Greetings!
Mayor Koch has submitted the City's budget to the City Council for approval and the Council will hold a series of finance committee meetings as well as a public hearing. The Council is able to make cuts to the budget but cannot allocate spending or add to the budget. Prior to tonight's City Council meeting, a public hearing is being held to discuss implementing a local meals tax of .75%. If the matter passes the Council, Mayor Koch has committed these funds to the stabilization fund (i.e. rainy day fund) and debt services (which pays for the debt on capital improvement projects such as Quincy High School). Please let me know your thoughts on this matter. Mayor Koch has decided not to implement a proprety tax increase and the local meals tax is a tool the state gives to cities to raise revenue locally. Mayor Koch and Municipal Finance Director Nick Puleo have held many meetings in the City to discuss Quincy's financial situation. I attended the meeting held two weeks ago at the Merrymount School and invite all Ward One residents to attend Wednesday's meeting at the Houghs Neck Congregational Church.
In other City business, the Department of Environmental Protection has published a public notice relative to the City's application for the Town River/Thayer Rowing Center Project. Ward One also has two projects pending with the Conservation Commission.
We have a weekend full of events being kicked off with a fundraiser for Harvey's Salt Water Fishing Club Vet's Day.While I prefer not to bait the hook when I fish, at the 2009 Vet's Day trip it was all hands on deck aboard the fishing vessel November Gale for me and sure enough baiting the hooks for the Vet's was one of my duties and there were no grumblings as to this minor sacrifice in comparison to what the Vet's have sacrificed for me. A fundraiser is being held Friday night to support this year's fishing trip.
The Houghs Neck Community Council is sponsoring the Annual Dot Laing Plant Sale, the Mayor of HN kickoff breakfast and a follow up drug awareness meeting. I strongly encourage everyone to attend the Ward One Drug & Alcohol Abuse Awareness event at 5-7pm this SUNDAY at Houghs Neck Congregational Church to hear the realities of how drug abuse impacts not only the users, but their families and our community and to educate yourself about what signs to look out for or where to get help locally. | Town River/Thayer Rowing Center Public Comment Process |

| The Department of Environmental Protection invites public comment on the propsed Town River/Thayer Rowing Center project and it's Waterways License Application Number W10-3020 filed by the City of Quincy Parks Department. The following public notice was published:
Public notice is hereby given of the application by the City of Quincy Parks Department to construct and maintain a public park, rowing center and storage and staging area for lobsterman. Included in the proposal is the construction and maintenance of a pile supported pier, ramp and float, as part of the rowing center and a gangway and float to support the lobstermen usage at 610 Southern Artery in the municipality of Quincy in and over filled and flowed tidelands of the Town River, within the Town River Designated Port Area. The proposed use of the project is to provide docking and boating access to navigable waters; public access to waterfront open space for passive recreational purposes; and is a water dependent project.
The Department will consider all written comments on this Waterways application received by May 28, 2010. Failure of any aggrieved person or group of ten citizens or more to submit written comments to the Waterways Regulation Program by the Public Comment deadline will result in the waiver of any right to an adjucatory hearing in accordance with 310 CMR 9.13(4)c.

The Conservation Commission will meet on Wednesday, May 19th at 7:30pm in the Conference Room, the Kennedy Center (formerly Beechwood Community Center), 440 East Squantum Street, Quincy, MA. The public is invited to attend.

Harvey's Saltwater Fishing Club Fundraiser for the 54th Annual Vet's Day Fishing Trip, Friday, 7pm |

Harvey's Salt Water Fishing Club is sponsoring it's 54th Annual Vet's Day Event which takes 200+ Disabled Veterans for a fishing outing. A fundraiser will be held at Quincy Yacht Club on Friday, May 21st from 7-11pm to raise money to support the outing. The fundraiser will feature a buffet, cash bar, and music. |

Dot Laing Memorial Plant Sale will be held on Saturday, May 22nd 10am to 2pm at the Labreque Field Parking Lot, corner of Sea and Rockland Streets. The plant sale will feature annuals, hanging plants and perennials. Proceeds from this fundraiser will support Houghs Neck Community Council programs.
The Seaside Gardeners of Squantum Plant Sale will be held on Saturday, May 22nd from 8:30am to noon at the Kennedy Senior Center (formerly Beechwood on the Bay), 440 East Squantum Street. There will be homegrown perennials, annuals, vegetables, and herbs available for sale.

Join the Houghs Neck Community Council for the kick off breakfast for the Mayor of Houghs Neck Contest. 2010 HN Mayoral Candidates are Kim Fallon, Marty Gordon and Steve Holler. The breakfast will be held at the St. Thomas Aquinas Hall on Darrow Street, all are welcome stop in anytime between from 8am to 11am.$5 admission. This fun spirited contest is a fundraiser to support the Community Council programs. Each $1 donated to the Council counts towards a candidate of your choice, you can vote as many time and for any number of candidates. |

The Just Because Cancer Walk is being organized by Houghs Neck resident Peggy O Simone "just because" so many know someone affected and a group of neighbors wanted to do something constructive to help. The three mile walk/run will be held rain or shine and will start from LaBrecque Field, progress up Sea Street to Ginger Betty's Bakery, then back to LaBrecque Field with water stations along the way. Immediately following the walk there will be refreshments and raffles at Quincy Yacht Club, 1310 Sea Street.
Entry Fee is $20.00 per person. T-shirts provided to all participants who pre-register on or before April 15th.

Part two in a continuing series on Drug and Alcohol Abuse Awareness. All new testimonials from affected individuals, presentation on prescription drugs and technology's influence on destructive behavior.
This event is hosted by the Houghs Neck Community Council, Bay State Community Services, End Drug Abuse Now and Impact Quincy and will be held at the Houghs Neck Congregational Church Hall, 310 Manet Ave.
