Vessel Security and TWIC
Time for Security Review with Your Crew
Starting April 15, 2009 all credentialed (license and MMD) vessel crews must have a TWIC in their possession to be onboard. Non-credentialed crew - New Deckhands, must have a TWIC or be enrolled in TWIC with approval from the local Captain of the Port to be onboard (good for 30 days, called Accompanied Status).
With a ramp up of security checks by the USCG expected post April 15, all crews should review security procedures. Is your crew ready for a post TWIC security check? Let's review non Sensitive Security Information or SSI aspects of our procedure and how TWIC fits in.
Our security plan is the Higman Alternative Security Program or ASP. The ASP is maintained and enforced by the Company Security Officer or CSO.

The person responsible for each towing vessel's security is the Vessel Security Officer or VSO.
- The VSO is the Captain and in his absence, the Relief Captain.
All crewmembers must have knowledge of the ASP and may review it at the discretion of the VSO. Situational Awareness is key in vessel security so all crewmembers should:
- Be knowledgeable of any current security threats.
- Be able to recognize and detect dangerous substances and devices.
- Be observant and able to recognize suspicious behavior.
- Be prepared to recognize fraudulent Id's/TWIC
- Understand the different MERSEC levels.
Your crew should be ready to brief approved visitors to the vessel of the current MERSEC level, basic security awareness and proper reporting procedures for suspicious activity. Are all crew members aware of the current MERSEC level?
How does the TWIC program integrates into your vessel's security program?
- ALL areas of our Boats and Barges are "Secure Areas"
- To access a secure area on our vessels,
- a non crew member has and shows to our crew a valid TWIC. They must sign in.
- a non crew member has and shows to our crew a valid ID. They must sign in. They must be escorted by a member of our crew the entire time aboard.
- a credentialed government employee on official business has and shows to our crewmember a government ID (Federal, State or Local). They must sign in.
To escort an approved visitor who is a non TWIC holder,
- vessel crew must provide a side by side escort during the entire time of the visit on board
- Escorting means ensuring that the escorted individual is continuously accompanied while within a secure area in a manner sufficient to observe whether the escorted individual is engaged in activities other than those for which escorted access was granted."
- a crewman may not escort more than 10 non TWIC holders.
When screening a visitor's TWIC
- Match the photo on the TWIC to the holder
- Check the expiration date
- Check the security features on the TWIC
- stars upper right to lower left
- TWIC triangle in middle
- 8 point star lower right
Crew members do not have to keep TWIC with them at all times, but must be able to produce in 10 minutes if requested by USCG.
If your TWIC is lost or stolen
- Report to the Channelview office, your VSO and TSA at 1-866-DHS-TWIC (1-866-347-8942) within 24 hours.
- Start the replacement process with a VisaŽ or Master CardŽ credit card over the phone when you call the TWIC Help Desk. Replacement cards are $60.00.
- The Help Desk, will email you a payment receipt with the payment confirmation number.
- You will be allowed to remain onboard for 7 days, plus another 30 days if the replacement card is not ready. You must be able to show the receipt for your replacement card.

Fuel Stabilizer
Gasoline additive being sent to boats
During discussions at the Wheelman's meeting, it was decided that a fuel additive may be useful for skiff outboard fuel  supplies. Gasoline sitting in 5 gallon tanks for extended periods of time will begin degrading. Varnish deposits can result causing poor performance and starting problems. Water can accumulate causing corrosion.
STA-BIL should be added to gasoline tanks at the rate of 1 ounce per 2 1/2 gallons of gasoline. The STA-BIL bottle has measurement marking on the side to help dosing.

S/V ELISSA
The S/V ELISSA is normally docked at the Texas Seaport Museum in Galveston, TX. She has been berthed during the past week at the Bayport Cruise Terminal, open for school visits. Some of our tows may have passed her on the way in or out of Bayport.
Vessel Information:
Built....1877 in Aberdeen, Scotland for Owner/Master, Capt. Henry Fowler Watt. Captain Watt sailed her as a tramp freighter, for 20 year, spanning the globe many times.
The ELISSA was discovered in Greece, being prepared for the scrap yard when she was purchased in 1979 by Galveston Historical Foundation for restoration and return to Galveston. The ship had called on the port of Galveston in 1883 and 1886, giving her direct connections to Galveston and Texas maritime history. Since the completion of her restoration in 1982 ELISSA has made many voyages and annual sea trials in the Gulf of Mexico.

Four armed, uniformed USCG personnel show up, and want to board your vessel. The wheelman is driving the vessel and the tankerman greets the boarding team on the forward deck. The Tankerman requests ID from them and asks then to sign the visitor log in galley. Two of them are not able to produce USCG ID, they both have drivers licenses. What does tankerman do? What does Wheelman do?
Let's see....
NAVIC 03-07 says that Federal, State or Local government agents must present their current agency credentials for visual inspection, except in case of emergencies for unescorted access to your secure location.
Politely explain to them that to conform to TWIC and vessel security regulations they must present an valid agency credential for unescorted access.
If they persist, your responsibility then would be to escort the USCG personnel without the government agency issued ID. The Wheelman should report the incident to the Company Security Officer and complete a boarding report.
