We asked for help and the community responded.  In the last issue of this newsletter, we communicated the need for donations to fund three scholarships for Summer Art Camp, and those needs were filled within 24 hours.  Thanks to the three individuals who provided the donations for scholarships, all 40 children currently registered for the Summer Art Camp being offered by Partners for Otoe County and the Kimmel-Harding-Nelson Center for the Arts on July 26-30 will be able to participate.  There are still two openings left in the session for children who will be entering grades 1-3 taking place from 9:30 to 11:30. New Laws Effecting Teen Drivers in  Nebraska  Begin July 15th
teen driverYoung people under the age of 18 now risk losing their driver's licenses under new Nebraska Laws taking effect July 15th. 

Minor in Possession of Alcohol
LB 258 gives judges the option of revoking the driver's license and ordering alcohol education classes for young offenders cited for minor in possession of alcohol (MIP).
  • A first offense MIP can result in a 30 day loss of driver's license, and an alcohol education class.
  • Second offense MIP can result in a 90 day suspension, 20-40 hours of community service and another round of alcohol education classes. 
  • A third offense MIP can result in a full year loss of license, a minimum of 60 hours of community service, and a mandatory alcohol assessment by a licensed drug and alcohol counselor.
For underage drinkers between the ages of 18 and 21, a minor in possession of alcohol charge is now a Class III misdemeanor.  Senator John Harms of Scottsbluff, sponsor of the bill, said the bill resulted out of necessity.  "We are now convincing our kids that drinking alcohol can have serious consequences"  he said.  The Senator challenged Nebraska parents to get involved.  "I also believe that parents play a very large role in whether their children choose to drink.  It is vital for parents to talk to kids about alcohol and be involved in their kids' lives."  Go to our website at http://www.p4oc.org/wp-content/uploads/2010/05/LB258-Fact-Card.pdf for more information from MADD Nebraska.  

Minor in Possession of Marijuana/Truancy  marijuana
LB800 adds the 30-day impoundment of a juvenile's driver's license to the potential penalties for first offense minor in possession of marijuana or truancy.

Texting While Driving 
texting and drivingLB945, sponsored by Senator Harms states "no person shall use a hand-held wireless communication device to read, manually type, or send a written communication while operating a motor vehicle which is in motion."

A violation of the new texting law would result in a loss of 3 points on the driver's record and a fine of $200 for the first offense, $300 for the second offense and $500 for third and subsequent offenses. This law is a secondary offense, meaning, a driver would have to be committing a primary offense such as speeding or reckless driving to be ticketed for it. Drivers with school permits are subject to impoundment or revocation if they are found to be in violation of the terms of a school permit, and will not be eligible for any type of permit until he or she reaches the age of sixteen years.

In Otoe County, first time juvenile offenders have a diversion option through the Otoe County Juvenile Diversion Program.  Juvenile offenders referred to the diversion program by the County Attorney, have the opportunity to avoid loss of a driver's license and keep the offense off their record by participating in the Juvenile Diversion Program.  Otoe County Attorney David Partsch says "Our goal is to foster proper decision-making.  When a youth makes a poor decision, but is given the opportunity to learn from that mistake with proper support, it will not be repeated.  We are proud of the success rate of our juvenile diversion program here in Otoe County in minimizing repeat offenses."

P4OC Partnership Celebration July 27th 
 
Party PicturePartners for Otoe County will be holding their annual partnership celebration on Tuesday, July 27th, at the Kimmel-Nelson-Harding Center for the Arts in Nebraska City from 12:00 to 1:00 p.m.  There is much to celebrate in 2010 from the new location to new programs implemented to the new logo. P4OC is skipping the business meeting this month to take time to celebrate.  The Awards Ceremony is scheduled for 12:15.   At P4OC, a partner is defined as a person or organization who contributed time and talents as a volunteer to P4OC activities or contributed cash/in-kind financial resources within the past 18 months. All of our partners are encouraged to participate.
