Mayor Koch recently introduced a Capital Improvement Plan with a request to bond $25.5 million. The CIP is currently being reviewed by the City Council and I encourage you to review it and share your thoughts with me. I have recently attended neighborhood meetings hosted by the Houghs Neck Community Council, Merrymount Association and the Harborview Residents Committee representing Quincy Housing Authority Tenants in Germantown and discussed briefly the plan's benefits for Ward One. Together with Mayor Koch's office, I will be hosting two neighborhood meetings to review two of the larger projects included in the plan, the repairs to the Edgewater Drive seawall and the Broad Street Tide Gate and Tributary. Also of note in Ward One are repairs to the school roofs for Atherton Hough, Merrymount and Broad Meadows, and improvements to the Black's Creek Tide Gate. In 2010, Quincy suffered major weather events with the March floods and the December coastal storm. Mayor Koch has committed to improving the areas which suffer from chronic flooding, such as the Russell Park/Southern Artery/YMCA areas and the Alrick Road area in Ward Four.
  
On Thursday, March 24, I will host a neighborhood meeting to discuss the installation of residential wind turbines proposed for 68 Post Island Road. While this is the first residential wind turbine proposed in Quincy, renewable energy is becoming popular for homeowners and there is a lot of interest from neighbors as well as those living on the waterfront or hills of Quincy who may also be able to benefit from residential wind power. This project will need Zoning Board Approval and will have an extensive public process.
  
I have also included information about pending Zoning Board Projects in Ward One, an upcoming fundraiser to help a Houghs Neck neighbor, dog license renewal, FREE boating safety courses and FREE tax preparation being provided through Quincy Community Action, a non-profit organization based in Quincy serving thousands of residents of Quincy and our neighboring communities. While our economy continues to struggle, QCAP is a great resource and one I am often referring neighbors to take advantage of their programs in Adult Education and Workforce Development, Early Childhood Education and Care, Energy Assistance, Food & Nutrition, Housing and Money Management.
  
We have recently had two pedestrian accidents on Sea Street and I ask that you please increase your vigilance relative to speed and pedestrian crossings and PLEASE SLOW DOWN. The City has recently installed additional signage at the crosswalks near PGA Market and Harry's Pizza/Hoffbrau to increase awareness. We are currently reviewing additional options, such as solar powered crosswalks at these intersections and as soon as the weather allows, will be repainting the crosswalks.  As always, please contact me if I can be of any assistance. Zoning Board of Appeals - Ward One Projects

The Zoning Board of Appeals will meet on Tuesday, March 22, 7:15pm in the City Council Chambers of Quincy City Hall, 1305 Hancock Street.

Neighborhood Meeting, Wednesday, March 23, 7pm
Re: Edgewater Drive seawall repairs

 

Together with the Mayor's office, I will be conducting a neighborhood meeting on Wednesday, March 23rd at 7pm at the Houghs Neck Congregational Church, 300 Manet Ave regarding the proposed Edgewater Drive Seawall Assessment and Repair that's included in the Capital Improvement Plan currently being reviewed for approval by the Quincy City Council.

 

The deterioration of the Edgewater seawall has been evident for years and emergency repairs were completed on a small section in 2010. Mayor Koch has identified Edgewater Drive as a priority in the proposed Capital Improvement Plan. This project has been deemed urgent and has an estimated cost of $4.5 million.

 

Project Description: The Edgewater Drive Seawall and tide gate system (two gates - one across from 163 Edgewater and the other at the end of Turner Street) have eroded over time and are in need of repair. Although a Department of Conservation & Recreation (DCR) assessment report estimated the full cost of repair at over $30 million, the city will invest $4.5 million in designing, permitting and construction repairs to the Edgewater Drive seawall system including, but not limiting to, replacement of undermining sections, revetment replacement, capstone modifications, and earthwork modifications along the land side. The two gates intended to relieve land side flooding will also be modified.

 

Funding: Funding for this project will be provided through debt financing. This project will reduce the City's Drainage Department costs associated with the management, cleanup, and repairs caused by flooding. This project will also improve the flooding conditions that impact many residential property owners.

 

Neighborhood Meeting, Thursday, March 24, 7pm

Re: Residential Wind Turbine Proposal for 68 Post Island Road

  

 

I will be hosting a neighborhood meeting regarding the application of homeowners Charles & Annette Cote and Tim Holmes of Sunwind to install two residential wind turbines on their home at 68 Post Island Road on Thursday, March 24th at 7pm at the Houghs Neck Congregational Church, 300 Manet Ave, Quincy. 

