An Update on the Proposed House Bill 343 

Dear Friends,

 

In last week's Please Note, I brought to your attention the proposed immigration law HB 343 that has been presented before the State.  In addition I shared the concern that this bill could potentially criminalize aspects of our ministries eg, expenditures from our discretionary funds to feed undocumented persons, as well as many of our parish's ESL classes and tutoring programs.

 

I am pleased to report the Barbara Rile of the Research Divison of the North Carolina General Assembly does not "believe that the bill would be interpreted to prevent the charitable care of persons illegally present in the US or otherwise subject persons providing such care to criminal penalties."  Rather the provisions of proposed G.S 64-16 (click here to view) as set forth in HB 343 "apply to persons who are already in violation of a criminal statue or otherwise committing a criminal offence."

 

However, Barbara Rile did suggest that if there was still concern, the issue "could be rectified by amending "subsection (c) of 64-16 to add clergy and charitable workers to the list of exceptions.  Therefore I urge you to contact your local legislators to request that they ask for an amendment of subsection (c) of 64-16, and to speak out against this bill as a whole.
