Taste of Suffolk: Stilt WalkerThe Third Annual Taste of Suffolk Downtown Street Festival is set for Saturday, September 12, 2009, from 10 a.m. until 4 p.m. along North Main Street from Finney Avenue to Washington Street in Suffolk's historic district. Free and open to the public, this annual tradition will highlight the merchants and restaurateurs of downtown, along with the best eateries citywide. Be sure to sample free or inexpensive signature items from participating Suffolk restaurants. Two stages will provide for all day entertainment and include Main Stage performances by Hotcakes, Lewis McGehee and the Joe Gosman Band. The Family Stage lineup includes the Peanut City Cloggers, Ancient Men and a Gospel Exhibition featuring gospel hip-hop artists Taste of Suffolk: Barbershop QuartetShamel Shiloh and Team Jesus Group. Gospel violinist Eric Taylor is also slated for the Family Stage. Children will enjoy bounce houses, face painting, games, clowns and balloons, as adults will especially like the Cornhole Tournament sponsored by the Greater Suffolk Council and food eating contests hosted throughout the event.
 
Taste of Suffolk Downtown Street Festival will also celebrate the City of Suffolk's 35th Anniversary. Additionally, Birdsong Peanuts will sponsor a street side peanut shelling contest. Suffolk auto dealerships will also be on hand to showcase new vehicles. Complimentary open-air shuttles will run a continuous loop around the perimeter of the event through some of Suffolk's most interesting historic neighborhoods. Ribbon Cutting at New
Police Administration Building
 
PD Ribbon Cutting #1A Ribbon Cutting Ceremony for the new Police Administration Building was held on Tuesday, August 4th at 11 a.m. Special recognition was given to Retired Police Chief William A. Freeman.

The Police Administration Building, a single story 17,500 sq. ft. facility located at the Municipal Complex in downtown Suffolk, replaces the 13,000 sq. ft. Police Headquarters that was built in 1962. The new building will house the Police Department's central files, property and evidence processing, the forensics unit, criminal investigations, special investigations unit, information technology, holding cells and sally port, the office of the Chief of Police, and other administrative offices and support spaces.

PD Ribbon Cutting #2The total project budget was $5.7 million; the architect was Moseley Architects from Richmond, VA, and the contractor was Raymond Key Commercial Contracting from Virginia Beach, VA. 
 
National Night Out 2009
Breaks All Records

National Night Out #1This year's National Night Out events on August 4th were a record-breaker for the City of Suffolk. Citizens came out in full force to support over 50 community events that were sponsored across our city. From cookouts, homemade ice cream socials, community parades, pony rides, bounce houses, outdoor movie theaters, live musical performances and dance groups, to neighbors simply sharing a glass of lemonade on their front porches, the evening was a huge success. When you consider temperatures were in the high 90's throughout the evening, it was amazing to see the thousands of people coming together in the true spirit of community partnerships. 
 
National Night Out #2The evening was a wonderful finale to the ribbon cutting ceremony that took place at the new Police Administration Building, earlier that same day. It was evident why Suffolk came away with the first place award in our population category last year, and we almost doubled the amount of communities participating this year. National Night Out is a win-win situation for everyone involved! 
 
 
Septic System Pump Out Program
In order to protect the streams and rivers of the City of Suffolk and the Chesapeake Bay, the City has responded to a State law that requires owners of septic tanks to pump out at least once every five (5) years or have a sewage hauler inspect the system and certify that it does not need to be pumped out. By having a septic tank pumped, the number of solids leaving the septic tank and migrating into the drainfield is greatly reduced which allows the drainfield to function as designed for a much greater length of time and also reduces groundwater pollution.  
 
Approximately two-thirds of the City is located within the Chesapeake Bay watershed as shown on the Septic Tank Pump Out Program map. Within this watershed, the City has assigned five (5) zones for compliance which will be implemented from July 2009 through June 2014 when the process will start over again.  Areas further to the south are within the watershed that drains toward the Albemarle Sound and are not required to pump out but are encouraged to do so on a regular basis.
 
As of July 1, 2009, the City started sending letters to those property owners who live in Zone 1 (Area west of NansemondRiver, east of Godwin Boulevard, north of the Route 58 Bypass and south of the Isle of Wight county line) and who are served by a septic system. Those owners will have until June 30, 2010 to get their tanks pumped out. A copy of the receipt from the hauler as well as the Property Owner's Certification form needs to be returned to the Department of Planning and Community Development in order to ensure compliance with this requirement. This cycle will continue over a 5-year period with letters being mailed out in July of each year for each of the remaining zones. For property owners who have had their tank pumped out within the past 5 years, a copy of the haulers receipt would need to be provided to the City. For newly constructed houses, that are less than 5 years old, owners would only need to let the City know the age and address of the house.   

Septic Tank Pump Out

The septic tank pump out program is mandated by the Department of Conservation and Recreation, Chesapeake Bay Local Assistance Board with no funding provided by the State.  The property owners are responsible for paying for the pump out.  The Health Department can provide a list of sewage haulers who have been certified by the State for providing this service.

