IMPORTANT WASHINGTON LEGISLATIVE UPDATE

In a recent message we asked for NCISS members to send a donation for the NCISS Legislative Fund which pays for our lobbyist. Here, in a nutshell, is an update on serious legislative threats and why your donation is so important:

 

Partisan gridlock and an upcoming election have slowed many legislative initiatives in Congress, including some issues of concern to NCISS.  But the necessity to deal with budget matters this year and a national security concern with possible cyber attacks will provide several opportunities in the near future for Congress to act.  Senate Majority Leader Harry Reid (D-NV) has made cybersecurity legislation a top priority, and a bill was recently introduced by several leading committee chairmen.  Senate staff has said that this legislation may be amended to include other privacy issues, including data breach measures.  One of those bills includes a limitation on some uses of pretexting.  Budget and appropriation bills to fund government also must be considered this year before Congress adjourns for the election.  And those budget bills will provide another opportunity for privacy bills to be considered.  You'll recall that this has happened before, notably with the FACTA amendments to the Fair Credit Reporting Act.

 

Election year or not, federal bureaucrats continue to make critical decisions.  The Equal Employment Opportunity Commission (EEOC) is now considering proposals to limit the use of both credit and criminal records.  Our Legislative Advocate Larry Sabbath has met with EEOC officials on both issues and is working with an industry coalition on the matter.  Our security members are also vitally concerned with actions at the National Labor Relations Board (NLRB) which is attempting to speed the process by which unions are organized.  NCISS is working through a large business coalition to restrict the NLRB's ability to do so.

 

The work for NCISS continues even when the headlines don't include issues of direct concern to our members.  Most often, the damage is done by midnight amendments.  We must have a watchdog and advocate in D.C. at the ready.
