This memo is clear and self explanatory. That said, we'll be happy to answer, or get answers to, any questions you might have.

To All Referee's Association Presidents, Instructors, Assessors and SRC Members:
This is Arturo A Angeles, as all of you probably know by now I am the new State Director of Instruction for Cal South. I want to let you know the following:
MONTHLY IN-SERVICE TRAINING WILL CONTINUE - The monthly in-service training will continue.
NEED YOUR FEEBACK HOW WE CAN WORK TOGETHER AND BETTER - I need to have your feedback on how you feel the in-service monthly training is working for you? How can we make it better? What are your concerns?
MONTHLY IN-SERVICE TRAINING - Monthly in-service training will concentrate more on Advice to the Referees on the Laws of the Game, Guide to Procedures and
RE-CERTIFICATION AND UPGRADE CLINICS - Currently there are two clinics scheduled:
- November 13, 2010- Check in Time 7:30 am at Santa Ana College (1530 West 17th Street, Santa Ana, CA 92706) - PARKING - Please let your referees know that Santa Ana College enforces parking and they must BUY THE $2 PARKING TICKET.
- November 20, 2010 - Check in Time 7:30 am Murrieta Valley H.S. - (42200 Nighthawk Way, Murrieta, CA 92562)
CONSTANTLY CHECK CAL SOUTH WEB PAGE FOR CLINIC UPDATES AND DETAILS - Please ask your referees to constantly check the Cal South for clinic updates.
FITNESS TEST WILL BE GIVEN IN THE MORNING - The fitness test will be given in the morning let you referees know that.
THERE WILL BE MORE RE-CERTIFICATION AND UPGRADE CLINICS - Please ask your referees to keep checking the Cal South web page as more clinics re-certification and upgrade clinics will be available in the near future once facilities are confirmed.
DECENTRALIZATION FOR RE-CERTIFICATION AND UPGRADE CLINICS - Also, we are working on having these types of clinics in areas outside of Los Angeles County. Please let your referees know that these clinics will be announced and posted on Cal South web as soon as a facility is confirmed.
MINIMUM NUMBER OF REFEREES FOR A CLINIC - The minimum number for a REFEREE ENTRY LEVEL or GRADE 8 RE-CERTIFICATION clinic is 10 candidates.
EMERITUS REFEREE
ACTIVE EMERITUS REFEREE - An emeritus referee is considered to be an active emeritus referee if he/she has been refereeing consistently during the year. An active emeritus referee has to have the in-service monthly training required to be able to re-certify for the upcoming year.
INACTIVE EMERITUS REFEREE - An emeritus referee that has not been active during the season DOES NOT have to take the in-service training and the written test. An emeritus referee that has refereed two or three times because of emergencies or association needs IS NOT considered an active emeritus referee.
EMERITUS REFEREES THAN WANT TO GO BACK TO GRADE 8 - An active or inactive emeritus referee that wants to downgrade to Grade 8 has to take the Grade 8 exam and would be considered an active referee and must meet the in-service training required for Grade 8 referees.
ACTIVE EMERITUS REFEREES THAT WANT TO KEEP THEIR CURRENT EMERITUS GRADE - An emeritus referee that wants to keep his current emeritus status must take the state referee test - this includes national referee emeritus that meet the active requirement status.
THERE WILL BE AN EXCEPTION MADE FOR THIS YEAR FOR THE ACTIVE EMERITUS REFEEE THAT DID NOT MEET THE MINIMUM IN-SERVICE TRAINIG HOURS - Please encourage your active emeritus referee to take the minimum 5-hours in-service training or in 2012 they will be downgraded to Grade 8 and must take the Grade 8 exam to be able to register for the next year.
ACTIVE REFEREES THAT HAVE NOT TAKEN THE IN-SERVICE TRAINING - Active referees that have not taken the in-service training will be allowed to take the written test to register for the upcoming year but will be down-graded to the next referee grade level. For example a Grade 7 that did not take the in-service training required will be registered as Grade 8 for the upcoming year and must meet Grade 8 requirements for next registration.
UPGRADING - If a referee who has downgraded wants to return to their original grade, they must meet the re-certification requirements for that grade.