 

While this application is the first of its kind in Quincy, Sunwind has installed a similar turbine on a residence in Truro, MA. The Cote's currently have a solar photovoltaic system and if combined with wind power, anticipate accounting for 75% of their home power needs. Each turbine has a diameter of seven feet and is ten feet tall and if placed atop their 39 foot home would have a total height of 49 feet. As the first step in the public process, the applicant will present information to neighbors on this proposal and answer questions on the impacts in a residential area. This application will also be reviewed at a future zoning board of appeals meeting.

Neighborhood Meeting, Thursday, March 31
Re: Broad Street Tide Gate and Tributary Improvements
 

Together with the Mayor's office, I will be conducting a neighborhood meeting on Thursday, March 31 at 7pm at the Second Floor Conference Rom of Quincy City Hall, 1305 Hancock Street regarding the proposed Broad Street Tide Gate and Tributary System Rehabilitation that's included in the Capital Improvement Plan currently being reviewed for approval by the Quincy City Council.

 

The deterioration of the Broad Street Tide Gate and Tributary has been a problem for years and flooding has been a chronic problem in the areas of the YMCA and Russell Park neighborhoods. Mayor Koch has identified two projects for the Broad Street area as a priority in the proposed Capital Improvement Plan. These projects have been deemed urgent and have an estimated cost of $1.24 million. I have included more information on the projects on the other side of this letter.

 

I will also hold an "open office hour" from 6pm to 7pm (for residents in the Broad Street neighborhood) in the conference room in advance of the meeting for any matters or issues of concern that you would like to discuss.

  

BROAD STREET TIDE GATE, estimated cost $650,000

 

Project Description: The tide gate system located on Broad Street is in poor condition. The structure at the end of Broad Street has an inner gate that shows signs of corrosion, the outer gate is not present, and the concrete structure that houses these structures is in disrepair and its reinforcement bars are exposed. The lack of a well-functioning tide gate compromises the capacity for draining the YMCA lot and the Russell Park neighborhood, which are both currently subject to flooding. When the tide gate does not function effectively, the tide is allowed to surcharge the drainage system and the system's hydraulic capacity is compromised - a condition that compounds any current drainage issues. The proposed project is either the rehabilitation of the existing tide gate or the reconstruction of the headwall at the outfall along with the installation of a new tide gate, depending on the results of a detailed inspection. This will ensure that the system's hydraulic capacity is not compromised.

 

Funding: Funding for this project will be provided through debt financing. This project will reduce the City's Drainage Department costs associated with the management, cleanup, and repairs caused by flooding. This project will also improve the flooding conditions that impact many residents and business owners.

 

THE BROAD STREET TRIBUTARY SYSTEM REHABILITION, estimated cost $590,000

 

Project Description: Following the repair of the Broad Street Tide Gate System, the upstream piping serving the Russell Park neighborhood, the general area between McGrath Highway and Coddington Street, and other tributary pipe to Broad Street should be clean and realigned with spot repairs. The project will use the TV video Camera to inspect the piping network and will construct spot repairs and realign pipe segments to maximize capacity flowing to the Broad Street Tide Gates.

 

Funding:  Funding for this project will be provided through debt financing. This project will reduce the City's Drainage Department costs associated with the management, cleanup, and repairs caused by flooding. This project will also improve the flooding conditions that impact many residents and business owners.

 
Boating Safety Course, FREE





BOAT MASSACHUSETTS is a state and nationally approved boating safety course, concentrating on the equipment and operating guidelines needed to enjoy boating in a safe and responsible way. All graduates in the 12 through 15 year-old age group will be issued a safety certificate allowing them to operate a motorboat without adult supervision, as required by state law. The same is true for 16 and 17 year old youth who wish to operate a personal watercraft (jet ski, wave runner, etc.)

The course runs 10-12 hours in length. The normal format is 5-6 two hours classes, though this may vary. All classes are free of charge. Classes are for adults and youth 12 years of age and older. Family participation is encouraged and has proven to be very rewarding.
  
This course is being offered in Quincy at the Houghs Neck Maritime Center, 137 Bayview Ave, Houghs Neck from noon to 4pm on Saturdays, March 26, April 2 and 9th and on Tuesdays, April 12, 19, and 26 from 6-10pm, and also on Saturdays, April 30, May 7 and 14 from 9am - 1pm. I took this course many years ago when I was twelve as I wanted to explore Quincy's waters in my skiff and my husband and daughters took it together last spring. If you are a boater, I encourage you and your family to take this course and get certified in boating safety and I hope to see you on the water!
 
Quincy Community Action offers FREE TAX PREP

The 2011 Dog Licenses due April 1, 2011 are available for renewal. The fee for dog licenses is $10. Any dog license renewed after May 6, 2011 will be charged a $10 late fee. Please bring proof of current rabies shot or call City Clerk's office to verify expiration date of the rabies show. Licenses may be renewed by mail, please make check payable to City of Quincy and send attention City Clerk, 1305 Hancock Street, Quincy, MA 02169.
