Washington--NBDPA's Washington, D.C. Chapter (BDPA-DC) announces Rear Admiral Osie V. Combs, Jr., US Navy (Ret.) will keynote this fall's Scholarship Awards Gala on Wednesday, November 9th, 2011, at The Washington, D.C. Navy Yard Conference Center. Admiral Combs is the Executive Vice President of V-Tech Solutions, Inc. (V-Tech). He brings more than 40 years of combined military and private sector expertise to V-Tech, that includes responsibilities in defense consulting, information technology, program management, systems engineering, and operations management. BDPA-DC's workforce development theme for this fiscal year is Information Dominance.
V-Tech Solutions, Inc, is BDPA-DC's 2011 Small Business Sponsor of the Year. Admiral Combs will "connect the dots" for veterans, entrepreneurs, and BDPA's student members who plan to attend this year's gala. As the U.S. Navy sets sail on deploying and securing its Next Generation Enterprise Network (NGEN), NGEN will offer tomorrow's workforce unprecedented opportunities across multiple domains (space, air, land, sea, and cyber) as the world's largest enterprise network. During his career with the US Navy, Combs served in numerous technical capacities. As part of the Program Executive Office (Submarines), he designed and delivered the Navy's first large scale, unmanned submarine; led the design and construction efforts for the SEAWOLF (Attack Submarine); and later served as the Program Manager. His Flag Officer tours included assignments as Deputy Commander for Logistics, Maintenance, and Industrial Operations and as Deputy Commander for Submarines at Naval Sea Systems Command (NAVSEA) in Arlington, Virginia. While assigned to the Space and Naval Warfare Systems Command (SPAWAR) in San Diego, California, Combs served as Vice Commander; Chief Engineer; and Director for Command, Control, Computers, Communications, Intelligence, Surveillance and Reconnaissance (C4ISR). "Admiral Combs' intimate, first-hand knowledge of the Department of Defense agencies is a tremendous asset to V-Tech's programs supporting the Warfighter," said Victor P.
