BaltiMore here we come. At last count 55 Philadelphians will be attending next week's ISM National Conference. Several ISM-Phila board members will be among the attendees and we are all looking forward to representing ISM-Phila. The two Conference winners will be documenting their conference experience with photos that will be shared with the membership. If you are planning to attend the conference be sure to sign up for the Philadelphia "meet-up" that will take place on Monday, May 7 at the Pratt Street Ale House - 5:00 p.m. to 7:00 p.m. in Baltimore.

Each course is currently valued at $1,599 (member price) and $1,899 (non-member price) and attendees including proctors earn 21 continuing education hours. Just want to clear up a bit of confusion regarding proctors - proctors don't speak or present - they merely handle set-up in the classroom, sign in of attendees, pass out the course completion certificates and they attend the course for free. - another great ISM-Phila member benefit!
We're off to a great start with our new management firm, evidenced by our exciting new meeting location for May 2012 - The Radisson Hotel adjacent to the Valley Forge Casino Resort. I look forward to seeing you all at the Monthly educational dinner/board election meeting re-scheduled to May 17, 2012.

Philabundance : ISM-Philadelphia's "charity of choice"
Earlier this spring, ISM-Philadelphia President Donna Powell had the privilege of presenting a check for $1,000 from donations and funds raised by our members at our December dinner meeting. The check represented the largest amount raised by ISM-Philadelphia in its three year history of supporting this worthwhile cause. We have donated funds as well as provided volunteers making this ISM-Philadelphia's charity of choice. This year's efforts mark the second time in our annual Philabundance 50-50 drawing where the individual donated his/her winnings back to the charity. That gesture reflects the giving nature of our membership and their commitment to helping others in need. Thank you!
Philabundance is the region's largest hunger relief organization, providing emergency food and access to services to approximately 900,000 people at risk of hunger and malnutrition throughout the Delaware Valley and beyond. They provide food and resources through programs and network of nearly 500 agencies in the Delaware Valley. Their member agencies include food cupboards, shelter or residential programs, social service agencies, emergency kitchens, and neighborhood and church distribution programs-all of whom reach low-income people in need. Philabundance provides food to approximately 65,000 people per week.

Board Elections
To vote, please attend the meeting on May 17 or cast an Absentee Ballot. You may contact the office for an Absentee Ballot and one will be sent to you in time for you to place your vote!
Your absentee ballot must be received in the ISM-Philadelphia office in the provided envelope by Noon on the day of the Annual Meeting - May 17, 2012.
You must print your name in ink on the outside of your absentee ballot envelope. If we receive your absentee ballot envelope without your name printed on the outside, your ballot cannot be counted. Faxed ballots cannot be accepted.
The ballot should be marked in ink in the appropriate boxes to the left of the candidates you select. Ballots containing more names marked than there are Directors to be elected cannot be accepted. Only Regular, Retired or Life ISM-Philadelphia members in good standing as of April 1st shall be eligible to vote. A vote recorded by absentee ballot shall preclude in-person voting. In the event you find you can attend the meeting after requesting the absentee ballot and returning it to the office, you will not be able to vote in person.
You must be a member as of April 1st to Vote!

The open-procurement bid process is frequently seen as a costly, time-consuming headache for state and local agencies. But hardly anyone disputes that it's what's best for taxpayers.
Spending tax dollars obligates public servants to demonstrate that they've found citizens the best deal available. When revenue streams collapse, however, government officials end up backed into corners, desperate for any justifiable shortcuts they can find. Ways of cutting through an open bid's red tape do exist, which IT departments might want to evaluate as maneuvers for surviving their budget shortfalls, as some departments are facing cuts of up to 20 percent.

Terminology Insight:
"Tort"
in common law jurisdictions, is a civil wrong. Tort law deals with situations where a person's behavior has unfairly caused someone else to suffer loss or harm. A tort is not necessarily an illegal act, but causes harm. The law allows anyone who is harmed to recover their loss. Tort law is different from criminal law, which deals with situations where a person's actions cause harm to society in general. A claim in tort may be brought by anyone who has suffered loss. Criminal cases tend to be brought by the state, although private prosecutions are possible. Tort law is also differentiated from equity, in which a petitioner complains of a violation of some right. One who commits a tortious act is called a tortfeasor. In much of the common law world, the most prominent tort liability is negligence. If the injured party can prove that the person believed to have caused the injury acted negligently - that is, without taking reasonable care to avoid injuring others - tort law will allow compensation. However, tort law also recognizes intentional torts, where a person has intentionally acted in a way that harms another, and "strict liability" or quasi-tort, which allows recovery under certain circumstances without the need to demonstrate negligence.
