 BOE-OLSEN JOINS NDRWSA AS ARRA CIRCUIT RIDER |

The North Dakota Rural Water Systems Association (NDRWSA) is pleased to announce the addition of Audrey Boe-Olsen to their staff. Audrey has been hired under a grant funded by USDA Rural Development as an ARRA (American Recovery and Reinvestment Act) Circuit Rider. This program will run for approximately 17 months.
Audrey's primary duty is to work with water and wastewater utility systems and the state Rural Development office to assist in the RUS loan and grant application process and to ensure all loan requirements are met. The first priority of the ARRA Circuit Rider is assisting loan and grant applications that are currently on the RUS backlog. The second priority will be to assist in the recruitment of potential RUS loan/grant applicants and assisting those applicants in the preparation of the RUS loan and grant applications.
These projects support Recovery Act goals to rebuild communities, create jobs and make infrastructure improvements.
Audrey joins NDRWSA after a year long retirement from her previous position as Resource Development Advisor for 23 years with Midwest Assistance Program.
"I am pleased we were able to convince Audrey to come out of retirement and join our staff. She is a welcome addition to our staff and will add another level of technical assistance to the already broad range of assistance we are able to provide," says Melody Kruckenberg, executive director of NDRWSA.

 DROUGHT MANAGEMENT PLANNING |

Garrison Diversion Conservancy District and North Dakota Rural Water Systems Association are cooperatively assisting rural water systems in eastern North Dakota with the development of Drought Management Plans. These public water systems, serving a population of 10,000 or less, are found in the counties making up the Lake Agassiz Water Authority.
A Drought Management Plan proactively addresses potential drought problems in order to minimize adverse impacts on the community. The plan is written to function as a guidance/reference document for a water system dealing with possible disastrous drought situations. Proposed actions would strive to preserve essential public services, address health/safety issues, maintain economic activities, and provide domestic supplies. This document develops drought stages and outlines mitigation strategies that make wise use of local water resources for each increasing level of a drought's magnitude. Water demand must be managed just as water supplies are managed.
Predetermined strategies may not be adequate for every scenario, but a well-conceived plan, with measured responses, may help take the "crisis" out of a drought situation and enhance public acceptance of actions taken. Community leaders endeavor to develop drought management plans that are balanced, equitable, and flexible. Water system personnel will engage in ongoing dialogue with their customers, and consultation with specialists from a variety of disciplines, to hopefully, reach a point of recognition that the community can successfully endure an extended period of drought.  HYDRANT O & M TRAINING |

The North Dakota Rural Water Systems Association in conjunction with American Flow Control will be conducting four training sessions on hydrant operations and maintenance. Public works personnel, fire and rescue personnel, water operators/managers, and engineers will want to attend these informative training seminars. Topics to be covered are as follows: Waterous and American-Darling Hydrants A. General Information a) Where to find information on hydrants b) Explanation of information on hydrants B. Proper Operation a) Speed of opening and closing b) Number of turns to open and close C. Maintenance a) How often and what are the steps b) Rotating of nozzle section c) Installation of extension kit d) Installation of traffic repair kit D. Troubleshooting a) Not draining b) Hydrant will not shut off c) Hard operation d) Nozzle leaking or damage e) Free turning operating nut E. Disassembly of hydrant Registration begins ½ hour before the scheduled starting times. Coffee and rolls will be provided. Each training session will last approximately 2-3 hours and up to 2 CEUS will be offered for attending. These training sessions are FREE of charge and are made possible by a grant from USEPA. Attendees may be eligible for operator reimbursement, including mileage, and possibly hotel and meal charges. Rural and city fire department volunteers and employees are encouraged to attend. Water Day Festival of Fun! Mark your calendars and plan to attend the Second Annual Water Day Festival of Fun at the ND State Fair in Minot on July 30, from 10:00 a.m. to 4:00 p.m. Numerous water groups from around the state, including the North Dakota Rural Water Systems Association, will be represented under the tent providing prizes, refreshments, giveaways, fun, and games galore! Be sure to join us from 3:00-4:00 for the First Annual Frostfest for FREE snowcones. Garrison Diversion Conservancy District, Bureau of Reclamation, North Central Rural Water Consortium, and the Southwest Pipeline Project are just a few of the other water groups that will be exhibiting at the Fair.
