ACSA Leadership Responds to
ESEA Flexibility Proposal

Alice Petrossian, ACSA President

Bob Wells, ACSA Executive Director

"ACSA is reserving judgment on President Obama's waiver proposal until we see the details. Certainly we want regulatory relief but it's important to fully understand the depth and breadth of changes and reforms that would be required under a conditional waiver. As we currently understand the proposal it is an entirely new alternative system to NCLB in exchange for two years of relief.

ACSA is heading to Washington D.C. October 11-13 and we plan to discuss the proposal directly with Administration officials and members of Congress. Legislation has also been introduced in the House and Senate that are important to consider. We anticipate California will carefully review the waiver conditions to determine if it's a good deal for our state. The final decision will rest with State Superintendent Tom Torlakson, the State Board of Education and Governor Brown. We stand ready to work with our state leaders to ensure what is best for our students and schools. ACSA's position for more than three years has been a full moratorium on the onerous provisions and sanctions of NCLB until ESEA is fully reauthorized. That will continue to be our position until we learn more."
