrokinetics) had requested a rehearing of the policy to include environmental review of the projects. In a 30-page ruling, FERC declared that it has the authority to condemn any area of the ocean in U.S. waters from the shore out to 200 miles and block off public access in favor of energy plants in the ocean. Another federal agency, Mineral Management Services, has also asserted authority over this area, setting up a jurisdictional conflict that will need to be settled by Congress...View full text    
Wildlife RefugePresident  Bush Amends 1995 Recreational Fisheries Executive Order
President Bush announced an amendment to Executive Order 12962 to ensure that recreational fishing shall be managed as a sustainable activity in national wildlife refuges, national parks, national monuments, national marine sanctuaries, marine protected areas and any other relevant area under federal authority.  This amendment attempts to quell the negative backlash directed toward the Bush Administration in response to the Islands in the Stream and similar proposals calling for the arbitrary closure of vast areas of US waters to recreational fishing... View full text
