HIGH WATER.....Man Overboard 
A man overboard is always a dangerous situation, but that danger is greatly compounded during HIGH WATER
 
Now is a good time to review overboard prevention and Man Overboard Procedures with your crew
When a man falls overboard, the first step is to pull the engines out of gear and use rudders to swing boat away from the man in the waterMan overboard

 

·        Push Man Overboard button on GPS /Keep person in sight at all times

 

·        Sound General Alarm and Announce "Man Over-Board Port or Starboard Side on PA system" (Crewmen don work vest)

 

·        Throw life rings into the water

 

·        Sound five short if traffic is in general area

 

·        "Securite, Securite, Securite Man Overboard in position/MM/ Lat and Long any vessels in area please be aware of man in water" on VHF Channel 16

 

·        Give exact location(mile marker or latitude and longitude) or    directions

 

·        Give orders for crew to launch skiff if necessary(River/Weather Conditions taken into consideration. Do not engage vessel engines during launch of skiff)

 

·        Maintain radio contact with skiff, any nearby vessels and US Coast Guard for assistance

 

·        Recover man overboard(if person is being recovered along side vessel do not engage engines until person is clear)

 

·        Once man overboard has been retrieved render first aid

 

·        If person is injured and requires medical attention determine best way to get person to medical facility

 

·        Notify Dispatch and coordinate transportation of crewman if injured

 

·        When situation has stabilized fax completed incident report back to office

    
TWIC Deadline in 183 days
Pre-enrollment should be complete
 
All crew members by now should at least be Pre-Enrolled with an appointment at one of the  Enrollment Centers.  September 25, 2008 is the last day that your MMD or License is valid without a TWIC.  On September 26th all crew must have a TWIC in their possession to continue working on a US flag vessel.  TWIC card production has been taking anywhere from 2 months on the low end to 4 to 5 months possible on the long end.  If the enrollment process discovers a background check problem, an additional 2 months can be added to the process to get a waiver.
 
ON APRIL 4th......
 
All boats will receive a survey to determine enrollment status of all onboard.  You will be asked to completely fill out and return via email.

WHEELMEN...Last call for WHEELMEN'S Seminar session reservation.  Call or email Diana as soon as possible if you plan to attend the April sessions!
The Houston REC office has done a great job in renewing Mariner's MMD's and Licenses during the last three months.   A typical turn around time for renewals has been two weeks or less. 
 
This is great news for us but that may be changing.  Starting in AUGUST 2008, the local REC functions here in Houston will be moved to the National Maritime Center in West Virginia.  The local office will be open, but will only accept Mariner's renewal packages which will then be sent off to West Virginia for processing.
 
If your renewal is any time from August through the end of the year, please renew early due to possible start-up problems during the transition.