City Receives Confirmation of
Positive West Nile Virus Tests

 
mosquitoThe City of Suffolk confirmed positive tests for West Nile Virus in mosquitoes on August 12, 2009. Mosquito collections in the areas of Lake Kennedy, Lloyd Street, and North Street have tested positive for the West Nile Virus (WNV). Mosquito testing is used to determine periods of increased risk of contracting West Nile Virus.

"Citizens should know that West Nile Virus activity is present in Downtown Suffolk and everyone should protect themselves while engaging in outdoor activities," advised Charles Abadam, Superintendent of Mosquito Control. WNV is a mosquito-borne disease that can cause mild flu-like illness to severe illness. No human cases of WNV have been reported in the City of Suffolk.

Mosquito Control operations are intensifying their efforts in these areas as a result of the WNV positive test confirmations. Increased mosquito surveillance, treatment of standing water, and evening spray applications for adult mosquitoes are being administered.

You can greatly decrease your chances of contracting WNV by protecting yourself from excessive mosquito bites while outdoors by following these recommendations:

- Remain indoors during times of greatest mosquito activity (1 hour before dusk to 1 hour before dawn)

- Wear loose, long, and light-colored clothing when outdoors

- Use insect repellants (containing DEET) according to the label instructions.

You can contribute by eliminating mosquito-breeding areas around your home and neighborhood by following these steps:

- Empty water-holding containers (i.e., buckets, drums, bottles, tin cans, wheel barrows, potted plant trays, etc.)

- Properly dispose used tires

- Clear roof gutters, downspouts and corrugated black drainpipes for any water collection

- Clean wading and swimming pools

- Drain water from tarps

- Place Mosquito Dunks in stagnant water areas around your home which include ditches and low-lying areas.

Placing Mosquito Dunks in stagnant water habitats is a common practice used to eliminate mosquito larvae. Free Mosquito Dunks are available to Suffolk citizens at your local fire station. In order to get your free Mosquito Dunks you must be 18 years of age or older, have proof of residence in the City of Suffolk, proper picture identification and sign the "Information Sheet" at the fire station.

Suffolk Recycles...Take Two!
  
recycling iconThe Suffolk Clean Community Commission is sponsoring Suffolk Recycles...Take II on September 26, 2009, 10 a.m. until 12 p.m. at the Whitemarsh Plaza. This is the Commission's second recycling drive in an effort to protect our planet from waste. This is an excellent opportunity for you to make a difference and make a commitment to the environment.
 
The Southeastern Public Service Authority will be on hand to take household hazardous waste such as paint, batteries, aerosol cans, pesticides and degreasers. Residents will also be able to recycle tires, aluminum cans, plastic bottles, newspaper and glass. We do ask that residents be sensible and considerate of other residents with their tires. This is not a tire amnesty event. "What we recycle today will go a long way toward a cleaner environment tomorrow. The answers to the question, 'Why recycle?' are countless," said Hattie Lester, Suffolk Litter Control Coordinator. "One that sticks out in my head is to save landfill space."  
 
Shred-It! will also be on hand for on-site paper shredding. Residents are encouraged to bring old tax forms and other sensitive documents in their home files that need shredding.
 
There will be giveaways sponsored by the Suffolk Clean Community Commission.

We recognize that some people have a gift to work with teenagers. For those who feel they are willing or able to care for teens, Suffolk Department of Social Services would like to hear from you.

Alphabet Buddies
Does your child like story time and crafts? Preschool Play Date

Ever dream of writing your life's story? Want to document your family's history? Writers from Old Dominion University's MFA program in creative writing will hold a FREE two-hour workshop at North Suffolk Library on Wednesday, September 16, 2009, at 10:00 a.m., focusing on memoir and personal experiences. Writers of all experience levels (or no experience) are welcome to join in a relaxed setting, to focus on the writing process, learn narrative craft, and tips to break through writer's block.

N&W Avenue
Road Closure
The Department of Public Works advised that beginning Monday, August 17th, the segment of N&W Avenue located near the N&W Ave./Pinner St./E.Washington St. intersection is closed for roadway improvements and the installation of infrastructure associated with new traffic lights planned for the vicinity of the Norfolk Southern railway crossing.
 
N&W Avenue is scheduled to be closed from August 17th to Friday, October 30th. When N&W Avenue reopens, the road will be designated as one-way, with traffic allowed east-bound.
 
This project is the off-site work related to the Health & Human Services Project.

Utility Work to Close Portions of Wellons Street
A utility repair/upgrade has necessitated the closure of the 100 block of Wellons Street to through traffic for approximately 4-6 weeks. The Department of Public Utilities advises that work to replace a section of sewer main will begin Monday, August 31st.  
 
A detour route has been established that will take traffic from Wellons Street to Jackson and onto Lee Street.
 
In addition to the Wellons Street closure, traffic on West Washington at Wellons Street will be reduced to one alternating traffic lane from Monday, August 31 through Wednesday, September 2. Both lanes will be open at night.
